Hmm how would City of Henchmen work...devs some suggestions for the different henchman ATs

Comedy henchman: You're a bumbling fool and nobody is quite sure why the boss keeps you around since you seem to screw up his schemes more often than not. However you're an affable sort of guy, heroes are less likely to attack you and will often get you to spill information while drunk in a bar, secretly they like you but they like you being a villain better, makes their job easier. On par with Sidekicks usually in their ineptitude and abilities.

The Dragon: You're second in command, you're nearly as good as a proper villain but not quite, you can beat up sidekicks with ease however (just to make you look badass). Players will have whatever they type into /local, /team or any channel when communicating with other players auto-translated into either a faux-German or faux-Russian accent. However due to your second in command status you'll also have more frequent hero interuptions during your day to day tasks, even standing at the Black market expect a costumed hero to jump out and drop kick you in the face!

Faceless goons: Damn that helmet sure is obscuring your vision isn't it? Well tough it up number 231, you're here as a delaying action for The Dragon or your boss to escape. Similar to a mastermind but the player controls 12 identical copies of himself, the player and copies are only given three powers (Brawl is an inherent but you get 'not very good a kungfu' kick, 'couldn't hit a broadside of a barn' Assault rifle and 'don't throw the pin!' grenade powers) and will always be -3 in level to Heroes and Hero players.

Jeff: All players are called Jeff, Jeffy, Jeffrington or another variation of Jeff, even if female. You're 'that guy/gal' who is in the background, the lab technication, the random guard, whatever the situation calls for. The most versatile of the Henchman ATs however switching between 'random scientist' 'IT guy' 'Lone henchman' and 'Management' builds takes 60 seconds. You have Brawl and a Pistol power and one additional power based on your current build (Random Scientist has 'Flee!' the waving your arms in the air civilian run power which makes you immune to damage as long as you're fleeing towards the exit, IT guy gets 'Complain' where he complains about all the villain tech being outdated and they should really update, chance to bore heroes into leaving you alone, 'Lone henchman' gets 'ignores obvious' which, while you're immune to fear, means that every hero counts as stealthed and your perception range is 1 foot, and Management gets 'Office politics' confuse and bamboozle the heroes with your office jargon lasts for as long as the hero can stand before punching you...)

Who or what is that about to obliterate the sidekick in the 'not the face' image?

Strangely I like the idea of 'The closer you get to failing, the better the end reward.' Would be interesting to get rewarded more for making things difficult for yourself then pulling the win out of the bag.

Much like freem and retro-CoH I think I want this... Is it too late to abandon GR for this?

I hate to say this...but with WoW's new EPEEN system, I really don't see CoS even making it to production.

I'm afraid this game is DOOOOOOOOOMMMMMEEEEEDDDDD!

Hmmm.... Kinda sounds like a concept I had called City of Civilians, where you get XP by being mugged and then saved by a hero...

Wait! Why are they announcing this before GR even comes out...

Any news on non-humanoid skeletons making it live for this? Pretending to be Robin or whatever is fine but I'm not really interested unless I can play a magical flying koala or talking alien dog or something. Maybe one who has magical powers that hilariously misfire in time of dire need.
