Currently, it's a flat 20% chance to anyone in range every time you fire it off, no matter what.
With the future PPM changes, the theory is that the PPM will be tweaked so that it is similar to the current rate, though AoE will always suffer slightly due to Area Factor.

A friend has it in Healing Aura on her emp..its pretty awesome. ANd yeah..the end would help. With incandescent, the +hp is nice.
So wait, Panacea affects all targets in any AoE Power, and not just in powers like Triage Beacon and Tree?

As far as my reports state, unless this was recent, Panacea is a self-targeted only effect. But due to how the flags on pets work, at least in the case of Triage Beacon and Tree of Life, they trigger on all targets within applicable range.
I am almost positive Panacea does not work as suggested in Warmth or such powers.
It was working in Healing Aura as I said..granted, this was perhaps..a month ago. May have been stealth altered since then..

Of course, as MisterD points out, it may have been stealth-nerfed recently, although I can't imagine why it would be.

Would this be any good? I know the big demon tends to burn endurance fairly fast. Since its an AOE power though would the proc rate be extremely low?
Or would it be better just slotting it in health for my MM ?
