Storm/Dark Fender
Fighting pool is abit a bad choice on a squishy seeing as the pvp res bonus + your epic res shield will gives you capped res. Don't take tough just to get weave when you can slot maneuvers and get better defense that weave offers.
It's no surprise you're having end problems on a storm when you're running fighting and leadership not to mention theres no end redux in TK, that power alone eats your entire recovery up if you don't slot it. Honestly i would go with power mastery. You get conserve which will solve end problems and you will get PBU which might solve the issue of you lacking damage slightly.
Imo drop fighting for speed, it's never worth taking that on a squishy and go with power mastery. Storm/dark seems more of a dueling toon than anything and power mastery will certainly help you out there. Can use PBU to boost your heal aswell. You can also pick up total focus. That does some nice damage.

I just took a look at your build and theres a few things which are slotted abit wierd. you said you had end problems, i can understand that now seeing as snowstorm has no end redux in it. Also neither does tough and steamy mist is slotted very low for end redux. On your toggles you want to be slotting end redux up in the 70%+.
Also the performance shifter +end proc in stamina works great. I think it's like adding another 15% recovery to yourself.
Life drain has no accuracy slotted in it, even on a cold thats a risky thing to do. even if you land freezing rain you still want accuracy in it. Thats your only means of survival (apart from running), so you don't want that power missing. Life drain is also the dark blast power which hits for the most damage. You can slot it for acc/dam and heal by frankenslotting. Theres no point gimping yourself just to get set bonuses..

hmmm...gonna play in mids then get back to you guys. As i mentioned, thus far the toon is doing fine. I just drawed with a MM pain/thugs but only because of my end or else he would be dead lol...but yeah, gonna work out of the fighting pool and see what i come up with. i dont really see the need for another travel powers, hasten..maybe

You should really reconsider getting super speed for another travel power, if you ever run into a TA corr, anything with slow movement or web nade it would be the death of you. yeah ive been focusing on getting a lot of +recov and also tryna figure out the kb protection madness. The main reason i took psy mastery is dominate, it's hard to escape doms because they pretty much hold me till im dead
But I honestly have noticed a big difference when I have weave and steamy mist on...Forgive me for being kinda new to 1 v 1 pvp, but 20% def + a load of -to hit seems good to me in practice.
I'm also confused about the maneuvers things tho. It has less base def that weave, how can it get more def 0.o !? makes my head hurt bad. Also it is more end heavy. But yeah, I suppose throwing maneuvers instead of weave does save me a total of 3! friggin powers lmao.
Good advice guys, gonna rework the build again and see how you all like it.
Ok, this time looking for either thumbs up so I can get to work, or more advice. I feel that this is pretty solid and any changes I make now would be too minor to really matter.
Got ss, hasten, +end proc, 41 kb protection, and a ton of +recov bonuses. Thanks guys

My main on other servers is a stormie.. One of the most unforgettable toons that can effectively do PvP
This is probaly the only defender left that is better then corrupter...all becuase of power BU. It serves kind of like a Aim that dark is missing. Also you get TF to help out with dmg. If you have end problems Conserve Power will help with that as well. Also the -tohit on it is crazy.....

PBU < Scorpion shield (ELUSIVITY, even if it's just a little).
Add to that the fact that you can have perception and phase at the same time (a defender must have one or the other), and top if off with scourge.. yeah.

Havent played him in a long time one thing ive noticed is hurricane is really disapointing me now.. thinking of dumping it.
Watching the combat tab it helps in know a stalker is nearby sometimes but 99% time it says the kb missed and said stalker is already in que for assasin striking my butt lol.
other than io bonuses its more of an end pig than a useful tool in pvp ..
am i the only one thinking its become a lol power since the new pvp 2009 changes lol

ummm...how about you delete the toon ares? delete psyco in the mean time too?
I question your slotting of drain life. Panacea is great for bonuses if that's all you plan on using drain life for but drain life is also your most damaging attack (if memory serves) so I'd recommend slotting a couple of Nucleolus and couple of Golgi HamiOs plus a Dam/Reg and Heal/Reg IOs.
If you are going to leave the Panacea in there I'd recommend at least an putting the +end+reg unique into something like health and slotting a lvl 50 Acc IO in there otherwise you'll be missing alot.
YAY I ROLLED ONE! Love this toon to death, I find that when I get into melee range NOTHING can hit me. However, the damage is lacking and also there are still endo problems after iv'e done quite a bit of endo control.
Basically I am looking for tips on this type of toon for playings. Here is my playstyle.
I use weave, steamy mist, and def bonuses from ios, I always start with my high dmg fast attack then my other one, and other than that i have a heal...matter of fact here is my planned build.
