I wonder if Serge makes them kill 20 heroes in order to open a new costume slot.

Looks like a case of Wormhole to me. Way back in the day I know it was possible to Wormhole NPCs into stores through a little tricking with the system. It was rather humorous to have a store filled with NPCs unable to get out.
The novelty wears off once you realize it's not as much fun for the low levels going in there to get their enhancements...

And now that it's been suggested, yes, I think this was done with Wormhole, since there were also a bunch staggering around stunned in there. And doesn't Wormhole stun as well?

I went into the villain tailor in Cap au Diable and on the way in noticed a Winter Lord and crew outside around the corner from the door. I ducked in quickly, didn't get noticed and start talking to the tailor. After a couple of minutes I hear the sound of a battle and think someone has decided to take down the Winter Lord. I finish my transaction and find myself lying dead on the floor in front of the tailor. The tailor tried to pawn this off on the Winter Lord, but I saw her put the ball pean hammer back behind her back.
There is a moral to that story, Casual. Simply say, "No thank you" to a costume suggestion from the tailor that you do not like, rather than, "Ewwwwww, gross! Are you insane??"

I don't see what the big deal is. I've been in Icon many times over my career, and my experience is that they'll let =anyone= in or out of there. Seriously, it's like they don't have any standards at all!

Looks like the problem between Serge and the Tsoo is escalating. I just logged in one of my characters to get her Trucker badge (she is parked at the Steel Icon for Fashion Designer), and lo and behold, what do we have milling about?
How did these guys manage to get in here?
