It's 30-35. I spent a lot of time in Port Oakes taking out Marcone Capos so I could do it's missions. Great mission text, btw.
I just unlocked it at 34. Funny contact, funny missions.

I have way out leveled whats his name in Nerva who wants you to kill longbow but I just want to knwo what I have done wrong.
I am level 39 and have killed countless Longbow and have never gotten a badge for Longbow aside from unlocking the warden gladiator.
I have issues with much of the contact, mission badge system. But I really think that if they want to add "unlockable" contacts they need to make them non-level capped. People who dont read the forums religously will probably not know you need to kill Scrapyard Ghost by X level to open Y contact befopre you hit level Z
What level is Arbiter Leary? I think that, me being 35, passed him up already.
I really wish they'd make the unlockable contacts available at any level.

Any specific area in port oaks? I have looked around and after like an hour have seen like only 2-3. Am 34 so was hoping to unlock the slots before I outleveled it.
They're all over, especially Marconeville. Check building tops and alleyways also. Easy way to find them is at night, look for the red glow of their Leadership-effect (think it's Assault). Just make sure it's a Marcone Capo. There are also Mook Capos, don't think they count (same with Consigliere and Underboss).
Unlocking Veluta Lunata is actually done 2ce.
When you take out only the 50 ghosts, you unlock her first story arc. You have to be atleast level 6 but if you are over 10 she won't talk to you. Once you obtain the 100 ghots trapped badge you open up her 2nd arc. which can be done at any level after 6. (I have done it at level 8 and at level 33).
The first arc gives only a souvenir A fragment of the spirit world. The second arc yields only a souvenir as well, Illicit Copy of Malachi's FIles.

My level 30 just talked to Arbiter Leary who told me that he had work for me, but only once I was level 35. So unless there's something bugged somewhere you shouldn't have outleveled him yet.

you unlock archmage tarxius (or however the hell you spell it) when you get the SOUL BINDER badge for CoT mages, not Lorekeeper, and I believe he even says something to the effect of "I will have a task for you if you can punish the Circle of Thorns", call me crazy but a history badge doesn't seem to qualify as punishment
The badge for trapping 50 ghost pirates (pirate ghosts? :P) is called PIRATE not privateer, privateer is the badge for sky raider sky skiffs

No, Tarixus is absolutely, assuredly unlocked by Lore Keeper. He talked to me immediately after I got that badge. I didn't even get Soul Binder until a week after I'd completed all his missions.
His unlock hint text is simply old, from when he used to be unlocked by Weed Whacker. They haven't updated it to let you know you need a history badge yet.

This is correct. The old method meant you had to out level him or get someone higher level to get the proper mages to do his arc but then you got no xp for it because you were to hihg. so it was change to the lorekeeper badge.

I can categorically state this is incorrect.
I just got Veluta today, at level 33. I obtained only the first badge for 50 and have not yet bothered to obtain the second badge for 100 at this point.
She offered me her second arc, souvenir Illicit Copy of Malachai's files without offering the first arc. She did the same thing for the level 11 VGmate I took along to get the badge.
Getting both badges has no bearing on what she gives. What matters is the character level. Level 10 or below, she gives both arcs. Level 11 or higher, she only offers the second.

Well then there is something else stearing the missions as wella s that badge here are screenshots unaltered in any way, I was level 33 at the time. the 1st shows me with just the 50 badge, and no mission from her, the 2nd shows with the 100 badge and mission now available. I did nothing else in between the times.

I killed the consigliares too..
It didnt appear to be one of the bars I was watching either. It just popped up when I had killed enough.
I am level 39. I didnt do any anything to gain XP while waiting for the badge. But still had outleveled it. So I can say you might want to hit it by 38.
In Marconeville they appeared to spawn more at night. There appeared to be either several or none. Best place in PO to kill them was actually in Oil Spill around the warehouses
Next best place was at the docks in Nerva, Lost would spwan at night and Family in the daytime. You can work on the anethama badge there as well killing off the Lost so Family will spawn.
Worst place was in St Martial. They dont seem to spawn in great numbers there.
I would finish EVERYTHING by 38
Marcone Consigliere are all over NE St Martial. Hunted there for hours and hours. Defeated 250+ and no badge. I didn't want to go hunt Capos in PO because I didnt want to be taking someone else's xp when I wouldn't be gaining any, but the St Martial Marcone Consiglieres are not giving the badge as far as I can tell, and there are no Capos in St M.
