So when do you consider your toon "complete" or "done"?

Oh man, nothing I have is done.
Every once in a while Ill pull a 50 off the shelf and realize where I went wrong and start changing his build, or buying IOs, or selling stuff on the market. Then after a while the love affair will fade and Ill move on to the next project.
It is interesting seeing how builds and bios have gotten more and more sophisticated over the years and how Ive changed in what I perceive to be a solid build. Its like a timeline of character decisions....
Done? What does that mean? My toons are never done. They are never completed. I could get all the badges and completely maximize my build, but there will always be something else for me to do.
That's what I love about this game. You're never short on content. =P

As a solo player and avid Frankenslotter (typically at L25 or so), I don't run TF's,
and IO's are covered early.
So, my criteria are quite simple: Achieved Build Purpose And/Or Reach L50.
In the first case, I have several "level-capped" toons that were built for
specific reasons, including a couple that will never leave the tutorial
Once they get to the point they were built for - they're done...
In the absence of the first goal, then they're done at L50.
Unlike toons in the first group (which I play fairly often), toons in the latter
group are typically done playing as well. I'll log them in to get Day Jobs, and
event badges, but that's usually the extent of it - they're effectively retired 50's.
Finally, I do have some L50, Purpose-Built toons (a PvPer or two, a farmer or
two, and a couple marketeers) which meet both criteria.

Level 50, an IO build I'm happy with (not purples), the major benefit-giving Accolades (I don't need the Crey pistol but I need TF commander) and that's about it. Bios I come up with before 20 and I have characters who don't need capes, auras, four costumes, etc because they have their one signature look.
At that point I might tinker with the character if an exceptional IO drops or something and I'll certainly still play them but they're "done" as far as chasing technical goals.
I am semi-done with a character when they get too over the top. For instance, my katana/regen scrapper is too powerful and weak at the same time. In order to have any challenge with him, I have to face purple stuff all the time. But that same stuff is hard to kill with lethal damage. So it's either kill easy and never die, or kill slow and have a challenge. Then I have an invulnerable/energy tank. He won't die solo and on teams he is extremely hard to kill. I only bring him out when a team is REALLY hurting. Those guys like that I rarely play, because living forever is not as fun as you would think it is.
Never. Im always tweaking always looking to make something better and I currently have 35+ 50's... soon to be more one GR drops... Always looking at IO/HO combinations and how I can better a power or improve a toon.
In fact I am looking over all villains now in anticipation of Going Rogue.
Not a real badge kind of guy unless it leads to an accolade, and I dont even have all those.

For me, I sort of work in waves.
The first step is leveling to 50. Then I set the character aside (not shelving it, just... keeping it ready). I begin leveling another character to 50 while simultaneously working on a build I like in Mids. Eventually, I take a look at all the characters I have and decide which one I'd like to focus on and play.
Once I pick one, I work on crafting all the IOs I need and accolading the character (with the auto powers only, so I can reap the benefits). Once I finish those, I usually spend a lot of time just... running TFs and high-end content, while casually continuing to level more characters.
So... I'd deem a character "complete" once I IO/accolade it out and my playtime on it after doing so ramps down a little bit as I move on to the next project. There are still characters that I have that will likely never be finished, like my main/badge character. I also imagine that the Incarnate system will add a whole separate level towards character completion for me.
Even after I stop playing a character frequently, I do still bust them out for certain things in-game. I'm never opposed to playing a character past the point of "completion", I just have goals like most people playing this game.

and even that isn't a permanent state, witness my AR/Dev who I retired in disgust after ED wrecked his efficiency but who I am now playing again and having fun with in a quest to kit him out with a l337 high end IO build.

My characters are done at level 50, or if I stop enjoying them before arriving at level 50.
When I'm done playing him/her.
My 50s are never really "done," they just go into reserve for when I decide I'll want/need them. Of course, that means many aren't enhanced at all and haven't been played at all since they hit 50, but they're there if I decide I want to use them for something.

when i cant think of anything more for their stories. I'm a continuing bio nut, and while at lulls at work, i have enough material for rian, violet and all for several comic stores worth of stuff(and i strongly suspect sturgeon would have an accurate measure of a lot of its quality) but until i get tired of reading their continuing adventures in my head, never. plus you never know when jay and co might toss me another great costume bit that helps their concept even more. I just update a lot of their looks with issue 17's tail fix, something else could make as big a impact(maybe back details?)
I doubt there will ever be a "done" for any of my alts. "done for now" has come up quite a few times when I lose interest in playing them, but I always go back... if even years later.
The first toon I ever made, back in issue 7 has just regained my interest again for example. She still hasn't hit 50 yet, but I've gotten 4 other toons to 50 and numerous others up through the mid-levels while she's been on the shelf.
I think my toons will be done when the servers shut down, because I won't be able to possibly do anything more with them at that point, but they won't be "completed" I'm fairly sure.
When is a character of mine done?
I don't know that any of mine are really "done." My PB has been on a semi-permanent hiatus since reaching 50.. same goes for my Fire/Kin Troller. Most of my characters go on pause whenever I start a new one up... so that happens a lot. But, I will usually get back to them. A ton of my characters got new life during the free transfer period because I was able to move them around and rename them for free. Those names helped a bunch of them, especially my Elec/Nin Stalker who is now Biospark.
One of my oldest villains, an MM, just hit 41. So... even he is still on his way to 50 and "semi-permanent hiatus." A new set of costumes a few months ago really helped him out.
But, the long and short of it is that my characters aren't "done" per se, and those that are, get deleted. But, as one of the above posters said, even that hasn't stopped a few of them. I have resurrected a couple characters and either recreated them as they were (maybe with a new name and/or look) or as a different AT... but to me, it's the same character.
Finish everything.
Every mission, arc, hunt and talkie from every contact I've been given and run every task force available. Badges aren't as important, though a nice bonus. That's pretty much the point when I focus on another character and only pull them out of the mothballs when they're really needed to fill a specific role, or I feel like roleplaying with them a bit.
So when do I consider my character done?
When I'm finally bored of it!
I'm so ADD as a gamer I don't just have alt characters I see MMOs as alts. So I rarely get more than one or two characters to max level in any game much less blinged out with the best gear (IOs here) or with badges/titles and stuff.
I have to say though, with CoH, you can really turn a single character into a major project both in terms of min/max and creative content even before one begins thinking about OCD busywork like accolades and badges. It's fairly unique that way unless the other hero MMO does the same thing. I wouldn't know. I only need one supers MMO and CoH/CoV fills the need famously.
With all the content on this game, even a 50 will never be done. We are always getting new content, costumes, areas etc. I love playing my 50s, especially with the auto-sidekick.They still haven't done it all, even after six years.

I don't think i I am ever quite done with any of my babies LOL There are some I spend more time with and I am still trying out new powersets and creating new ones but every character I own, 50s included, is still dayjobbing for badges and accolades. With GR coing soon I already have plans to cross characters over and let them badge and play the other side. The Incarnate system that's down the road pretty much ensures all my 50s will be out running around again soon. I've still got some I plan to Dual build so they have one for solo and one for teaming. Ummm they are done when you pry my mouse from my cold dead fingers? LOL
