Other than that, you're going to need to take the risk that the person that you are using to help transfer some cash is trustworthy.

Make your own SG...so then instead of asking someone to help you transfer influence you can ask someone to help you invite your alts to your SG.
The short answer is that you're really not supposed to. It's not something the devs will ever officially support.
The longer answer is that the devs don't like it because it breaks character progression. Not being able to afford everything is an intended part of game. Being able to slot yourself with the best enhancements at each level makes you sort of disproportionately powerful at the lower levels.
There are, however, ways to get around this using the market. I'm not sure on the details, so I couldn't really elaborate.
I do it for people all the time. If you want me to roll a toon on your server to help @inokis
Otherwise the other safest way is to make your own Personal Supergroup. I believe you can transfer that way so I've been told.

If they reimbursed people because other players ripped them off, what would prevent anyone from coming to them with a made-up story and scoring free influence? Fine, so yours was stolen by an unscrupulous sort. Mine wasn't. But the GMs don't have any way of knowing that, do they?

Well...you don't.
The obvious conclusion is that the developers don't want us to easily transfer funds between our own characters...else they'd give us a proper system to do so.
Personally, I just ask players I trust.

The SG thing seems like a safe way to do it...but still you can't transfer inf right? Just place enh bins and salvage racks.. bah. Never made an SG myself this will be interesting.
And yes, the GMs do have a way of finding out. It's called the chat and they can search for chats and agreements between two people (have you never been flagged for cussing out someone? Duh.)
Supergroup storage bins can be used to transfer influence, in a round-about fashion.

Is it really that difficult to make some friends in the game?
I am an unabashed twinker of toons, and one way to give a new character a grubstake is to have an advanced one place an expensive piece of salvage or a crafted enhancement in SG base storage. The new toon then collects and sells the item at next log-in.
This may not be the most efficient method, but it's fairly risk-free, unless your SG is a bunch of thieves. (Which is why I only allow murderers in mine.)

They do, however its still not their issue, its a player judgement issue. They can see what trades took place and when but there is really no reason for them to take action when person a gives person b funds freely.

The behavior is not forbidden, but there is no reason the developers should encourage it, and indications are that they don't care for the practice.
My scrapper doesn't need an AoE. She IS an AoE.

It's not quite that simple. Looking for certain words or phrases is pretty easy; interpreting an agreement between two people is more complex. If I ask you, "Can you help me transfer some inf?" and you say, "Sure," that seems pretty cut and dried, but if you log off in-between, you could claim that you'd helped me transfer it to a third party, or to a character on another account, or to a character on a different server, or to a friend, or to an SG-mate who wasn't online at the time, or to me at a later time, or to any number of other people/characters. Unless people are extraordinarily careful about the way they word things, there are a lot of ways to weasel out of an agreement. That's why legal contracts are so complicated, and why it's often a good idea to have someone who went to college specifically to learn that special terminology there to make sure everyone's getting exactly what they're agreeing to, and that everyone understands what they're agreeing to. To ask that of the GMs is a bit unfair.

According to your reg date, you've had the account for at least three years and eight months. Surely you've made at least a few friends, joined one supergroup or learned any of the numerous methods of transferring items or inf* to other characters on your account in that time.

When my high level characters are out roaming the streets, I will often save all the high level SOs I get as drops and put them in one of my group's enhancement bins (I call it The Feedbag). Then I log in a lowbie, pick up a full rack of SOs, and sell them at a vendor. That is generally enough to get me through the teens.

As others have suggested, use the market to transfer influence or infamy. Honestly, it is not that risky if you do it right. I almost always hold onto the pre-level 10 training enhancements that drop for new characters. To transfer cash between characters, I will go to the market and have my lowbie character find a low level TO that no one is bidding on AND offering for sale (meaning zero bidders, zero sellers), and put it up (honestly, usually a fear TO).
I then immediately log off that character and switch to my moneybags, who puts up what I want to transfer (taking into account the transaction fee), making sure that there is only one TO of that type offered (so I know it is mine). The exchange is immediate and easy and takes usually less than 5 minutes.
