Random is Random. You just got very very lucky. I've gotten 4 or 5 of them since they've been out, and a lot more purples than that.

I would say that they are about as rare as a specific purple recipe. Not "I got a purple!" but "I got a Hecatomb: Damage!" or "I got a Coercive Persuasion: Confuse/Endurance!".
Getting two in such a short time span is damn lucky though.

Random is random, but for anecdote, I've received well over thirty purple drops and never received a respec recipe.

Random is random. But if one kind of drop has 1:1000 odds and another kind has 1:5000 odds there would be a meaningful statistical difference between the two.

Pretty @^#$@#$ rare as far as I can tell -- to the best of my recollection,
I've received no more than 2 or 3 (on all my toons combined)...
Given the amount of luck you used up getting two in quick succession, I'd
be real careful with traffic lights, heavy machinery, pointy objects, storms,
or de-orbiting debris (like toilet seats) from Russian spacecraft...

I've had about 20 purples and I still haven't seen a respec drop on any of my toons.

I've gotten about 20 purples and 2 Respec drops ... and the 2 Respecs came within a couple days of each other.
I received one Respec Recipe drop about 2 days after they were first made available . . . and haven't gotten one since. I don't understand why these should be so ultra-ultra rare, but they are. I guess it is to make the Respec trial worth running.

I've gotten four.
Two, I sold when they were going on the market for about 16 million (I don't know why this figure has stuck with me, but I remember selling it for exactly that). Two, I've gotten recently. I gave them both to players on the team I was on at the time.

I have only seen one Respec recipe drop. And, I fumbled my sale of it at the Market and sold it too cheap. 
Teams are the number one killer of soloists.
I've seen 12 or so purple drops, but I've never seen a respec recipe drop.
I've gotten two respecs, and about five to eight purples, from drops.
Mini-guides: Force Field Defenders, Blasters, Market Self-Defense, Frankenslotting.

As others have said, random is random.
Still, took my corruptor on a pair of Hami raids a couple days ago and boom, respec.
Second one I've ever gotten.

i'd say pretty darn rare. i've gotten at least ten purples and about three respec recipes as drops.

I`m sorry to say that but I don't think that random is random atm. My tanker have got 2 purple recipes in the last 2 days. I know some people in my global list they are playing the game for 4 years now and they didn't got any of the purple recipes in this time - since Issue 19! One of my mates have got 5 (!) purple recipes within 3 days.
Is this still random?
Yesterday I was running some mish'es with my "just turned 50 KM/SD Scrapper". I was looking to do the incarnate acr to unlock my alpha slot. After I ran that arc, I ended up running some Maria Jenkins mish'es in PI. We all know how fun her story arc is when every mish is a AV/EB. It can be daunting but it is very fun to run. Well, since I've been on this game as of Jan. 09'. I may have only got two respec drops. One I accidentally sold at a merchant for pennies and the other I was able to get 100 Mill influence.
Well, yesterday I got another Respec Recipe Drop and then a 1/2 hour later I got another one!! I thought I was seeing double but it happened, two Respec Recipe Drops within 1/2 hour of each other. I am thinking that the drop rate for Respec Recipes is less than purples because I have gotten many more purple drops versus Respec Recipe Drops but I cannot be sure about this? As for what I did with my Respec Recipes, well, if you go to the market you will see them listed there in all their glory at 250 Mill a piece.
