Most characters who are going to get the softcap are going to have terrible modifiers for that power. A defender gets the best bonus, but isn't in the scrapper/brute/tank family. A tank is more likely to shoot for softcap, but gets almost no bonus from that power. Weave gives you over double the effect for less end cost. And that end cost matters on those high end builds.

Even then, Weave still gives a bigger boost to defense. Most of the time you're worrying about soft capping yourself, not your team, so Weave's bigger bonus for fewer targets is a better deal. The extra powers can be a boon also, in that they can either remain unslotted, freeing up slots for other powers, or you could choose to slot them for set bonuses you might not be able to get elsewhere. Tough is a good mule for things like a -KB IO, or the +Defense unique (another great tool for reaching a soft cap in defense).
That is exactly why people tend to skip Maneuvers.
It all depends on your build, though. In Granite Armor, the easiest way to soft-cap is to take Weave and Maneuvers. Combat Jumping and Hover won't work in Granite form, and Stealth is not desirable on a Tanker.
The alternative to Weave and Maneuvers is to use set bonuses. However, you end up with less of another important set bonus like global recharge.
Post in the AT-specific forums for advice or builds. Generally, defense-based Tankers won't need Maneuvers to reach 45% defense, but a Scrapper or Brute may find it useful.

I think that, in most cases, Maneuvers doesn't give a tank enough benefit for the END cost. One exception: my shield tank, since he already has a power that gives defense to teammates (Grant Cover).
I also took it on my stone tank, but only to mule my fifth LotG +recharge and GotA +run speed. He never turns it on.

ok, so i'm not a newb, but i have some very newbish qualities. i have never used mids, i don't build for "numbers", and i have never played a def based set higher then late teens. i always build for concept, and tend to stick to res sets for melee'rs, i have a hard time coping with the squishyness of def based sets in the early levels.
but i have decided to give it a concerted effort over the dbl xp weekend. and since soft capping seems to be the end goal of def players, i'll be shooting for that. so finally the question; when i look at soft capped builds posted here in the forums i never see the +def power toggle from the leadership pool, why not? is the def bonus not worth it? is it not worth it compared to the end usage? everyone squeezes in weave, but with the extra power slots we all have now with inherent fitness, why does no one seem to pick up this +def power?
