I like them Praetorians there. I love Praetorians, they are way more charismatic and have strong personalities, maybe due to better writing in the last 2 years.

I think it's just their way of saying that some of the more important or noteworthy Praetorian survivors will be showing up on Primal Earth now. Not WHERE they'll show up.
I could easily see Marauder gathering a few people around him and setting up a protection force for a group of Praetorians in the Isles. He may love to fight, but his secondary motivation always seems to be to protect people, even his old allies from the Hamidon Wars. He's not the best friend, but at least he tries to be a loyal one.
Personally, I hope we encounter Riptide as something of a Rogue, bitter and angry at Primals, but willing to work with them to protect the survivors of Praetoria that have moved to Paragon. I want to see him prove to everyone that he'll put the people of Praetoria first, no matter the cost to himself. In short, I want him to earn my respect, even if I do wind up beating him down for it.

Mmmm no. Since Reese' ultimate fate is in a mission and not a moral choice, and Transmuter doesn't really try to imply things ended up any other way, I'd say it's safe to assume we will not see Reese again.

if you do the Loyalist Powers Arc up to atleast Transmuter and you chose to go heroside then Reese will show up at the Rift and you can talk to him. he'll tell you how he survived that last encounter you had with him and how some people in the tunnels help him back to full health. he said he's sorry that he tried to killed and he stopped by since he's heard that you were leaving for Primal Earth. He said that he's trying to change and be somewhat of a hero

I actually switched to Responsibility accidentally somehow. I had meant to do Power all the way through.
you know, im guessing there is more to this than just a shuffling of npcs, not loving the idea of marauder turning face. His characterization is too "bad guy from fist of the north star" to make him redeemable. he is a predator and a thug, put him redside.

Loyalists are nothing but stiff armed dogs of the Tyrant.
They get told that at every opportunity.
They came to make sure that no new Chik-Fil-A's open in Paragon City.
I'm going to assume the placement in Atlas and on Miss Liberty's pedastal are all just for the picture. I'm not sure it makes sense for any character between levels 1-49 to see any of those three characters hanging out in Atlas, since for their 'personal timeline', those three characters are still hanging out in non-exploded Praetoria.
