I don't know the answer, but they are not ATO enhancements. ATOs are Archetype Enhancements, and Overwhelming Force is not an archetype. They are Attuned enhancements, or Universal Damage sets.

Attuned Enhancements are supposed to level up with you. Whether or not that is the case at the moment, I can't say as I haven't been following the "bugs" with these Enhancements.

Looking at the ones in my base storage, they all appear to have the appropriate enhancement value for my current level, regardless of level requirement. So I think they do level up with you, it's just the requirement that is messed up.

I've seen someone in the help channel a few days ago say that only the minimum level requirement is a bug and the percentages do scale up with your character properly.
And yes, enhancement boosters can't be used on them or even catalysts. For some reason people keep asking if they can be upgraded with catalysts and as far as I know they can't be upgraded in any way at this time.

I'm gonna just keep calling 'em UDEs (Universal Damage Enhancements) till further notice.
As acronyms go, it seems to have a nice ring to it.
Are they supposed to be marketable or not? I tried to pop one on the market earlier, and it kept disappearing back into my enhancement tray. There wan't any system text about not being tradeable like you get with Reward Merits or other special non-marketable salvage, though.
I know there are two problems being "worked on" for these 1)they are supposed to be attuned and not strangely level fixed as they are and 2) they are supposed to be marketable.
My question is something simpler (I hope...) Do the enhancers actually level up in power as you level? As in, if I get one at level 24 will it get more powerful until 50? Or are they level locked like tradional I/Os. Or... Based on my limited look at the things (I only have a few, and am now completely unsure whether I want more) do they in fact all have the same fixed power? In effect, does a level 22 = a level 34 = a level 50 in terms of enhancement effect? Cause the level 50s ones I have seem awfully close to the level 22 one I got....
