Issue 19: Alpha Strike OverviewThe newest City of Heroes® issue, Issue 19: Alpha Strike, primes players for the new Incarnate system for high-level characters while providing more Task Forces and events that reveal the unfolding Praetorian invasion storyline, alternate animations for character powers, and other game enhancements.

The Alpha Slot

Issue 19 unveils the long-awaited Alpha Slot*, the first part of the new Incarnate* system that gives high-level characters access to new powers and challenges. Unlocking the Alpha Slot is no easy task. Players must first learn what it means to exceed the definition of Hero or Villain to become an Incarnate. Mender Ramiel in Ouroboros guides players on this journey.

Two New Task Forces

Challenges already await new Incarnates. The Praetorians have begun their invasion of Primal Earth. Protecting Paragon City™ and the Rogue Isles™ from such overwhelming forces requires the greatest Heroes and Villains to work together. Two familiar faces will help in stopping the invasion: Apex and Tin Mage.

Apex Task Force*: Apex has joined the Vanguard, and he helps organize your team of Incarnates to stop the Praetorian initial assault. Face off against the Anti-Matter Clockwork, War Walkers, and the Arch-Villain Battle Maiden before they can destroy Paragon City. If you succeed in this battle, the war is yet to be won.

Tin Mage Task Force*: The lost hero Tin Mage has returned to help coordinate an assault into Praetoria to stop the invasion cold. Your team strikes into the very heart of Nova Praetoria to confront Neuron, Bobcat, and a Praetorian army.

New Auras

Issue 19 includes two free auras for all City of Heroes players. These auras are customizable.

Fireflies - Your character can be surrounded by glowing, tintable fireflies.

Snow - Celebrate winter and be showered by snow.

Praetoria Zone Events*

Live events in Praetoria in which your Resistance or Loyalist character can participate:

The Protest (Nova Praetoria): The angry citizens of Praetoria are staging a protest in Nova Praetoria. Will you join them or shut them down?

Syndicate Takedown (Imperial City): The PPD has found a cell of the Syndicate in the Agilecorp building. The two forces are at a standoff at the base of the building. If you hurry you can capture one of the Syndicate's leaders.

The Great Escape (Neutropolis): One of the Failed Experiments has remained lucid and sane, and appears to have the ability to influence other Ghouls. Informants say he is eager to aid the Resistance in its war against the regime. Will you aid him in his escape? Or will you hunt him down now that he has escaped?

Fitness Power Pool is Inherent

The Fitness power pool is now an inherent power pool available to all new and existing characters starting from Level 1. Players can freely choose between any or all of the Fitness powers for available character power slots. These powers can be slotted and will accept the appropriate Enhancements.

Alternate Power Animations

Now players can customize the animation for some characters' powers. Shoot a Psychic Blast or even launch a Fire Breath from your character's hands. Hurl an attack from one or both hands. Select the animations and customize how a character fires off its powers at any Tailor.

The following powers have alternate animation choices:

Primary Sets: Dark Blast, Electric Blast, Energy Blast, Fire Blast, Radiation Blast, Ice Blast, Sonic Blast, Mind Blast.

Secondary Sets: Psionic Assault, Sonic Resonance, Icy Assault, Fiery Assault, Mental Manipulation, Energy Assault, Electricity Manipulation, Integration.

Primal Earth Characters Can Enter Praetoria

Non-Praetorians can journey to Praetoria* through Pocket D.

More Tip and Morality Missions

All City of Heroes characters can play and enjoy more Tip missions, while City of Heroes Going Rogue™ characters can choose from more missions* that impact a character's alignment.

Other Enhancements

New Badges: We've added new Exploration badges for hazard zones.

Merged Monorails and Ferries: The Transit Authorities in Paragon City and the Rogue Isles have made major improvements to the monorail and ferry system by merging their respective routes. All monorails can now travel to every monorail station on the Green and Yellow Line, while all ferries can now travel to every ferry station in the Rogue Isles.

Mission Architect Enhancements: The Tunnels and Tech map sets are now available in Mission Architect. You can now also select the Praetorian Clockwork, Destroyers, Resistance, Praetoria Police Department, Seers, Ghouls, and the Syndicate as Mission Architect NPC groups.

ALTERNATE ANIMATIONS!!! My Fire toons will now be able to use firebreath! (Never took it for concept reasons)

So it's an Inherent pool, rather than four additional inherent powers. Meaning the only difference is that the powers can be picked up earlier without prerequisites, and don't count towards the four pool cap? 'cause that's what this makes it sound like.

Beyond that, I'm really happy to hear about new Tip missions, and sort of hope they get expanded in terms of scope as well (for example, being able to do "Rogue" tips in Paragon would be kinda nice). The new animations sound like they might be interesting as well.

I'm a touch disappointed all the new content is in the form of Task Forces, though, but I'm willing to cope, I suppose (so long as they're better than Barracuda, at least!).

Impressive list.

The zone events... I kinda wondered about the omission in the Praetorian zones, so looking forward to these. Wonder if they were planned but not ready for launch. Still surprised that a Mother Mayhem hospital breakout wasn't one of the events... or a Devouring Earth incursion. Kinda curious on whether they'll be GM-coded so we just don't have a bunch of level 50's destroying everything...

Alternate Animation Sets: Very pleasantly surprised. Didn't foresee this coming so quickly.

More tips and morality mishes: Excellent.

all that alone woulda been enough to make me happy.

Yes you should of...

Bad Radmind!

/e Gibbsslap

Otherwise...

The alternate animations might be a nice addition.
Not sure if linking the trams/Ferries altogether is a good idea though. Just got to wonder if the Striga/PI Ferries will be merged as well?

And from a couple of pics on the overview page, it looks like Ouroboros has seen better days. Interesting indeed...

Thank you for the time...

Wow, looks like Ouroboros is going to get a real tackle. Suppose this means we'll finally find out who the Letter Writer is!

Seems that way to me. Makes sense, if it is... reduces most of the balance concerns.

I'm still working my first two characters through praetoria & haven't covered anything but the level 40-50 tips, so I'm more than happy with them giving task-forcers and level-cappers their due.

Awesome. I wonder if the rails in Paragon are going to be physically linked somewhere, since as I recall, they form pretty coherent circuits through the city if you follow the tracks in-game.

Having Vengeance and Fallout slotted for recharge means never having to say you're sorry.

Actually I'm reading that as "you can select from one to four of the fitness pool powers at level 1, or none at all if you don't want them". Which sounds like the ideal situation. If they're available at level 1 then they're not like a normal pool power where you can only take one of those powers when you make a new power choice.

I'm not sure about linking the trains and ferries either... but I suppose it's a nice boon to a rogue on a task force or a vigilante on a strike force. ^_^

It's the tentacles - that's how they wrote so many letters

So think it's free powers that are optional to pickup? That way those who didn't want Swift/Hurdle, don't have to take them?

Whoa, that's fast, I thought we'd have to wait an issue or two before seeing this come out.

Was this changed from the original announcement or is it just bad wording?

I was spectacularly excited about it and now it's just... well that's nice for new alts...

Finally! How about moving the black helicopters to the opposite, rarely used but cool looking ends of Nerva and Martial, too? They're redundant where they are.

I wasn't expecting this by I19!

The way I read it, trains and ferries don't link to each other. It's just that you can go to Green Line destinations from the Yellow Line and go to anywhere in the Isles on the Mercy/Oakes ferries.

I take it as what Castle has already asserted: you get all four powers as inherent, and then at any level when you get slots, you can choose to spend your slots on any of those said four powers.

In a way, it turns the four fitness powers into as close as traditional pen and paper RPG base attributes as possible within our power system, you know, STR, INT, DEX, etc. In other video games, single and MMO, that shall remain unnamed you get the chance to spend points on these base attributes at certain (or all) levels. Here we get to focus on them should we choose via slotting.

Looks like Incarnates break time.

I assume it's going to be it's own lvl 50 only Ouroborous area, that or we're all in for a big change.

Also, is that picture of three heroes standing in front of the giant disk statue in Kings Row? Uh oh, looks like even Blue Steel couldn't keep that thing safe.

Very excited for the new animations and the consolidated trams/ferries.

Everything else looks awesome as well. I'm curious about the Fitness pool but I expect we'll get definitive answers soon enough.

Making me still have to use power choices on Fitness makes me very very sad, and if that is the case, I will no longer be buying the Party Pack to reward the devs for the awesome of i19.

With both TFs being described as coop and with Apex joining Vanguard, dollars to dimes they both launch from RWZ. Can't see how Tin Mage would be tied up with either pocket D or the Midnighter Club/Cimemora which are currently our only other coop zones. Maybe Praetoria?

That's what I'm hoping for. That and when you pick Stamina, it doesn't count against power choice totals.
