Seriously; Shadow Shard contacts revolve around 3 things:
1) Gather Kora fruit
2) Rescue X hostages from cave
3) Gather Kora fruit WHILE rescuing X hostages from cave
Is there an echo in here?
Serious answer though I'd have to say Stephanie Peebles and the ensuing Striga arcs. It's the earliest arc I can say is actually good but often overlooked because it used to require being level 20 to enter Striga and these days Talos gets all the attention in the 20-29 range.
Tyger (50), Mutation-Controller Mind/FF - oldest Mind/FF on Union
The title of most obscure regular contact used to be hands-down Veluta Lunata. Except... I guess she shows up on her own now?
I'd say some of the contacts you need to unlock, like Archmage taraxus, since you have to know where the history plaques are to get the badge for him. Heroside.. yeah, anything in the shadow shard.
Blueside: Any of the Shadow Shard ones.
Redside: Slot Machine.
Kristof Jaeger is obscure because to run his arc outside of ouroboros you need not only to kill 1000 longbow before level 30 but also find him in the first place. And his arc sucks so nobody would run it through ouroboros anyway.
Crimson Revenant is much easier to unlock but the odds of actually finding him seem rather low to me, and once again your reward if you manage it before level 35 is two identical, crappy arcs.
At least with the slot machine you're somewhat motivated by the fact that it's kind of a novelty contact and the badge it requires is also required for one of the accolades. The Nerva contacts... I pity anyone who goes to the trouble of unlocking them expecting something neat as a reward.

De minimis non curat Lex Luthor.
No kidding. I frequently hit Striga to farm for the Atlas Medallion, and almost every time I do I'm occasionally stunned by the realization that there are story contacts and even a TF contact there. As far as I've ever been concerned it's just a Place to run around in.

One forum name, two members: Molly Hackett & Heliphyneau.
AE arcs:
27327 - Enter the Homunculi
176837 - Homunculi 2: Tectonic Boogaloo -- UPDATED
She's one of the contacts that shows up under the Find Contact tab once you hit level 10 (maybe 15) redside.

Which was a bit of a pain because of the ghostplosions and how easy it is to hit 15.
My Blasters still make a point of running Stephanie's arc for the Wedding Band. Then I leave the zone though.
I'd put my vote down for the unlockable SO stores, does anyone bother doing those these days?

Capt. Biohazrd - PCSAR
Talsor Tech - Talsorian Guard

Yeah I've got a contact I've been doing missions for.
He's pretty underground. You've probably never heard of 'em...

However, the Shadow Shard contacts get my vote for most obscure.

I do all Striga on most of my toons. I like The Striga arcs.

MArcs:
The Echo, Arc ID 1688 (5mish, easy, drama)
The Audition, Arc ID 221240 (6 mish, complex mech, comedy)
Storming Citadel, Arc ID 379488 (lowbie, 1mish, 10-min timed)
Red-side there's Number 204 in GV (Before the change to Venomous this was a pain to get and the arc is crap at the end) and Henri Dumont in Sharks.
Also, don't forget all the lvl 40+ Stores blueside- you need to run missions to unlock them, including Ghost Falcon in PI

Then again, given DFB and now DIB, Yin's store isn't even all that helpful any more.

I'd say Viridian, if only because of what a colossal pain it is to get his unlock requirements unless you switch to rogue and go to Paragon.
34 heroes,
20 villains, Victory, Justice, Infinity, Virtue, Triumph, Exalted -- some more active than others
Samuel Pierce Science contact for Kings' Row. Level 5-9
Only way to get the contact now is to run the scanner mission from Kings' Row and then to pick the contact that goes up against the Vahzilok. Neither of those is done very often these days and I doubt that newer players know that they exist.
Though all the KR contacts are up there as obscure these days, no story arcs, only one contact has a badge mission and its easy enough to flashback and get it later in the game.
At least with the shadowshard you can go always go there eventually to check the place out.
Tying into obscure content, the newer Shadow Shard exploration badges make a haunting internal monologue when you collect them all and read them back to back. I was pleasantly surprised going back for them to pad my badge count.

What about "Sunstorm" in Atlas.
Probably the most visible contact given his closeness to Ms Liberty and on the route to the Ww store and also being a Kheld only contact, totally ignored! (Well not totally, but you know what I mean )
And in addition his mishs are the same old stuff when I had hoped they would be tailored for stuff that needed a Kheld to complete.
And for a long time required getting to a lvl 50 alt to unlock the Khelds to access him.
Cheers
