Nobody who PVPs is casual?
Then again, he is the animation guy. Why he would know jack about PVP, casual gamer playstyles or TF bugs I'll never know.
As a currently about as non-casual-as-it-gets player who never, evar, PVPs (okay I do but never for fun! ) I can still look at the proposed drop rate and the player listed intricacies and scratch my head a bit.

They made the rep-validation work in arenas, so players could get PvP IOs in the arena. However, you WON'T get any REP in Arena.

I'd say it's technically going to be possible to get PVP IO drops in arena, but it'll virtually never happen. If A kills B he gets a 1 in 100 chance at a PVP recipe drop. Then for the next 5 minutes he not gets no chances. Further, if what people have been saying about the timer resetting is true, he will basically likely get no further chances assuming he can kill B at least once every 5 minutes. Further, since for some bizarre reason B's timer gets set for A when the kill happens, B essentially has no chances at a drop during the entire match.
This is why people are complaining that low-pop server players are screwed. If there are only 4 people in a zone and they're engaging relatively often, they'll quickly get into a mode where none of them can earn PVP IO drops unless they sit out for 5 minutes.
They need to remove the timer reset and change it so only defeating a player sets a timer, not being defeated by a player.

Even if they do implement your suggestion I still see PvP IO's being ridiculously overpriced. When they were dropping and getting farmed the supply was pretty thin and still high priced on the sought after sets. I'm guessing they stayed in the somewhat reasonable price range because both pvers and pvpers could farm them. With this new patch they for the most part cut the pvers out of the picture. Now it will be up to the zone pvpers to supply the market.
Now how many people in this game actually pvp on a regular basis? I'd guess around 5% and that's being generous. Now take into consideration that even when PVP IO's didnt have restrictions on the drops I got maybe 5 of them since they came out, and I PvP regularly. I expect these things to be damn near unattainable for most people when this patch hits live.

IF that ends up being the case to me (me at least, don't know about anyone else) there will be even less point to these. Since you need at least two or three of each to get any relevant set bonuses (forget trying to use them to go for the 6th bonuses that are pretty good), if these things dry up of the market, they may not even be there to try to get 2 or 3 together, no matter how much inf you have. You could end up being one of the market guru billionaires and STILL never see enough of one set to make a 6 or even 5 slot set in a power EVER.
I hope this isn't the case. Some of these things are already currently more rare and expensive than PURPLES. I thought the point of these was to get more folks to pvp?

And even when it restores, the new rules for their dropping means supply will never be good again. They'll probably never go down in price until theres an abundant supply.

Zone PvP can never be for casual players. There will always be PvP freaks that spend all their time in WB/BB/SC/RV with fully tweaked out builds owning all that enter. These guys *need* (EDIT: was *want*, how do I strikethrough on this thing?) uber rare PvP IOs so they are never finished tweaking their builds.
If you want to PvP "casually", then go to Arena with some friends and battle it out with your PvE builds. The lack of PvP IOs will not be an issue then.
P.S. "Casual friendly" means that the bulk of game content can be enjoyed by casual players. It does not mean that game in its entirety is accessible to casual players.

I, as well as many other PvP'ers that I've talked to, are lol'ing at this. What the Dev's think as a fix really just screws this game over more. People PvP'ing for shinies really won't want to PvP once they realize that the drop rate is about 1:1200 in a 10 minute match.
I would much rather see them drop at the rate they were doing so before.
Please don't put words into others mouths, especially when you have no idea what you are talking about.

When they dropped before, it was an exciting event. Now, they will barely drop and will be priced for about the same price as purples--the 3% defense will actually be priced at about 1 billion for one enhancement. Woohoo.

if the game had a large, vibrant PvP community generating said drops, I'd agree with you.
but it doesn't, and IMHO making them too rare reduces their effectiveness as the carrot on the stick for the non-hardcore.
Obviously people solo farming in the arena wasn't what they were after, but if they want them to be attractive to the PvE crowd they should cultivate the perception that it's at least possible to get a drop.
The current changes seem designed to make anyone who hasn't got PVP 4 LYFE tattooed on their bicep give up before they even start.

Where does the game state that PvP sets (and purple sets for that matter) were for "casual" players? A casual player doesn't need any of these top sets to play the game effectively.
If people want those sets, then they should stop being casual and start actually putting some effort into it.
On a side note, I wonder how many people complaining about the PvP recipe drop situation are PvErs. IMO, the ONLY people who can complain about this problem would be the active PvPers. PvErs don't supply any PvP recipes. They're just leeching the drops from the PvPers.
This is really similar to people who complain about purple drops. I wonder what percentage of their playtime do they actually play on their level 50s outside of AE. It's strange that people who are just constantly alting and not contributing any purples to the market complain the loudest.

I rather agree with Dumple, it seems unnecessary to increase drop rates on something *that* is, from what I can tell, supposed to be very rare.

I mean, I get the whole "they're awesome, they should rare" argument...but when does it get so rare it's ridiculous? Price is pretty much our only way to gauge scarcity and 600m for a single IO FAR outstrips the price of purples that are, in general, better.

I think too the problem is they are PvP drops. This inherently makes them rarer than purples.
If the goal is to get people to PvP the rarity needs to be not so rare to make people not want to bother and not so common as to make them pointless.
I think they would probably be best served to have more PvP sets where we have rare ones and very good uncommon ones which would entice people to want to PvP.
tl;dr I agree with Stillhart's point but I am not familiar with the rates in question.
