Welcome to the game and forums!

I'm not sure what happened, regarding it asking for the disk and not working, but I hope you get it sorted out!

If you do, I'm sure you'll find the game enjoyable.

I like this idea. It fills the early game attack issue much nicer then the previous attempt of "temporary powers" that last forever.

I like this one, particularly well.

I secretly suspect that is exactly why they choose not to allow a normal speed in the Auction House. Players are so jarred by the drop in speed that they are reminded that all powers are off and don't go running off into a spawn to die.
  5. I would rather see a Black Line helicopter added to the North end of Nerva Archipelago, as well as a train station added to the South end of Independence Port. Granted, I'm not married to this idea, and could continue to live without it, but I would like to see it along with it's own justification for having it. A second train line was added to Skyway City at the same time as the Faultline revamp (and Bloody Bay), so it's possible that justification would have to be added to Independence Port to add a second train station there.
  6. It's an interesting idea. One I, along with others, see the general issue with. Earning badges that one did not actually earn, especially if they come with the idea that getting it was difficulty (a Master Of badge, for example). Because of this, the badges that could be earned would have to be drastically limited.

Perhaps making it only Exploration badges, seasonal badges that come every year, or other badges that can be earned at any level.

A tank is more likely to shoot for softcap, but gets almost no bonus from that power. Weave gives you over double the effect for less end cost. And that end cost matters on those high end builds.
This is all accurate as far as I can tell. I think the best characters to get use out of Maneuvers for soft capping defense might be Soldiers of Arachnos. They get a decent amount from it, and it stacks with their Tactical Training: Maneuvers for the team's benefit.

Even then, Weave still gives a bigger boost to defense. Most of the time you're worrying about soft capping yourself, not your team, so Weave's bigger bonus for fewer targets is a better deal. The extra powers can be a boon also, in that they can either remain unslotted, freeing up slots for other powers, or you could choose to slot them for set bonuses you might not be able to get elsewhere. Tough is a good mule for things like a -KB IO, or the +Defense unique (another great tool for reaching a soft cap in defense).

They do? Where, exactly, are those models? I'll admit I haven't been looking for them, from an ornithological stand point, but after release that would have been big news. I would think everyone would have heard about it. In fact, I would have thought it to be the word. I guess what I'm trying to say here is that I have not heard about the bird.
  12. Ohhh, this is fun. For Heroes I:

-Street sweep or run the Sewers until level 6
-Go to the hollows and run Wincott's and Flux's content (usually lasts until level 11)
-Head over to Steel Canyon and run Safeguard missions until 15
-Run the Invention Tutorial at level 12, to start work on those level 15 IOs
-Go to Faultline and run as much content as I can (gets me to 17-18)
-Run more Safeguard missions until 20 and finish up Faultline
-Head to Striga and run Pebbles' and Long Jack's content
-Do my Cape and first Costume slot mission
-Safeguard missions until 25, then head to Croatoa

I tend to follow the "new zoned content" Hero side, using Safeguards to fill level gaps. Occasionally I'll branch out and do other content, but for the most part, that's exactly how every character goes through until about 30-ish.
  13. Looks like a case of Wormhole to me. Way back in the day I know it was possible to Wormhole NPCs into stores through a little tricking with the system. It was rather humorous to have a store filled with NPCs unable to get out.

The novelty wears off once you realize it's not as much fun for the low levels going in there to get their enhancements...
  14. Here's what we know about the future Incarnate Slots according to Going Rogue. A lot more is known about it then what is presented there due to info that was released in Betas that may or may not still be relevant.

This is a really big crux for the idea of APPs and PPPs for Kheldians. If I were to craft an APP or PPP for a Kheldian (be it Warshade or Peacebringer), I would probably look to what they don't do. I would say the areas that Kheldians are weakest in would be Buffing their team mates and debuffing their enemies. But that doesn't rule out areas where they may be passable yet still have room for overlap (self buffing / control). After all, many blaster primaries and secondaries have access to Holds, yet three of the five APPs have Single Target Holds. Some overlap is and should be allowed.

I feel that the areas of Self Buffs (passive like Body Armor and active like Focused Accuracy), Enemy Debuffs (Single Target like Benumb or AoE like Melt Armor), and Team Buffs (AoE like Mind Link or Single Target like Fortitude) would be the biggest fillers for an APP or PPP set for Kheldians. Rounding it out with a Ranged Hold (to compliment with the Melee high damage hold) or a Snipe (for an Extreme Ranged damage) wouldn't be too far out of line.
  16. Should customizing Power Pools ever happen, I would like for a Ninja Run style to be added to Super Jump and Super Speed.

Otherwise, I wouldn't really want it. Anything else would be too cumbersome considering it's just a cosmetic change.

I get where you're coming from here, and I tend to be a bit more involved with my planning then you, so that might color my advice some. But all that I mentioned before can be applied to Uncommons, if you don't want to get too involved. Yes, you have to account for the recipe being harder to found, usually through the market, but that's not much different from most of the Salvage you've been collecting so far either.

So to help break it down for you, and make it easier to handle in little bite sized chunks, here is what I would do:

Focus on one power at a time. This way you're not overwhelmed by how many recipes you need, or how much salvage you have to get. Just figuring out what to slot in one power is plenty complicated by itself, including how you want to Frankenslot and how expensive the particular recipes might be. So cutting it down to six or fewer at a time can be a life saver.

Use an out of game tool. I know, it sucks. But Notepad can be the difference between knowing what you need to get, and constantly checking the recipe to figure out what salvage you need to buy. Just list the Character name, the name of the recipe, and what salvage it takes. Use what ever system you want to make sure you can keep your recipes separate from each other. Use a spreadsheet program like Excel if you really want to get into it (I used a spreadsheet for my Warshade to keep track of about 30 IOs I needed to buy and craft, as well as the salvage I needed and had).

Even if you don't want to use an out of game tool, just focusing on one power at a time will make sending yourself an Email about what you need easier, as a single list can cover all your bases. It will still be complicated to a point, but this is just to break it down into bite sized portions of complicated, instead of a whole cake worth.

I can sympathize with your dilemma on costs. I would suggest finding ways to mitigate the cost to you through a couple techniques (this is all under the idea of common IOs, but can be applied to Set IOs if you want):

-Start early. You know you'll need to enhance again at 47. You start earning salvage for the 45 and 50 IOs at level 40-ish (sooner if you're difficulty is set higher). Do a little plotting and see what you'll need and save those pieces of salvage, either on a base storage rack, on a mule character, or even on the market (just don't list it for a price).

-Find alternate ways to getting the salvage. Things like Ticket Rolls for common salvage can often be cheaper in the short run, and get you some spare cash, in the long run. And since you're just converting tickets to salvage, you won't feel the pinch on your wallet then if you were trying to buy it up on the market. In fact, you could end up being the guy selling off pieces of salvage for a couple grand each because what you got wasn't what you needed.

-Bid Early and Low. This is similar to starting early, but instead of saving, you put down your cash on the market early and use low bids. This trades the speed of having it now for a lower cost because the price fluctuates over time.

-Prioritize. This might take a bit of personal sacrifice, but if prices are too high for certain salvage, maybe you don't need to spend that money on Alchemical Silvers for a Run Speed IO right now. Maybe it's cheaper already made because of low demand. It may be okay to let a low level IO sit in the power for a while until you recharge your funds. The point is to focus on what will improve your character the most and worry about the rest as time goes on.

I highly doubt PvP was the reason for this, as last I checked you couldn't see your opponents Powers Tab in the Info box. Since Set Bonuses show up in the Powers Tab, I doubt PvP was the reason.

It's especially difficult, it seems, when I want level 50 Sets that don't include rare enhancements. I haven't checked the other enhancement types, but I only found one of those for Melee Damage, and considering this is 90% of all my characters, it's fairly important.
Then your goal should be purely Frankenslotting, and sets should be avoided for now. The true benefit of sets are the set bonuses, things that allow players to cap their defense, or get insane recharge amounts. If we're looking for the most bang for the bunk in that one particular power, then Frankenslotting is the way to go, and you should worry about sets as a whole (as in a full set of Crushing Impact over only one or two in a power) only when you're interested in the 7% Accuracy bonus, or the 5% Recharge bonus.

The answer here depends on the amount of funds you have to expend, as well as a bit of your level of patience. If your goal is Frankenslotting, then lower level IOs shouldn't really enter too often, and you should expect to sacrifice level only when funds or patience wear out.

Not really. Asking to have currently Ultra Rare IOs suddenly not preform half of their function is obviously bad. It would be comparable to asking that PvP IOs no longer give PvP bonuses and instead be converted into PvE IOs on the reasoning that "most people who use them don't PvP anyway". It's bad logic and a bad idea.

Asking to have NEW sets added, avoiding the whole "invalidate entire sets of IOs" issue is probably a bit better.

You probably could have gotten better reception with a slightly modified suggestion: Adding PvP Exclusive IOs. Sets that only have PvP bonuses, can only be obtained through PvP, but due to these limits drop more often then corresponding PvE IOs. The numbers wouldn't have to be exceptionally better (or better at all) then other sets or set bonuses to make them valuable. Just having them drop more often due to limited use would drive their market in the PvP circles (in theory).

The best example of the Cottage Rule being broken (and this is kind of a technicality, because the Cottage Rule didn't exist when they did this) was the early changes to Gravity Control. It used to have a power called "Fold Space", identical to Assemble the Team. They removed Fold Space, reworked the set, added the pet and moved things around.

Another example is Telekinesis from Mind Control. It used to grant a targeted player Flight so long as they were in range. Now it's an auto-hit AoE hold with a Repel effect.
