Id read it as option b, but if i were to want to join, i'd ask first if i were bringing a non-50
B; Victory's a pretty "come as you are" server. Not many around looking to exclude people.

That's because there's not many around Victory, period.

Since B seems to be the most common answer, that would explain why I always managed to "sneak in" into Lvl 50 ITFs with my level 35 characters without anybody noticing.

When I create an ITF type A, I advertise it as a 50-only ITF.

I find it hard to see that being option A.
It's pretty much saying that the ITF will be run with a 50 as the SSK.
If someone were to say "Level 40 ITF LFM" then I would assume they would have the 40 as the SSK and 50s could join, but they will come down to 39.
"Level 50 ITF LFM. 50s only." is the only time I would not ask as a 35-49 character.

However, I would also assume that the leader has gathered a group of 50s to start with, and would expect to run it without worrying about a non-50 falling behind somehow (I understand this is more probable with player skill than character level). In this case, they'd accept, say, a level 45, but a level 36 may raise eyebrows, even though logically speaking the difference wouldn't be that great.
So if I was the sort to join TFs, and I wasn't on a level 50 (or high 40s character), I'd expect them to at least consider my offer to join, but I wouldn't be offended if they rejected.

Generally I think option B. If I'm interested I send a tell with my character's level and AT, asking if it is acceptable. The only time it wasn't was when it was a Master attempt and the guy putting it together forgot to mention it in the channel I heard about it on.

Those are my first thoughts.
There I was between a rock and a hard place. Then I thought, "What am I doing on this side of the rock?"
I would assume b, but I would ask "Can/will you take a level xx *archetype*" before I ask to join with a lower than level 50 character.
If I had to guess, I would say option A.
