also (not sure who was talking about this) if you didn't know yet, although they are giving PSW with Blaster Mods, they are making it a standard AoE. PSW for Doms is an AoE that uses Single Target damage mods. That makes it more than 4 times as damaging as a typical AoE.

Assassins don't go around with shields. Not ninjas. Not thugees. Not CIA 'consultants'.

It may be a cool power to have, but thematically and in reality, shields would just get in the way. Shields are cumbersome and nothing better than dead weight, something to be avoided at all costs.

Would a real Assassin be willing to risk being discovered when they are trying sneaking up on someone because the shield accidentally hit the desk nearby? Or someone was alerted to the larger profile the Stalker would have thanks to using the shield? Or perhaps they'd somehow feel more comfortable to have an arm strapped to a shield which may also get in the way of the hand attached to that arm?

Shields would make more problems than they'd be worth for Stalkers/Assassins.

Besides, Stalkers have quite a few options, defence-wise, already and I wouldn't doubt there will be something for them yet in substitution for Shields.

To even move beyond thematic stuff, most (if not all) stalker Assassin Strikes are two handed in their animations. That's the kind of reason he wanted, and now he's got it.

And then he'd say 'Why can't I use shields in Assassin Strike anyways?!' It's not as if the shield in this case can't be considered 'sharpened', thereby providing a deadly attack.

Not only are Empaths NOT the only healers, Empaths are also not ONLY healers. Therefore the villain from Heroes is not NECESSARILY an Empath.

3 of the powers in empathy are direct life point heals no other set has as many of these as empathy does

1 of the powers increases the inherent ability to heal

1 of the powers increases the rate one regain endurance, in other words *healing your personal stamina and decreasing your level of tiredness over time

1 frees your mind of any and all stress in other words *heals your mind

Fortitude is the only power in the set IRC that doesn't "heal" something and that isn't anywhere near enough to say that Lindermen is not a Pistols/Empathy corruptor

Hopefully, the Devs don't want to repeat that mistake. If you look at the Stalker sets, they're all Scrapper sets except for one: EM. And EM is obviously way overpowered (or the others are underpowered). Basically making every other set (besides Dark and maybe Spines) completely inferior.

If they dropped EM straight into Scrappers, the same thing would pretty much happen. Broadsword, Katana and Martial Arts would become obsolete. Maybe claws as well. Spines and Dual Blades will still be liked for their AoE damage, and Dark for the utility of the set. There would obviously be a lot of existing Scrappers who would be pissed and demanding buffs to their favorite set. Not a good situation for sure. Hopefully Castle realizes this and won't bring EM in without major changes.

Just wanted to ask the good Doctor... (and any red-name that may answer, if I'm lucky), will we ever see an Electricity/Dark-Miasma Controllers or Dominators? I was hoping for this from I6 actually... even if the answer's a resounding NO, I would just like to know?


I believe that a Kheldian Gold Standard should be based on SO's, and for anything above that... there's Platinum!

Think Artic Air, but with damage instead of slows. This still leaves the squishy blaster very vunerable to those hard hitting melee attacks as it is clear it is neither 100% reliable nor does it have a high enough mag to confuse the bosses. Still a very nice sounding power. Before we get all bogged down with the gloom and doom of the "They get an I win button", lets see how the devs tone things down for the blasters. After all, do trollers heal as well as fenders? Do Fenders blast as well as blasters? I'm licking my chops to play this toon, but I fully expect for the pre-existing powers to be scaled down a bit.

That confuse aura is going to be really sick with Contagious Confusion which will cause a 33% chance of a mag 2, 8 second aoe confuse to fire off for each enemy in the area of effect every 10 seconds. That means there will be an excellent chance to confuse minions and a small chance to confuse LTs and Bosses.

With all the /psi blasters and plant/ controllers that are going to be out I bought a dozen Contagious Confusions while they're still bargain basement cheap.

Can Brutes have claws or Katana next plz? We have enough really slow big hitters now with ax and mace, so Broadsword isn't any big deal.

This argument is nonsense. The only time em would have been chosen over the other sets is due to the fact it was the only melee set that worked in pvp. Take the pvp equation out, and em would underperform in pve in most cases. Almost all of the other sets have better aoe and multi target capabilities and better mitigation than em. Now em is just about as useless in pvp as the other melee sets (actually spines probably outperforms it in pvp now, along with maybe fire, while completely owning it in pve) and it still underperforms in pve. This nerf was FAR too severe.

Wow? You need to re-examine what you think you know, because you are dead wrong. I have played a Invul/em tank since day one and EA has always been by far the best secondary. Yes you don't have the aoe that other secondaries do, but the base damage is low enough for a tank that aoe damage isn't an effective way to take out mobs. With EA you can 2 shot LT/Min 2-3 levels above you and can 4-6 shot a boss. Even with the increase ed animation time it's still the best...particulary at higher levels where as mobs have increasingly larger hps in ratio to damge.

Oh and until the last change the disorient ability of EA was second to none. Haveing a mag 4 attack and all attacks doing the same status attack maked EA very nice in mitagation. You basically take out the a boss from ever attacking. LTs and minions really aren't mauch of a threat to a decent tank, so keeping the Bosses from attacking pretty much kept you from ever taking much burst damage.

Well yeah in most cases it looks pretty stupid. I have the same problem with spines...I like the power set, but for 95% of characters it's stupid.

I am very excited everytime a new issue comes around and this time's no different! Building story arcs will be great for my Super Group; but any word on getting base raids fixed? ...or can I build our base into the story arc as a mish map?? Wow! So many ideas!!!!!!

Speaking of which, here's an idea I had recently for a new powerset that would work well for magic-based players. Let me know what y'all think!

Spiritual Manipulation:
1. Spirit Guide;
Player-based (AoE) heal with minor protection from sleep/hold/immobilization protection.
You call upon your spiritual guide for help. Once manifested your guide will bless you and nearby teammates with health and minor protection from hold effects.

2. Spiritual Siphon;
Player-based (AoE) endurance drain and disorient. Short range.
You move your arms back and bow your head as you leach the spiritual energy from all surrounding foes. Enemies will be drained of some endurance and may be left disoriented.

3. Poltergeist;
Target (AoE) spirit manifestation that will slip and knockback your foes causing smashing damage. Moderate Range.
You can manifest a strong spirit at a targeted-location that likes chaos and destruction, the poltergeist uses electro-magnetic fields to pull enemies and small objects to a targeted location. When enemies reach the poltergeist they are violently flung away and smash into their surroundings.

4. Near-Death Experience;
Ally revive. Interruptible. Short range.
You bring an ally back from the brink of death with full health and endurance. The revived ally is left protected from XP Debt for 20 seconds.

5. Surge;
Player-based buff. Increases power and defenses to smashing and psionic damage for 60 seconds.
Your body flexes and pure-light from your soul fills your body. This transfusion of spiritual power causes your power to become stronger and your defenses to smashing and psionic attacks to increase for a short time. During this time your body will continue to radiate light.

6. Astral Projection;
Player-based phase-shift but are able to attack with reduced damage. Moderate range.
Your body becomes suspended above the ground and a translucent version of yourself steps forward. This power has a moderate range from your body but allows you to attack without incurring damage. You may be in trouble If an enemy locates your suspended body however as your defenses to physical attacks will be greatly lowered; whereas your defenses to psionic attacks will raise slightly because of the mental focus required to perform this attack.

7. Guardian Angel;
Pet with energy-based attacks. Short location range.
You call upon your guardian angel to assist you. This angel will stay close to you and attack foes at will if they get too close or attack you. Your guardian makes use of strong energy attacks to keep you safe and cannot be buffed.

8. Demonic Entity;
Pet with negative energy-based attacks. Moderate location range.
You call upon a powerful demon to wreak havoc on your enemies. This demon will randomly chase-down and attack foes at will. Your summoned demon uses strong negative energy attacks to slay enemies and steal their souls. It cannot be buffed.

9. Singularity;
Foe (AoE) psionic attack with extreme damage, knockback, and disorient. You are drained of endurance. Moderate Range.
Your arms drop to your sides and roll back as your head flies back and a pure-white light consumes and radiates from your body. The energy then explodes outward, violently unleashing massive psionic damage that knocks foes back and leaves them disoriented for a brief time.


BONUS IDEA:
Remote Viewing;
Player-based invisibility. No attack ability but can temporarily control a foe. Minor chance to disorient foe. Long range.
Your body becomes suspended above the ground and an invisible version of yourself steps forward. This power has a long range and allows you to scout ahead to see what’s coming. You cannot attack or use other powers, but you can take direct control over an enemy for a short time. When you target an enemy, reselect the power to attempt to control them. If successful your spirit will enter their body and take control; thus your view will shift to have them in the center. While you are in their body you can target other enemies and use your host’s powers at will. Your domination will not last long but when it wears off, there is a minor chance to leave the host disoriented.

So, with the announcement of I13, i'm hoping to see some more of the best idea since sliced, well, anything. This is what I think on the next wave (hopefully) of proliferation

[u]Blaster[u]
Primary: Dark, Radiation
Secondary: *Unique
Pick: Dark/Dark
It'd be too easy for them to cobble together a Dark manipulation from the myriad of Dark sets that are already out there

[u]Controller[u]
Primary: Gots 'em all
Secondary: Cold, Dark, Poison, Traps
Pick: Cold
Seeing as they tossed fire into the mix last go-round, I'd expect Ice trollers to get some lovin'

[u]Defender[u]
Primary: Poison, Thermal, Traps
Secondary: Assault Rifle, Fire
Pick: Traps/Rifle
Although I wanna say Thermal/Fire will get delayed due to fire's power. Traps would also give Def's another play style than direct buffing that would add an interesting dynamic. Plus offenders would love it

[u]Scrapper[u]
Primary: Axe, Electric, Energy, Ice, Stone, Strength, Mace
Secondary: Electric, Energy, Ice, Ninjitsu, Stone
Pick: Mace/Shields
Since they get a spiffy new set, I expect their secondary proliferation to be overlooked. And since Shields will work with right-handed weapon sets (as well as weaponless powers), they'll want to give scraps more options than BS. Of the two, Mace and it's stun seem to flow into scrapping with the easiest transition. Or heck, maybe both - worked for Brutes.

[u]Tanker[u]
Primary: Electric, Energy, Ninjitsu, Regeneration, Reflexes
Secondary: Broadsword, Claws, Electric, Katana, Martial Arts, Spines
Pick: Shield/Broadsword, Bonus: Energy
Same as Scraps, they'll get shields and another weapon set, Broadsword (the least proliferated set - tied with IM, IA, poison & illusion). If they get the brute bonus, I'd gamble with the underdog EA to match with the EM they've had since release. Sure EA is a notorious set but once they replace conserve energy (which is available in ancillary) and potentially energy cloak (not very tankerish, then again DA kept it's stealth) with a few strategically designed tankerish powers, the set could be the darkhorse favorite.


[u]Villains:[u]

[u]Brute[u]
Primary: Broadsword, Claws, Ice, Katana, Martial Arts, Spines
Secondary: Ice, Ninjitsu, Regen
Pick: Broadsword/Shield
Same as scraps and tanks. And !YAY! finally BS for brutes! I've been wanting this so I could build my avatar since cov beta. please please please! I know there are some decriers out there, but man would it make me happy, so that's good enough for me :P

[u]Corruptor[u]
Primary: Archery, Psychic
Secondary: Empathy, Force Field, Poison, Trick Arrow
Pick: Psychic/Pain
Before I13 was announce I woulda put even money on archery/ta, and would have been happy. Seeing as their getting pain, i'd guess that Psychic would best pair with the new set. Question now becomes blaster or defender version?

[u]Dominator[u]
Primary: Illusion
Secondary: *Unique
Pick: Illusion/Earth Assault.
Well this is fairly simple. Earth assault gets cobbled together from Stone Melee with a few new powers (a la mental manipulation) to make a pairing for last issue's Earth Control. Then again if dom's ill is patterned after Malaise and not Carnies then we may see a Dark Assault, which would be easy enough to do. Or they may wait (as I expect) to save that for a new Dark Control down the line

[u]Mastermind[u]
Primary: *Unique
Secondary: Cold, Empathy, Kinetics, Radiation, Sonic, Thermal
Pick: Pain, Bonus: Sonic
Since MMs got the raw end of the deal I12, maybe the devs'll grace them with an extra secondary. The safe pick in this case would be sonic

[u]Stalker[u]
Primary: Axe, Broadsword, Fire, Ice, Stone, Strength, Mace
Secondary: Fire, Ice, Invulnerability, Stone
Pick: Ice/Ice
Fear not stalks, though you were overlooked on spiffy shields I predict you'll get ice/ice baby . Every single reason this set sucked for brutes makes it fantastic for stalks. Mitigation and controls on both sides of the fence make this an awesome stalker combination if you look at it. Only powers that'd need to go would be the aggro toggles Icicles (making room for the requisite Hide) and Chilling Embrace (changed into a click power with the same effects); Frost Breath sacrificed for Assasin's Icicle (the AoE is usually stripped from stalks) and the ol taunt/placate shuffle. This set would rock and finally get Ice proliferated - stop being greedy tankers

So there's my 2 cents. Whatcha think and what's your picks? I figure a healthy talk on this subject will only spur the devs to include a little more proliferation in I13 if they haven't already

What i want to know is, is there ever going to be a better magic power set, the dark/dark is cool and all but when i at least think of magic i see a mix of fire, lighting, storm and some healing powers, not all fire or all lighting ect., all it would have to be is a mix of pre-existing powers. I'm sure yall could come up with some better ideas of how to make a more magic feeling power set than i chould. thanx

This was mentioned earlier in the thread. Sheilds for stalkers. Do NOT tell me I can't do that thematic wise. Examples: The shield is magical and thus has no mass or structure until the user wills it to. Or, the sheild is made from an alloy which doesn't allow sound to travel when struck. The sheild is made via a person's body and can be summoned through will. Or the user of the sheild is amazing at concealment and thus the sheild is a boon not a hinderance.

Hey Doc can we get Energy Aura, Electric Armor, and Electric Melee ported over for scrappers and tanks? This dragging the heels crap on powerset proliferation is getting old. Quit stringing this crap out. Dark Melee and dark armor come on!

thanks, just laying out the specs so we all know what's on the table. unfortunately, prospects for power proliferation in I13 look low, i figure we would've heard about it by now

Looking at i17 now. Didn't think power proliferation would be a once in a blue moon thing, but what are you gonna do.
