I agree with you in principle, but yeah, I don't think your Azuria is an improvement.
But time and resources are limited and re-doing the NPCs takes both. Updating NPCs and enemy groups to use player models is something they've talked about. It just a question of fitting it into the schedule.

The Devs are not unamenable to suggested NPC upgrades (they did it before with Arbiter Fabulous' Trina update). Just include the costume file info so they can cut and paste it if they chose to go with it.

New models for old friends - Sure, as long as it's a low priority item or can be done by an intern or something. Then again, if Freedom succeeds wildly and they're all bathing in dollars then lots of things will become feasible. heh.
I agree with Johnny about Azuria - I actually prefer the office worker look because she's an employee of the FBSA. Some of the contacts in M.A.G.I., etc... may be hero-class individuals and retired heroes but they are not actively pursuing heroics in their current phase of life. When they're on the job, they look and dress like you'd expect a government employee to look and dress. That's part of what makes the Midnight Club distinctive (well, apart from the fact that everyone there seems to be a century out of date, fashion-wise). Likewise, Freedom Corps. The heroic organizations dress like heroes. The government bureaucrats dress like government bureaucrats.
They did it before also with Tina Macyntire and Maria Jenkins with the revamp of their arcs.
Thats why I find it hard to believe they leave the old City representative there...
I mean, Sister Psyche needs a new costume badly, but to make it so they need to work on it.
But those NPC are easy to update with civilian clothes.

I think Azuria needs a redesign, and they might want to throw some sort of guardians down in Magi and the general starting areas, given at least a few of the story arcs we play through have us giving massively powerful artifacts to the starting contacts, who seem to be guarded by one bored overweight donut munching security guard and two longbow.
Might be a place to show a more active presence of high level PPD (you know, Hardsuits, acended... that sort of thing). And for that matter, replace the longbow teams inside Paragon City with PPD themselves. Set it up as sort of an FBI/CIA thing with one handling the domestic (paragon) stuff and the other handling the foreign (Preatoria/Isles) stuff.

I like your design, but I think the worst of the original Azuria is the colours.

It's really the shade of red on her that clashes. It should be a bit more rose than fire engine.
Azuria's really got more of a desk job, she doesn't need to dress like a superhero. While an upgrade wouldn't go amiss, her actual outfit looks fine to me.
If we were to actually see her in action (and I understand there is indeed a combat-capable Azuria NPC in the game database) then a better outfit would be welcome. But for what she actually does day to day, the pink skirt and blue tank top are fine. Kind of like how Crimson, Indigo, Viridian, and Shadow Spider wear civvies when you talk to them for missions, but they wear combat gear when you fight them.

My take on Azuria is that she should be a bit of an older woman (she's been active since at least the mid 1980's). I would give her a slightly New Age vibe with sandals and such, have her relaxed but a little professional.
She's not really a combat sorceress, at least I gather from the revamped Positron TF, so no 'costume' per-say.

The problem with "redesigning" existing NPCs is that from the suggestions I've seen people throw around, 9 out of 10 are misses. If you need proof that just because something is made in the character editor it doesn't mean it's good, look at the Merit Vendors. They're made in the editor... By hitting Random, apparently.
If we are to see a redesign of these characters, I'd like to keep it consistent both with what the characters look like now and who they are. The City Rep is just that - an official, so her suggested costume makes sense. Azuria, on the other hand, is a seer. She's pretty much an old woman who gets visions and knows a great many secrets. She's not a 22-year-old model with super powers that goes around shooting fire at people. Azuria is just what you'd think she is - an old woman, not too dissimilar from the old woman at the top of the hill in Cimerora. Personally, I'd put her in a long-sleeved long dress and have her sitting down in the MAGI hall, either reading a book or drinking tea.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.

Its looking exactly the same, but what bothers me is the old NPC.
I dont understand why they keeping the old ugly low-res model of the City representative. I bet they doing the same with Azuria if she is still around.
Please devs, if you are working so hard to make an old zone look beatiful, do the same with those ultra ugly NPCs.
Maybe replace all the old citizens for new ones like Praetoria had (Where everytime is more common to see the old citizens again, and the new ones are missing ) is too much work, but some of the important NPCs and contacts deserve actual models that doesnt hurt our eyes, please!
It cant be that difficult to make new models for some of them, like Azuria, City representative, SG registrer... I mean, we see them all time, please upgrade them!
