Simulating a Psi Scrapper?
Have you considered a widow? With GR coming, you'd be able to move it over to blueside.
While there are no sets specifically that add Psychic damage to a scrapper, there are a few other options out there for a Psy warrior.
1) A Dark Melee character might be a good reflection of a psy warrior, using mostly his hands to do the damage, and coloring it as light as you can get it. Would be a good concept for a character that siphons the psychic energy from his enemies.
2) A MA Scrapper that uses the alternate animations to make it more of a punchy set.
3) a WP/ Tanker, since then you can add the Taunt set Psy damage proc to pretty much every attack that you have.
4) I think that SR as a defensive set works, especially for the reasons that you point out, and can be colored pink to make it represent psychic energy, as well. However, WP also works, so that should be fine, too.
5) Like Tensionfade said, a Widow or a Brute, once GR comes out could work. The Widow for the actual psychic abilities, and the Brute for the same reason as the Tank: allowing you to slot the Psy damage procs in your attacks.

Well, it's not actually PSI damage, but with the right coloring you can use Fire Melee as a base for a psychic-melee looking character. And it's a relatively un-resisted damage type.
Fire Melee/Super Reflexes (or Willpower) is pretty brutal and you can easily do the CoH-standard pinkish glow to your defense powers (or go with the no fx version and just concentrate on the melee attacks looking right).
I suppose Dark Melee with some recoloring might work pretty well too, but I haven't tried coloring DM yet (not sure if you can completely remove the shadow-y undertones).

You could also maybe take katana/broadsword and get a Talsorian weapon and color it psi pink.
Having Vengeance and Fallout slotted for recharge means never having to say you're sorry.
Pinkish-purple Talsorian claws would simulate Psylocke's psi-blades pretty well.
I'd pair it with Willpower for the Psi resistance.

Yup, pretty much any weapon set can work as Psi Melee. I personally go with properly-colored dual daggers in Dual Blades due to their short length, but I still have to look into the new Vanguard options for DB.

Yeah, for psi melee, I recommend any bladed weapon set, using pink Vanguard weapons once you get to 35.

After looking at some of the power choices in the Character Creator, I'd suggest going with Energy Melee for your Psi Melee. Sadly, this limits you to either making a Tanker or a Brute, as Energy Melee has yet to be proliferated to Scrappers.
For a Tanker, personally, I'd probably go with Willpower/Energy Melee. For a Brute, Energy Melee/Willpower, /Super Reflexes, or even /Energy Aura.

Ditto for any pink-colored weapons primary for a Psi Scrapper, with pink Willpower secondary. If you prefer unarmed, I say use pink Electrical Melee for all that lovely neural electrical activity.

What about a WP/EM tank (or brute with the help of GR) and turning EM to a more "psy color". AND you could drop a bunch of Perfect Zinger procs in for actual Psi damage!! Would be easier to RP in my opinion.

A Tank with Ice Melee colored pink could also work. I find Fire a bit weird because of the fact that fire of any color still looks like fire, but Ice looks a bit more like you're summoning some sort of mental construction, and it even gets you some -Rech like a real Psi set would.
Personally, my favorite for "Psi Scrapper" is Claws with pink Vanguard blades, followed by Dual Blades with the same (although I dislike the weapon draw animation for DB because you truly appear to be drawing real swords). It has a very believable "these are my mindblades and I will now stab you" effect.
This could be personal bias due to those sets reminding me of Starcraft's Zealot and DnD's Soulknife, though. I think of Psi Melee as more of a "I use psychic powers to cut you" set and less of a "I punch you, which hurts primarily your mind" set.

I actually have my Claws/EA brute setup for this (not yet to lvl 35 for Talasorian Claws).
Claws works perfectly for this. Lacks the actual psy damage, but Focus and Shockwave are nice Telekinetic style attacks imo.

I searched, I didn't find any promising results.
As the title suggests, I'd love to play a psychic ninja/Soulknife/Psylocke type character. Unfortunately, City of Heroes does not offer Psychic Melee as a powerset (and doesn't seem likely to add it in the near future, although it would be awesome).
This leaves me needing to get creative. So far I see my options as:
1) make a Martial Arts/Willpower or Martial Arts/Super Reflexes Scrapper and set the power customization colors, where available, to pinkish purple (CoH's default psi color). Set bio flavor text and tell myself and others that the character uses tactile telekinesis to improve their strength and speed and limited telepathy/precognition to anticipate attacks. SR seems to reflect precognition/enhanced awareness better, but Willpower actually has psionic resistance, which seems appropriate to a psychic character.
2) make a Psychic/Mental Blaster and play them as a blapper. This seems questionable to me, as even activated in melee range, a lot of the powers are clearly ranged/blasts.
Surely I'm not the first to try this. Anyone have tip, insights, or other ideas?
Are there any good sets for a scrapper that would add psi damage to attacks?
