To be fair, after a full year of Praetoria, where magic apparently only exists in First Ward, they're making up for lost ground.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.

I left off the Mercy Island revamp, as it wasn't as big as the Atlas one - although shifting the focus from Snakes to Longbow seems to be some kind of move away from magic to tech.
Before Night Ward was added, Post GR tech zones were outnumbering magical zones 2-1

I didn't think we had anything particularly magic heavy ... I can't even really remember a major release that focused really specifically on magic for a long time before Dark Astoria. Even Cimerora, which has a pretty sword & sorcery feel going on actually had limited focus on magic - a lot of what was going on there was Nictus-related, not magical. Yeah, we had to go through the Midnight Club to get there, but that wasn't really the whole spotlight.
My sense is that they have actually done a decent job of mixing magic and tech/sci stuff, like with the I11 invasion focusing on the Rikti and their high-tech, Nemesis and his retro-high-tech, and the Alpha Team's magic.

Edit: and I kinda have to say that the OP is being ridiculous. The VAST and OVERWHELMING majority of the content in this game is tech/sci/mutant themed, especially end-game content. The only magicy stuff at endgame pre-Dark Astoria was the Circle of Thorns and kinda-sorta the Carnival of Shadows (and some of the villain Patrons, not that they count for anything).

I wouldn't mind some focus on mutants. But what unified mutant 'theme' would be entertaining in this game? The whole 'discrimination' angle does not work...

The Well and SSAs are more about COSMIC POWERRRRRR, than anything. Taken to the extreme, yes, they can be considered magic - if you view anything beyond mortal capabilities magical.
Also, didn't First Ward have the psychic abomination Seers? Those remind me more of Akira than anything magical.
