Lots of good ones mentioned, but we need Squirrel Mastermind set.

It would be way overpowered since Squirrel Girl did take out some pretty big heavy hitters.

I second Wind-related sets, the reason I came to this topic. Storms is a great catch-all, but sorely lacking if you're looking to make a person whose sole power is wind control. My Grav/Storms controller is passable, at best, at looking like a wind based super hero.

Pirates seem like a logical Mastermind set to have, with a mix of sword melee and pistols. We have ninjas but not pirates.

...also, we have the tech for a Growth set but I'm not sure how appealing it would be.

I think those are the big three that have not been addressed in any form (and possibly never will be). You can't even fake them partially, like, say, recolored Dark powers can be used for sand effects.

Another one that hasn't been developed is the ability to drain or transfer abilities from others. Note that in a lot of tabletop games, there are powers that alter opponents' stats -- strength, speed, vitality, dex, intelligence, etc. Since COH/V has no equivalent of stats, that sort of manipulation makes no sense. And Kinetics and the Dark sets do let you alter enemy damage output, and lots of sets have slows, and there are a few life-transferring effects, but nothing that really suppresses or transfers actual powers.

Six thumbs up for this. I'd love to see a higher level power that alters your form a la Granite Armor, only it would be a new "blob" rig that moves by slugging along the ground, leaving trails of color tintable goop behind it.

Arms turning into mallets/axes/knives... you could make everything from Clayface to Judge Doom from Who Framed Roger Rabbit?

Blast/Armour or Assault/Armour AT we're still missing. For a quick, sake of the argument example, Iron Man. Energy Blast/Invulnerability or Energy Assault/Invulnerability. It's not entirely accurate (that'd be Energy Blast/Armour Gadgets/Super Strength/Invulnerability) but close enough. There are plenty of other characters that fit that bracket.

Not sure if this would work, but congratulations on one of the most interesting things I have heard in awhile. That would be fascinating, sitting at the keyboard, trying to get each piece (pet) doing its job while trying to stay alive. In some ways reminds me of the armored core series I loved so much. The real trick would be there would need to be lots of different (pets) so that each builder had their own style. This might require a whole new archetype in fact, but with roots in the MM control panel. Again, great idea!

Stretching. They've said it would be hard to do with the game's engine. (Impossible? Don't remember the quote) But hey, staple of the genre.

I think Growth/Shrink is the lowest hanging fruit of all that are still outstanding. It's all a matter of making the set and establishing the range of size.

I could see animated costume pieces acting as alternate animations for certain power-sets. This could give you the wrist guns or shoulder rockets from the AR set.

Powered Armor Suits are too generic and easy to emulate (costume creator + blast set = voila!... whatever power armor suits your fancy).

What's missing too and what I'd really love to see in CoX... Tentacles.
Think Omega Red, Doctor Octopus, Carnage, Ultimate Venom, Constrictor and The Darkness.

The advantage tentacles would have over whips is that they'd need minimal to no recoil and no idle animation as they could easily be retracted into the body again as part of the attack animation.
Give 'em like 4 or 5 skins; metal, organic, chains, slimy and maybe something magically glowy...and I'll be a happy little Nightmare.

They could all be done in a similar way to the way Bio Armor adds "costume pieces" to different parts of the body with each power.

Toon Melee

Powers would include hitting your enemy with a giant mallet you pull from nowhere, conjuring safes/anvils/grand pianos to fall on targets, a 3 second delay before falling after you walk off a cliff, and the ability to move through walls leaving a hole in the shape of your silhouette.

Toon Melee users would also have unlimited salvage and recipe capacity due to hammerspace.
