Since you said about starting as a hero, I'd go for a damage class. Scrapper has an easier learning curve when it comes to survivability. (Fire/Regen BS/Regen Spines/Regen) Also a Fire/SS/Earth Tank will work decently well.
That being said, that is more like the training wheels. If you want to hit the ground running go for a blaster. Psi/EM Fire/EM with Rad, Sonic, and Archery/EM also being viable choices.
For a Villain go with a stalker. Spines/WP/Mako or Em/WP/Mako you can make either one decent on a budget. They are easy to play poorly (Just Spam sharks) and a bit more difficult to play well. (Timing Sharks with an actual spike, getting off Assassin strikes against moving targets, etc etc. )
For a Villain ranged damage class, Mind/Fire Mind/EA Earth/Fire work pretty good.
If you think of yourself as more of a support player i.e. keeping everyone alive, not doing all that much damage yourself. Ill/Emp or Sonic, Fire, Rad/Pain corruptors work.
For disruption TA is great, Earth/TA controllers, don't bother with defenders. Gravity is pretty nice too with wormhole. /Storm works well also.
A no brains sapper build being Elec/Therm corruptor.
Those should be some decent starters though Damage is probably the easiest to play. -

My S/L Soft capped Plant/Storm/Stone actually makes more raw influence per hour than my soft capped S/L Fire/Kin/Stone (Both are realitively high end builds)
So yeah you can definitely farm with it. The big thing is you need spawns close together to pull it off because of how slow the carrion creeper patch is and needed them to respawn for max damage output.
The biggest problem with the build is usually keeping your end up. Even with massive recovery slotting to keep pace you need to really spam damage slotted roots, Fissure, and keep two tornadoes out. L-Storm and Seismic Smash help pick off stragglers who don't get shredded by tornado. -
This is the Fire/Energy build I'm working on ATM. On top of the +dmg +recharge and HP capped I always like to work in some decent +Regen for zones since support characters are usually few and far between. It won't save you from spikes of course, but a lone stalker trying for Shark Spam won't make much progress if you keep moving around.

As others have said that build is way out of wack. No KB protection, no real global recharge, way too much +HP. Slotting is way off. Inferno is a waste anymore. Bone smasher you really don't need because of its low damage in melee range. (Total focus is the way to go now) Power boost is pretty useless as well unless you have aid self. Power thrust you want slotted for KB. Kinetic Crash works perfect for it.
This is about what I'd shoot for if I was building a Fire/EM. Not cheap, but you can sub out some of the PvP Io's with whatever you like. The 4 in Total focus especially can be 4 Mako's (Acc/Dmg, Dmg/End, Quad, and the Chance for Lethal Proc) easily.

The build might not be good for everyone else, but I just posted it to give the original poster and idea about the KB protection, not have it critique by you.
It may work for you, but it could work much much much better. -
Therm is more offensive, HE means your opponent will have to manage their blue bar much better. Melt Armor from range is nicer than Anguishing Cry.
Sonic is more defensive with an impressive passive Regen and world of Pain you will be more survivable.
That being said, I'd much rather Fight the Pain Dom in a 1 v 1 than a Therm. -
So after porting my Psi EM, getting ready to move my next toon over to freedom.
I'd have rather moved my Emp sonic (Build closer to being finished) but... until defenders get hibern00b he'll stay shelved.

I'd go for Psy/Em too with the placate proc the way it is and those 4 - 80 yrd range attacks. Built in Mez (or decent chance to) on Will Dom is nice for offensive toggle dropping. Delayed attacks make for some nasty mini spikes.
That being said, your Fire/MM Fire/Dev and Fire/EM are all viable options as well. Fire/EM being second under Psy/EM IMO. -

Seriously, people, DR won't do what you want it to do. IO builds will still be better than non-IO builds. If you want a challenge, you can do that now by making smart choices. If you're feeling like your character is too strong, take out the things making him that way.
Don't change the game in a way that isn't beneficial to people that like playing that way, when you can just make the challenge yourself.
Yeah I could strip my IO's out... but I'd rather just have the playing field leveled somewhat. Like you said, IO'ed builds will still be better than SO'ed builds. That makes sense, but the gap won't be so wide that a full IO'ed/Purpl'ed/Accoladed toon is worth about twice what your common SO'ed toon is. -

As someone who has probably half a dozen + builds that can solo +4's +8's I think it might be time to bring some DR into PvE.
Try playing a soft capped blaster or defender or scrapper or whatever next to a SO'ed one. It really isn't fair to have the performance margin quite so wide. Or high recharge builds which perma very potent powers. (Hasten, Heat loss, Domination, Mind link, etc etc) The gap is just too wide. DR could help bring that back in line some for the casual players.
It would also bring a challenge back to PvE content where as it is, running around with a therm/sonic/FF'er is pretty much god mode to everything. Soft capped defense and everyone res capped. With DR you'd be "stronger" with these characters in tow but not completely invincible. Beyond that you wouldn't *need* to bring some of them along to find a comfortable middle ground. Squishies would get global resists to all types of damage to help them out a little, to compensate for the high defense and resists they used to be able to get with outside help. Kind of like a middle ground.
If damage was adjusted slightly on a DPA balancing forumula and AoE's were brought in line you'd have less farming and more builds would be viable at it.
DR already works for PvE, its been around for 3 issues. There are a slew of NPC's in all of the PvP zones, and yes sometimes you have to kill them off with a DR'ed Heal Decayed travel suppressed toon. People have been doing it for a while now its nothing new.
Come on! The game is beyond easy mode, lets bring a little challenge back to it! And for those who are in the "Have not" group, lets make sure they are playing in the same league as the "Have's" Its no fun to have someone be better than you just because they have more free time. -

its not 40, its between 10 and 20 percent
And shout is situational, no argument there, but especially in smaller matches, 3 v 3's and 4 v 4's you can get away with using it more after you have some nice -res set up. -

Also Cosmic Burst does about 28 times as much damage as screech. Not 2 or 3. (If both for whatever reason where ED slotted for dmg) Knowing all aspects of the power and how it ties in with the set help, rather than just going with which single attack hits the hardest. -
Earth/Energy or Mind/Energy Doms I think would be solid picks.

I'm confused. In the first match, why wouldn't you go for the Dom? A MM sitting in BG mode or a Dom with no escape. (Phase, PFF, Hibernate). You even said they killed the MM a few times too. So it wasn't like they ignored him the entire match. That just sounds like smart playing.
Second match, he was on a 37, you were on a 41. He lost and got a higher level toon. (Considering he was at a disadvantage to both you and the MM) You keep saying it was "Good fun/goofing around" but completely ignored the brute and gunned for him. I think you mentioned in the first match the two of them killed both the MM and the Dom. I'd switch to a better toon too if that was the case. Yeah mid match kind of sucks but that is about the only thing you could fault him for.
Next time when you are a lower level. 41 versus 50, you lose but its not in good fun because this time he has a higher level char than you.
So you get a level 50 to match his level 50. And lose. But its the builds fault. The guy ends it on what I see as a positive note. "Sounds good have fun" Seriously? You're complaining about what again?
You won some and lost some. When you won it was in good fun and because you had great tactics, but every down note it was something else's fault other than your own. Levels, Slotting, Builds, etc etc. I believe you sir may just be the baddo. -
I'd likely take the Cold/Ice first for all the TF's mentioned.
Katie : - Fly in snow storm to keep the witches grounded. Strongest -Res for AV's double stacked Sleet and heat loss when its up. Defense and Resists to Energy Damage. Lots of -defense to deal with hurricanes. Special in Benumb I think effects the strength of hurricane (weakening it)
Heatloss will solve any end drain problems you might be having. Bonus points for a high recharge exemp build.
ITF : - Defense nice for hitting foes when they bunch up (And get Phalanx Fighting). +Defense really nice for the squishies and can definitely help melee even if there is no DDR. The Energy Resists mixed with the defense come in handy with mission 2. Benumb on the EB's and on the healing nictus at the end is great. Again strongest consistent -Res is great. Frostwork on the melee folks who aren't HP caps makes them a good bit tougher against all those heavy attacks they are facing all the time. With a ranged defense build and snow storm you can pretty much control a fight.
Lady Grey - I might actually take the Emp. If Fort/CM are used liberally. The +Regen in Regen Aura and AB make Hami a breeze. I'd hope for debuffs from someone else, but a well played emp there really makes life easy on the squishes with no Mez, and the melee who has to deal with all the end drain and untyped damage.
Khan - Take the cold again. Strongest - Res for the big sack of HP that is the final AV. -
Not cheap, but more than perma Hasten.

Beyond having the fastest animating stun I'd put sonic up there just because you can get a -40% res on the target after a few seconds, so when the rest of the spike comes in its just that much better.
The biggest thing about sonic (to me) If figuring when and where you can get away with using shout and not get plastered too badly. -
I'd much rather have bonuses than procs myself :P More just how many you could toss in on a semi viable build.

Rad/Cold is probably the most practical as mentioned, but Ice/Cold/Ice troller blue side, why not!?

The prices and everything I can understand.... rare stuff and all.
What bugs me is... the only "real" chance I have at getting a PvP drops on a semi regular basis is to either A. Re sub my second account and AFK farm. B. Spend real money to transfer to a server that has an active PvP pop.
Infinity being home, its third in population I think, I can't even imagine the smaller servers having any possible way to see a drop outside of Farming themselves with a second account.
Purples take time, but the chance to get them is always there. With PvP IO's its very possible on smaller servers to just not have any targets for even a chance to get them.
That would be my gripe. -
As said, you can hit 41 pretty easy.
Fire Shield - 4
Plasma - 4
CJ - 8
SS - 4
SJ - 4
Healing Flames - 4
Acro - 9
That leaves you with 37, you can likely fit one more in depending on your 4th power pool (Especially if going for Phase) or other power picks. -
How I'd likely run a Storm/Dark/Psi
Forget Tough/Weave definitely go for Hasten/SS

The only case where I can think that it might be "Better" is something like World of Confusion. You can slot 6 Damage procs into that power that is otherwise, pretty much garbage. (IMO) The problem is getting it to hit. So for a blaster, I'd likely skip it, but for a controller, with Rad (who makes it pretty safe in melee) It could work well.
If you really wanted to proc something out, try an Ice/Rad/Psi. You can have 1 aura with 6 dmg procs, 1 with 3 and another with 4. Not including your AoE Immob with 4 damage procs to spam.
Generally speaking though, things like Quills or Blazing Aura, or whatever other damage aura we might be talking about benefit from Acc/Dmg/End slotting with room for a few procs tacked on.
