He is not currently unlockable.
There is no badge for time spent (or time doing ANYTHING) in Pocket D.

The PvP badges are still acting really wierd right now. Is all the text incorrect on the badges, or are they still all being awarded for the wrong tasks? It seems like the badge given for running a PvP patrol mission changes every month.

The PVP badges should finally be "stable" now (with the version up on Training Room at least). A lot were being given out incorrectly or had bad descriptions.
Reinforcement is for 20 PvP kills
Forward Observer is for a PvP Reputation of 100
Disruptor is for a PvP Reputation of 400
Villain
Patrols grant Most Wanted
Missions grant Wanted or Agent Provocateur
Hero
Patrols grant Risk Taker
Missions grant Vigilante or Agent Provocatuer
Zone is irrellevant with the above.

I have a suggestion regarding badges that unlock contacts. At the moment, there is no ingame way of knowing which badges are related to contacts nor who/where those contacts might be. To help players out, without them having to rely on an outside guide, would it be possible to have some sort of message saying a contact has been unlocked?
Either as a straight forward : You have Unlocked <contact name>
or in a more incharacter way, of the contact calling the player, saying they might have some work for them. Or maybe through an in-game e-mail or somesuch.
Always remember, we were Heroes.
Some of the CoH kill badges are extremely tough to get in CoV. For example, Outcast Bosses do not spawn anywhere outside of a certain mission. Any chance of getting these added to a city zone? Even in small numbers it would be a help. Or add them to a Strike Force, which won't have troubles outleveling the mission they're in, and is easier to organize a large team to spawn them.
This is the list of things that are tough to acquire: Outcasts, Warriors, Skull Bosses (these aren't quite as bad since the Newspaper can source them), Rularuu, Fake Nemesis. These spawn in EXTREMELY small amounts and could use a little boost: Master Illusionists, Zeus Titans (and then only in a PvP zone), Pantheon Masks and especially Rikti Monkeys.

Patrols, pural? I always get Most Wanted after 1. (Having it be multiple may actually generate more action in Bloody Bay.)
Also, are there supposed to be patrols in Sirens/Warburg? Cause I've never seen them there.

Any chance of improving some of the progress bars?
For things like History or Accolades, how about a segmented progress bar? eg, "Can someone point me towards the second piece of the Student badge?" This would remove the need to track a lot of progress on paper. Especially with those Praetorians.
For very large progress badges (SG Healing) you can't see the bar move at all. Can we get a multi-line bar so the progress for a day's healing is noticable? Or two bars, a "ones place" that moves up quickly and then a "tens place" that creeps up as you fill the first bar repeatedly.

Here's my Goodie List :
1) Sniper Badge for killing these dastards!!
2) Void Hunter for killing Voids and Quantums.
3) I wish Badges were put into better order or in alphabetical order. Trying to find what badges to need is sometimes tedious.
4) I wish Gladiator Badges were refered to as Tokens or something else.
5) I wish there were more accolades and that every Villain Hunt mission tied to one. Accolades are great fun and some of the badges need more incentive to get.
6) I wish I could click on a badge and get a synopis of what it took to get that badge.
7) It would be awesome if a couple small Costume pieces were tied to certain badges or accolades.
Less a question, and more a gripe, but one I think you need to address...
With CoV, now contacts are unlocked by badges. Conceptually this is a great idea, except it has one major problem - the game does absolutely nothing to introduce players to badges. And I think that will bar players who don't frequent the forums, or "cheat" type sites from content.
Now at least in terms of kill badges, and mission badges, and exploration badges a character may happen upon them, and therefore accidentally learn about them.
However, lets look at Archmage Tarixus. He unlocks with a history badge, Lorekeeper. There is nothing in game that teaches you about history badges. You have to know ahead of time. Sure he tells you go learn certain knowledge from these four zones... but that's not clear. Smarter would have been to give him a mission that guides a person through that badge. It would therefore take you through learning about history badges by actually getting one and the bonus of unlocking the contact.
Lets look further at Archmage Tarixus. He then offers a mission that gives out an Achievement badge: Soul Taker. If that badge were to be used in an Accolade later on (with I7 as you've said), you've pretty much locked many people out of this accolade because people who don't come here likely don't know about history badges, don't know how to get one to unlock Tarixus, and therefore won't have a shot at the badge he offers, and therefore never get the Accolade.
Veluta is interesting also, I think that conceptually killing X mobs to get unlock a contact is perfect. Now to unlock her though you need to actually capture the ghosts. Interesting to say the least, because nothing in game teaches you about capturing ghosts, its another thing you have to happen upon, unless you come here.
Also she's in the wrong level range. Most of the ghosts around Fort Hades are around level 15, she's a level 10-15 contact. My guess is that she should be a level 10-20 contact, so that people can actually have a decent chance of getting the badge and unlocking her before they outlevel her.
Now perhaps the worst example of unlocking after Archmage Tarixus is Doc Buzzsaw. He requires the Bling badge to unlock - the first infamy badge. Problem is he's a level 25-30 contact. This means that in order to unlock him you'd have to remain out of supergroup mode from level 24 on so that you were getting full infamy, which is the only way you'll earn enough from infamy from killing mobs and completing missions by level 29 - since while he'll work with you at level 30, you must start his arc while level 29 or you won't see his arc.
Why? Because at level 24 in SG-mode you get progressively less infamy per kill, and most of your infamy will come instead from selling enhancements. But that infamy doesn't count towards the badge.
Also, any badge that unlocks a contact should get a bar. That the Bling badge doesn't have a bar is ridiculous. People should always be able to gauge their progress towards something like unlocking a contact.
1. A few weeks ago, I /petitioned the fact that I had killed all 15 Praetorian AVs (six of them twice) but still had not been granted Dimensional Warder.
...(a) The tech support person said that there are only 13 AVs that contribute to the DW badge. He also refused to reveal which 13 count. All the player-based websites list 15 AVs as required. Can you please tell us which 13 are the ones that count?
...(b) I'm as OCD as they come. I have a checksheet I use to mark off which AVs each of my toons has defeated. I only count them if I was on the mission from the very start, there the whole time, uninterrupted, etc. And yet, I was apparently not receiving "kill credit" for some AVs. So... is this a bug? Or is it the case that something can interfere with getting the AV credit? For example, if a single mission has more than one AV in it, do you get credit for defeating them both, or do you only get credit for the defeating the "main" one?
2. With the mega-nerfs that ED brought us, were there, or will there be any adjustments made to some of the Achievement badges. Specifically, I'm thinking of the healing badges. Every executed heal now heals fewer points than it used to pre-ED. This makes some of those high-end healing badges even MORE difficult to obtain. I'm sure the same logic would apply to other such badges, too. (I apologize if these changes were already instituted without me hearing about them.)

on my toons in COV i have noticed in the badge list that shows badges for SF's and missions when hitting lvl 10 some list with "unkown" as i lvl up i see more.
i have completed every listed mission that has awarded a badge and SF as well <including the SVG SF>
any idea what these badges are for?

Part of this is bad luck, but much of it is due to the fact that what I add to a team, that is "Aggro control" I am effectively adding to any other team that is competing with me for the badge. Effectivelty, I am a liability to a team as a member because if there were a team with me and 7 blasters and another team of 8 blasters, the team with 8 blasters would be doing more damage and would still benefit from my "tanking" for them, because the Kraken's aggro would be focused on me.
So, please consider changing the system to have everyone on a team that does damage awarded the badge.

Kill Count badges (of which the Giant Monster badges are, just with a Kill Count of 1) require you/your team do 25% of the entity's HP in damage in order to get credit. So in theory 4 teams could all get credit (much more likely that 3 teams will get credit).
In your scenario of Tanker + 7 blasters vs. 8 blasters, I have to assume that both teams would get the badge, since both teams are going to contribute over 25% damage to the entity.

That is still highly unfair for Giant Monsters. I have helped defeat many, many monsters but never get a badge (for the most part) because I am usually solo or on a small team.
If it's just a friend and I on one team and 2 teams of 8 fighting a monster, we never get the badge because we simply cannot do enough damage. This is especially unfair to the support classes (controllers and dominators) who do very little damage.
Why can't the Giant Monsters work like Hamidon? Everyone who gets even on hit on Hamidon gets a Hamidon Enhancement. Why can't everyone who gets in at least one hit get the monster badge?

Good to know. Maybe I'll have to put up with PvP for a while.
These should be available elsewhere for those who don't like PvP. Heroes have similar hurdles for some some Arachnos-related badges and Shivans. Blue Ink Men and Sorcerers also don't spawn outside in villain PvE zones, but you do enough Tsoo missions to get those badges.
PvP zone contacts need to offer missions to players of all levels. I can't get badges for running missions in a PvP zone if I can't run missions in a PvP zone.
When will you make the tutorial zone badge (hero side) available to people outside of the tutorial? I was out of the tutorial zone long before badges were even put into the game and now that's one badge that I can absolutely never get.

My question is, is the badge for Baphomet bugged in CoV? Fought him twice in Arbiter Leery's arc (once for my mission and once for an SG mates mission), and neither of us got the Demonslayer badge.
Question: When in supergroup mode, does damage taken count for both the personal damage taken badges -and- the supergroup damage taken badges, or just the supergroup versions?
It seems obvious that when -not- in SG-mode, damage taken would only count for the personal badges, but I'm confused about how it works in sg-mode, regarding both sets of badges.
Speaking of Arbiter Leery, did he ever get fixed?
(for those not in-the-know, he only gives you missions if you have the first Respec badge and have not used your respec. Once you use it, he ignores you.)

Both. I got Unbreakable and the 20 million damage taken badge for my SG at the same time.
A lot of people have come up with various 'off-line' methods of tracking badges: i.e. Excel, MySQL, www.cityinfoterminal, www.vidiotmaps.com. Is there ever (feasibly) a way of linking current toon information to a website?
IIRC there was an option in the user settings to 'disable' web information.

Lots of people miss the souvenirs we used to get from Task Forces.
Is there any way some sort of hyperlink can be added to the Accomplishment badges descriptions for these TFs that pops up a window outlining the old content from the souvenirs? That way everyone would have access to the souvenir text, but it would still only be visible to the badge owner.
Also, any chance of a Void Hunter achievement and/or gladiator badge?
