Worked eventually for me too!
It never worked for me when I changed the account password. It did however work for me when I changed the game password... Very weird.
If it doesn't seem to work be sure you are changing your GAME password and not your master account password. That mistake held me up for quite a while.

It took about an hour for mine to finally let me in. Might have helped if I had stopped using up my 5 attempts before the 15 minute cooldown.

I changed my game password and I can now obviously log into the forums.....but now I can't log into the game itself any more. 
So far Issue 21 is just a horrible nightmare.

The first time I changed the password this evening it was to the exact same thing as it was originally. That let me into the forums.
The game then refused to let me in. So I changed it to something completely different and copied/pasted it into the game. No dice. But the new password lets me into the forums (I logged out and then back in with the new password).
So far I've seen all of 5mins of Issue 21. It's not going well...

However, I just want to play the game
I wish I'd left well alone now, being able to get into the game but not the forums was infinitely preferable to the current situation.

In my case, I changed my game password, closed and restarted my browser, and was able to log in right away.

1. From the forum goto "Official Site" click
2. click "continue to city of heroes" link
3. Select "My Account "
Drop down and click "Account Management"
4. Enter your Master account username and password - click log in
5. Click "Game Accounts" ...Not Account Profile
6. Click on your Game account for City of Heroes
7. Click "Change Password"
8. Enter or Re-Enter a new password (NOTE: you can use your password you always used; at least that did for me and others.) And Finally click [Change Password]
DONE

Hmm, I tried this earlier today(well...yesterday now)...and didn't work for me...
However, after I got home from work I could post...so either their servers take a long time to sync. for password changes or they fixed the issue itself).
