Growth would also be phenomenally hard to do, give the limitation so the game engine and the environments we routinely play in.
How would your 20' tall character manage in a 9' tall cave? Would you disallow such powers in certain maps?

Parkour. An acrobatic positional defensive set, not as easy to soft-cap as Super Reflexes, but with advantages of extra base mobility and significant resistance to mobility-based status effects such as hold, immobilize, knockback and slow. Destined to make animation artist's ears bleed.

Now before you get all hoping mad and demand to know why you weren't told about, lemme tell you: That is a little trick I figured out with demo edit. You can't actually do it in game. One thing I came to realise from making that video is how poor the currect game engin would be to handle a growth based power system. Sorry to burst any hopes but until we get a revamped game engin, growth based powers just aren't going to work.

Hmm... how about in... i18 we get vehicles. SG/VG vehicles that require 4 players to man, and you can fly them around Paragon City (if a villain group) or Rogue Isles (If you're a hero group) in specific zones.

So, yeah. More Powersets or level 50-60 or more powers in existing sets.
Archery still needs a Secondary set. Shields needs an Offensive set. A Rocket-Pack travel powerset... and it would seem we will need Swinging travel powerset soon.

Whatever happend to my Psy Weapons, it was defintely top 3 in the polls. I'd love to see my Psy Weapons enter the game, we already know another Super Hero based MMORPG is doing it. I'd like to see something like a mix of Fortuna. With Psy dart being thrown from the hand, looking like 3-5 small darts.
Have a claws attack made out of Psy power, a Katana, Fist powered, all kinds of things. Could do -recharge, Smashing/Psy dmg, Holds and Stuns. This would be the ROXXXORZZ
A staff powerset would be awesome. I can picture the thousands of old guy clones with canes beating up hellions in atlas park while screaming "Get off my lawn!"

Now, I realize it would not be easy to make growth but I have faith that the dev team had a solid solution in mind or they wouldnt have suggested it. The core group of devs seem to have an excellent grasp of what they can accomplish with the current game engine. That leads me to believe that there was more to the idea then just a whim.

That's six Task Forces that cap out at 50, more than any other level in the game. And there are A LOT of 40-50 arcs. Red side might be lacking in end-game content, but blue definitely isn't and besides, red side is a joke anyways. When you can attempt to take over the world yourself, massacre the families of every member of the Freedom Phalanx, and be able to kill the NPC civilians for the fun of it, let me know. Half of red side is beating up on other villains.

Oh it most certainly can be done. It ability to impliment the technology isn't the issue. It's fessability of it. Like I said, the current CoH engin is simply not capable to handling a shape changing power set such as growth. Which means they would need to overhaul (Overhaul having the meaning of replace) the game engin. Which means they need to make sure what they replace it with won't break any of those power sets.
Can be done? Absolutly. Is it something they will do to get one more power set? Unlikely.
Could a new Engin be bundles with Going Rouge? It IS a possibility.

a spray that fans out hitting multiple targets at ounce.

a heavey shower/hailstones to cause area damage like rain of fire.
These are just some quick ideas. The damage type and amounts can greatly vary. We use high pressure water to do alot, from just pushing an object to drilling in the ground or even for fine tool and die cutting.
Im sure the Devs could run with this and come up with some even better ideas.

Another vote for a water power set, this could be so awesome and it's about friggin' time we had all the elements.^-^
In addition to the suggested powers above:
- a water "bubble" encasing the target's head/body and causing them to drown (DoT)
- Cover the ground with water (similar to Ice Slick), causing all foes that pass through it to lose their footing.
- Water Form: a translucent, very cool-looking liquid form (for defense purposes, similar to Ice Shield and Glacial shield - though only appliable to the caster, not their allies. This could also emcompass a quick travel power (not really a travel power, just a small distance "get-me-out-of-the-aggro" kind of power), the character would transform into water and slush away rapidly to a nearby location and then reform. Think small-distance teleport, only way cooler.
Keep the ideas coming, guys And devs, please hear our plea!!!!
If ranged sets are getting Pistols and MMs are getting Demons, there's a need for something in the melee and control categories...
For the former, Psi Melee.
For Control, something Tech based, a bit of Traps, a bit of Devices, and a bit of new.
All that is planned fails. All that is born dies.
All that is built crumbles. This will always be true.
But memories remain, And that is beautiful.
Here's a portion of a note I sent to Castle awhile back suggesting a "new" powerset. There's nothing overwhelmingly new about it, per se, and it incorporates a number of powers and animations that are already in the game. Instead of straight powerset proliferation, however, the powerset has been modified to better fit a different AT altogether. Anyway, here it is:

I give you...Electricity!
Yah, I know there are a number of ATs that use electric attacks and/or resistance, and am hoping that it will get proliferated to other ATs as well (please give me my electric armor/electric melee tanker!). But that would leave out a number of ATs, and electricity is too good of a power concept to be ignored.
The Electricity set I'm proposing would be a primary set for defenders, and a secondary set for corruptors and controllers. It's possible it could be used for a MM secondary as well, although the shields may make it unbalanced when compared to the other secondaries found there. The powers included would be:
1) Shocking Bolt - single target hold, slight -end
----- This is the same as the existing power of the name, but with appropriate AT modifiers.
2) Charged Armor - grants 20% resistance to smashing/lethal/energy damage to the target.
----- Enables the caster to give charged armor to teammates, and should have the same buffs, recharge, duration, etc. as the sonic shields.
3) Conductive Shield - grants 20% damage resistance to energy/fire/cold and 12.5% resistance to negative energy
----- Enables caster to give Conductive Shields to teammates. Same activation and use numbers as Charged Armor, above.
4) Healing Conduit - Targeted PBAoE Heal
----- This power is essentially an electrical version of Twilight Grasp, complete with its accuracy check, but with a slight end drain to the target instead of a tohit debuff.
5) Defibrillator - Ally Rez
----- Same use numbers as other ally rez powers like Resurrect, but with a +recovery buff for the rezzed toon for 60 seconds.
6) Shock Treatment - Ally Mez Protection
----- Same effect as Clear Mind, Clarity, Thaw, etc.
7) Static Shield - PBAoE shield (toggle) resistance to hold, sleep, Disorient, end drain, recovery debuff, teleport, and 20% resistance to psi damage
----- Again, this would function as the Brute version of the power, except in a 25' radius around the caster to protect teammates and with a defender AT modifier. Numbers for usage should be consistent with Dispersion Bubble and Sonic Dispersion.
8) Electric Drain - Targeted end drain with PBAoE +end
----- This should function practically as transference does for the Kinetic set, with comparable end drain, +end, and radius, but be centered on the caster instead of the target.
9) Transformer - single target ally Buff
----- This teammate "super-charge" would have the same duration and recharge as Adrenalin Boost and Painbringer, but with the following buffs: +20% defense to all, +20% HP, +200% regen.
So there you have it. Of course, all of those numbers are for defenders, and I would expect them to be modified appropriately for controllers and corruptors (15% damage resist in the shields, for example). It's a set that's designed to balance the pure buffing toon (like empathy) with the buff and forget it toon (sonics and FFs), allowing a person to support in whatever way their particular team make-up suggests. It's not over-powered, as it combines many of the powersets that are already in existence, but would be a popular choice by many for its flexibility.

Of course, the order of the powers could be adjusted as needed, or even a couple of substitutions made, if necessary to balance. But I tried to keep them balanced to the other sets in each AT. Some possibilities I've come up with include:

This would be good too. I think I voted for Psi-Weapons. Dual Blades got the votes for being familiar from other RPGs, but is not very super-hero-ish and despite the combos, is not that different from Katana. Psi-Weapons is very much a super-power set and could have some cool animations, as you say, where the PC forms the weapons out of psi-energy.
Unfortunately the writing is on the wall, Going Rogue: Expansion will most likely get any new powersets (well it better get 10 or more really), I-15 Anniversary: Update, not.
However, there really needs to be something new with powersets in I-15. Could be a few more crossovers. A secondary for Archery would be so easy and should have been added years ago.

This. Except blackstar on a dom is a bit much and instead of turning dark miasma into a prime set, make adjustments to the mezzes and make it a troller secondary and create a brand new shadow/dark control set. Those shadow imps Black Swan has would be perfect for lvl 32. And add shadow meld to the scrapper dark epic set.
