Even without the extra features the mission architect was going to need lots more work. However the other stuff for issue 13 is pretty much ready for beta. This is a good move, its what they should have done with issue 7.
Oh yeah, and the coming storm arives in issue 15.

I love the way a number of forumites are so willing to throw the teddy out of the cot over what they oerceive to be bad/poor changes. Surely the sensible thing to do is dicuss the upcoming changes with an open mind because until the new issues hit the test server we have no idea how the changes will affect our gameplay. Some of the comments in here will leave people looking mighty stupid after they have pi**ed and moaned about 'how the mission creator wont give new content' or 'how the levelling pact will be of great benefit to PLers' if when it arrives it is not exactly as people are fearing. Do you honestly think the Devs havent thought about the Levelling Pact being of benfit to PL'ers and will tweak it to be beneficial but also limit possible abuse? Levelling two characters at the same rate can hardly qualify as 'Power Levelling' it still takes the second alt however long it takes the first alt to to get to 50. Sure this means people can get from 1-50 with no effort but it is still a lot slower than PL'ing.
It has already been stated that Mission Creator is being held back so they can add customisable characters in there etc so this will add new and interesting dimensions to gameplay.
At least give the Devs a chance to show the results of their hard work before slating them for what you perceive to be bad ideas! Obviously if when it arrives then it does turn out to be a bad idea then they become fair game

I can't say I'm surprised, but I'm certainly glad to see that they're not holding back on new content just to get this feature out.
So - I13, let's take a look:
Day Jobs - well, anything that gives you badges for not doing anything is fine by me The fact that these 'day jobs' can give you rewards, (For example, a City Official earns extra Influence, a Scholar is granted Salvage, a Caregiver is granted Health Regeneration Buffs, etc.) just makes it more fun. I'm interested in this one!
Multiple Builds - This is... interesting. Really didn't see this coming. I can't say I'm 'build-savvy' enough to make a PVE build, and a PVP build, or even a solo / teaming build. I suppose it's because I've never had to think about it! I could (in theory) make a solo build, where I get rid of say, my 'heal other' powers, and focus on more of my secondary ice powers (I don't have many!). The slots, obviously, would help my other powers (which I suppose is the point). This feature is certainly going to make my brain work a bit harder!
Levelling Pact - Again, another feature I never saw coming! I'm not sure how well this will work - but I expect it to be either a) tested into the ground or b) tweaked to high heaven in successive patches once it's released. I just get that feeling.
The Merit Rewards System - I like this idea, for many reasons! Primarily, because it entices people into running Task Forces again - which I'm glad is now a weekly thing for us! Again, badges (w00t!), and costume pieces too, which isn't to be sniffed at!
Supergroup Base Repricing - Thank god. Even though our base is a good size, and fully equipped, it certainly cost a LOT, and even then, we've never gone made with decoration (but then again, we never really wanted too, as it's not the look we were going for!) What I'd like to know is whether or not those WITH bases, will be refunded / get to reclaim the prestige spent on rooms / items that will (I assume) be made cheaper? If so, once this release goes live, I'll have a nice chunk of prestige to expand our base with!!!

Well - if I13 keeps to what it's promised, it's going to be a happy winter in Paragon City!

The other PvP power changes, well its beasically a way to nerf powers in PvP without affecting PvE, which is a good thing for those who are mostly into PvE. I see Power Boost and Power Build Up as being top of the list to get this treatment.

Sorry for laying into you Shockwave but if I had laid into the PvP community with the same kind of post you made I would fully expect people like yourself or Globey to be jumping on me and defending PvP with as much if not more spirit than I would defend the RP community.
The fact you specifically picked the RP community to have a go at irked me somewhat so of course I lept to their defense, the PvP/RP community relations aren't exactly on a high note, both minorities and both wanting very different things from the game often leading to clashes and neither understanding the others mindset.
Anyway I apologise again for leaping on you like that.
Back on topic:
Mildly miffed the storyline they've been building up to (the whole Coming storm thing) is still 8 months+ away, been waiting a long time for that story to come to fruition. Personally I'd rate this issue based on what we know a 6-7/10 it's good but it's not the 'omgwtfbbq' kind of Issue we were promised way back with the release of Issue 12 and the questions of Issue 12 being somewhat light.
I get the feeling that with the VEATs in Issue 13 (since they were brought forward) the Issue would feel definitely larger than it does.
Shockwave had a point though, the majority of people WONT play the mission creator non-dev choice missions, why play a mission that's got a great story but barely gives any rewards when you can play a normal paper mission that has no story but gives much higher reward in xp/inf?
Those of us that do play for the story are probably in the minority to be honest.
I suspect some will play the Mission creator purely to get the badges associated with it, as happens with Oroborous but in general after the initial flurry the casual player, that is one that plays, knows what they're doing but doesn't visit the forums, doesn't use Mids build designer, plays for a couple of hours a week. Those are the people you want to entice into the Mission Creator and with the reduce rewards people are just going to ignore it.
Anyway.
Day jobs: Free badges, definitely not complaining about that.
Multiple builds: Night Widow/Fortunata here I come and great for PvPers.
PvP/PvE power balancing: Means those pesky powers in PvP which are overpowered will get tuned down while still remaining powerful in PvE, this should have been done back when PvP was introduced and it's a shame it's taken so long to get it right but atleast it's here now.
Levelling Pact: Interesting, shame my mate that I was levelling with quit the game due to lack of time but I can see it being useful, the fact that it slows down the XP rate for whoevers on means it's not a very useful PLing tool (why suffer a big loss when you can do it probably twice as fast using a farm map and a sidekick to 45).
Wondering what all the new costumes etc. are as well.

Least we'r getting some hints as to WHO "they" are in these new missions. Heres hoping that theyr an actual new enemy group rather than a recycled existing one (although i'll be happy with shivans/nictus teams anyday).

The multiple builds thing interests me although I don't see myself making a PvE/PvP build as, quite frankly, wouldn't know a PvP build if it did something metaphorical.
I do see myself creating a build that allows me to have more of my powers when/if I exemp down to lower levels. I frequently respec after 20 to get the various prerequisites that I want for travel and stamina which leads to me not ever wanting to exemp back to such low levels. This could help me tackle that again

Not a lot of use then is it? I mean one of my duos is IRO 34-35 and another is level 8, so this system will have no purpose until I start another duo.
Now if it was within 5 levels of each other it would have more use and be better IMO.
I13 still looks a worthwhile issue imo and I would have no interest whatsoever in a mission architect that only allows me contorl of predefined gangs etc....my only dissapointment is that the devs would ever have thought that was a satisfactory restriction to the architect.

Agree - though the problem may be that they've decided that to start the pact both parties are reset to the lower of the 2 characters.
Would a level 35 really want to be dropped to a level 30 to form a pact?
Most wouldn't.
And no matter how many warnings were put up before joining a pact, someone at a high level would join one and lose 3 or 4 levels and then try to complain like mad... I'd guess that they don't need the grief.
It wouldn't help your 30+ characters, but I'd have thought that letting pacts form between characters within 4 levels of each other up to somewhere between 10 and 15 wouldn't cause too much worry for players. Nor would allowing higher levels if they start at the same level - would anyone really get upset at losing <1 level of high level xp when joining a pact?

Its a good thing they pushed it back anyhow all it means is they will work out more bugs in the meantime, it was nice of them to give us I13 at all to be honest they could have put the whole lot on hold till next year if they wanted to. Ever since the mess of Age of Conan being rushed out too early im all for waiting until its just right
Its a good one they pushed back mission builder (yeey for costume characters), but i keep my doubts about shields.
Dual whield was already an dissapointment for me, i forsee shields not being different then this (aka, there are several games that have implemented shield in such way i prefer playing those instead).
