Don't know. I haven't noticed any such changes. I still play the AE missions as well. It's true in AE that basically I'll play when the critters are set to standard, instead of hard or extreme, but otherwise I can't see any changes.
I play on heroic as well.
Orange minions and Red Lts shouldn't be appearing in a solo mission set on Heroic at all.
Are you sure you're on Heroic?
I haven't noticed it happening at all, I guess it's possible that maybe your account is bugged? If it keeps happening after you make sure that you are set to Heroic then you should probably start a /bug ticket.
I had an SGmate on Heroic, solo, try my arc. NO customs, only Devouring Earth enemies. Somehow they all spawned +7 to him. No idea how that happened, unless it was due to the DE minions being random, but having a more level-limited DE EB inside? He had to run it on his natural 50 to get it to spawn right.

The level limited EB is probably what caused that.
AE and Task Forces work differently, the OP was referring to standard missions and radio/paper missions.
I can't speak for all instances but I have noticed CoT Behemoth bosses now have some sort of version of the SR power Elude or MoG. I noticed while running papers on redside.
Once he had a sliver of health left the team found we couldn't hit him for over a minute.

One time, right after Crimera was released, I had my level 20ish Nrg/Dev blaster in Talos and I run up a radio mish. To my suprise, when I walked in the mish the critters where level 40 Roman Legionaires!!!! In a Talos Island Radio Mish!!!!
I logged off and tried the mish 3 days later...they were still there!!!! So I got a level 40 to SK me and we did the mish. Good XP.
I've never seen Roman's in Talos ever again.
That HAD to be a bug. I don't remember if it was a hostage or a glowie mish, I think it was a glowie...the mission text didn't have a name boss in the mission description, just so everyone knows.

Many times, if you have an old newspaper mission when a new issue drops, the appropriate enemies get changed into something else. I've had them turn into Storm Elementals, Siren's Call Ghosts and other things. Often very, very purple to me, with predictable results.
(That shot, btw, is from when we went from bank heists to mayhem missions... so it's pretty old. 04/22/2006.)

CoT demons have always had Invincibility. And their numbers are high. With just a couple people around them, their DEF is super high. With a whole team, they can be impossible to hit.
The trick is to kill them before they turn it on and/or before people/pets gather around them.
Dispari has more than enough credability, and certainly doesn't need to borrow any from you.

Behemoth Lords do have Invincibility (Your close proximity to the Behemoth is increasing its Defense and Accuracy. Get away if you can). Maybe you never noticed it before

So it's not just me. Good, I'll file a ticket. Strange, it's happened on several characters, too. This is just the latest. On my Tanker, I didn't worry, I just waded in, but for a L10 Defender, they're just too much.

Yeah, all sorts of weird bugs have been showing up for a lot of people since I14 dropped. Keep filing those bug reports and stuff will eventually get fixed. I swear there was a bug that was happening to my account that cut the MA ticket drop rate to nearly nothing. Funny thing was the last patch fixed it, so the ticket nerf actually led to my getting about 10x the tickets I did for a few days before it.
They gave all melee sets a ranged attack, if that explains anything.

Just to clarify - by many times, I'm specifically talking about holdovers with newspaper missions when a new issue is released.
Related to what you're seeing? I don't know. I haven't seen it, but won't say you didn't since I wasn't there. *shrug* I won't discount it, since the devs have been tweaking mobs, and maybe some odd information came across in the mission.
Ya, that's what I wondered, if they had made a tweak that affected normal mobs as well as AE ones.
Well, if this were an intentional change, we'd all be seeing it. I'm not. Missions are perfectly normal for me. I've done a bit of soloing on heroic over the past two days.
It is entirely possible you're seeing a bug of some sort, of course - but then, as noted, nobody else has reported such a thing on the forums.
Do note that there's a certain luck of the draw when it comes to soloing on heroic. I mean, it's either your level or +1. Sometimes you get more whites. Sometimes you get more yellows...
You shouldn't be seeing a red con LT on a heroic mission, though. That's the only eyebrow-raising thing you've said.

Ultimo: I've been soloing standard missions over the last few days on an Level 15-18 MM (good progress!), and also set to Heroic (level 1) Difficulty.
I haven't noticed any increase in difficulty or any mobs spawning at ludicrously high levels in relation to me. As is the case with bugs this does not show it's 'just you', but it does show that it's 'not everyone'.
What would I do? I'd be off to the Fateweaver or Field Analyst and change my difficulty setting up, exit the dialog box, then maybe even try to run a mission, then I'd return to them and lower my diff back down to Heroic and see if that makes the change apply.
Let us know what you find out.
Edit: My missions have been Contact missions, so I think I'll go fire up a newspaper mission and see if anything happens.
Edit 2: Nup, everything normal on redside newspaper missions for me as far as Difficulty goes. All I can think of is if you were on an AE team set at a higher diff, then you went straight on to your solo radio mission, there may be some code missing to reset your Difficulty to your characters setting.

This past week I did radios with a level-pact partner. We were getting two orange lieuys and one yellow minion in each spawn. When the spawns were bigger than 3 the extras tended to be white minions. The bosses at the end (if there was one) was red but sometimes orange. That sort of matches what the OP said but there were two of us. I remember thinking it was pretty odd at the time but since we are a tank/controller team it wasn't that big of a deal. We were definitely heroic as these characters are brand new and haven't talked to the Corps yet.
However, I ran 3 radio missions in KR yesterday with a level 6-8 scrapper. I was teamed with a brand new player who was one level below me and everything conned blue and white with maybe one yellow (white/yellow/orange for the owner). So that seemed normal.
Try changing your difficulty setting and then changing it back to Heroic and see if that helps. This has helped me when I came across that problem. Sometimes the difficulty settings seem to mix themselves up, especially when you change them a lot.
Had an odd occurance this past weekend: Friend and I were going to blow through one of his old missions (we were 16, mish lvl 13) and when we entered we found lvl 20 slime guys from Perez Park! We figured it must have been a glitch and intend to try again or drop the mish but we thought it was very weird.
It was in the redside VEAT arc if that makes a difference.

Since the AE received its "nerf," I've been unable to play it, my characters are getting devestated by the custom minions and such, all of whom do three times as much damage as my characters can do. With this going on, I abandoned the AE and started trying to do radio missions again.
It hasn't worked. The foes I'm getting in the radio missions are obnoxiously hard! I mean, I'm playing on Heroic. I shouldn't be seeing a spawn of two orange minions and a red Lieutenant. Even if it was only one such spawn, I'd not worry, but this is a common thing now. I rarely see a white conn foe of any kind in a radio mission anymore. It makes it rather hard on a lowbie Defender.
Was something changed? I mean, it's possible I missed it in all the changes lately. The alternative is that something got borked in the recent changes.
Of course, it could be just me, but I don't know why that would be.
