The issue had to do with the -recharge messing with Fury generation/retention but not doing quite enough to improve survival to justify the interference to fury.
Mezzes don't have this issue. -
They are not ATOs.

I solo most of the time. My main is a BS/Shield scrapper, and I would never consider skipping Grant Cover. However, I will turn it off to save endurance if I'm not facing anything with -defense, -speed or -recharge.

And yes, enhancement boosters can't be used on them or even catalysts. For some reason people keep asking if they can be upgraded with catalysts and as far as I know they can't be upgraded in any way at this time. -

Got my shield Scrapper to 28 and looking at this power. From what I am understanding, you the person with the power gets the DDR and Slow resistance correct? Is it worth taking for that alone? I don't team a whole lot on that character.

Still, there are a number of powersets and a couple of costume sets that were free to VIPs that need to be purchased for nonVIPs. SSAs are another free VIP perk. EATs aren't to my knowledge available to nonVIPs via Paragon Rewards, only via the Market. Ability to pay rent on a base is another restriction.

Yeah, he used it wrong. But "effect" is a verb, just like "affect" is a noun. -
If you hit level 8 as you finished or right after (say you did Hashby then twinshot) the Atlas arcs all end at 7.

All this proc has managed to do, for me anyway, is prove just how detrimental knockback actually is. If I didn't know any better, I'd say adding KB is used to nerf a power, which is why removing it, makes said power almost unskippable.
Had a Super Strength brute on my team the other night that slotted the proc in Handclap...good lord! And yes, we've all seen the absolute MONSTER Bonfire has become. Your opinions may vary of course.
Now I can't even bring myself to play Energy blaster anymore.
