When momentum is up, TW is as fast or faster overall. When you average in the time without Momentum, TW is probably slightly slower. If you want a more exact answer, you might want to specify attack chains, etc.

There's no such thing as an unstoppable object, either, yet we still have a noun for that. We have words for lots of things that don't and very probably can't exist.
Unfortunately, I can't think of any good nouns for this specific concept. -
I don't see a need for them to be account bound on equip, but attuned would be cool. As you say, might breathe a little more life into the content. It would also let them be used as low-level "placeholders" for builds that call for things HOs can do.

Don't get me wrong, I totally agree with the principle of what you're saying. Spoilers should be prefaced with a warning, not just thrown in a thread title that anyone browsing the forum will see. If Ultimus had titled his thread with any one of the several reveals in the RWZ arcs, for example, I'd be right beside you asking him to change it. But this is more like just discussing that the RWZ is a place where a Rikti mothership crashed. It's not a spoiler, it's the basic premise of the zone.
Anyway, back on topic, I wasn't aware that the Squad created the Shard, I thought it was some pre-existing place that they chucked Rularuu into. Here's what Paragonwiki has:

Right, but for people who don't know what the Shadow Shard and the Midnighters are, nothing is spoiled, and by the time they find out what those things are, they've already learned this information. If "you didn't learn it at the start of the game" makes something a spoiler, there's really NO part of lore we can discuss here, except possibly the destruction of Galaxy City.

I wasn't aware that this was a spoiler, anyway. I seem to remember it being one of the first things you learn about the Shard, as part of the answer to "what is this place and who is Rularuu".

A lethal dot basically means bleeding, but a smashing dot doesn't make as much sense unless there's something continually crushing them, anyway, like Gravity's powers do. But really, it's probably mostly the technical limitations.

Y'know, upon thinking about it further, I think TW is penalized about the same for using a click during Momentum as other sets would be for redraw.
Gaining Momentum costs about a second, basically - that's the difference in animation time (roughly, varies by attack) between Momentum and normal. So it costs you 1 second to gain Momentum for 5 seconds. Thus, each second of momentum that you're not "using" is .2 seconds of animation wasted. If a normal click animates in 1 second, it costs you .2 seconds to use. Longer clicks, like Burn or Moment of Glory, can cost half a second or more.
How long are redraw animations? I've never seen numbers for them, but if I had to guess, I'd put most of them around a quarter to a half of a second. So the time you have to use getting back the momentum you wasted is about the same as the time it would take to redraw your weapon with a different set. -
My TW scrapper is now level 36, and I now feel I have enough experience here to comment with, if not authority, at least an opinion not easily dismissed.
The difference between an attack with Momentum, and an attack without Momentum, is about one second. Sometimes, when I'm not particularly paying attention to my attack chain, Momentum seems to last for ten, or even fifteen seconds instead of only 5! Is this a bug? No. Is it because I've used Build Momentum? Also no. It's because I was hitting the next attack to come up, and Momentum had worn off, and I did the slow animation and didn't even notice. Yes, sometimes I miss the first attack, and have to do another slow one, and then it's really noticeable. And sometimes you really need to finish off that Paragon Protector before it stands back up and uses Elude, or hit the Sky Raider Engineer to stop his FFG, or etc etc, and the added delay makes a real difference. But most of the time it barely matters.
In actual play, TW is not a slow set. It just isn't. -
Here's the key question:
Do you want Shield Defense usable with any set for conceptual reasons? As in, do you have a great concept you'd love to use for, say, a guy with two swords and a shield, using some fictional fighting style that could only be called absurd in a world that doesn't already have Tai Chi Melee?
Or do you just want a set mechanically like Shield Defense that can be used with the sets Shield currently excludes?
I don't think either of those opinions is bad, so I apologize if my wording appears to favor one or the other. I'm just wondering where you're coming from on this. -
I haven't run TPN yet because I've been busy with Titan Weapons
so I can't check. How many Emps do the pistols cost?

CC can barely be called a cone. It's 180 degrees, so it's more of a semicircle. I mean, that's not as large as 360 degrees, sure, but it still hits most if not all of the spawn usually, as long as you target the right one.
Having played both, I prefer War Mace/ for soloing high difficulties. I don't think either has a huge edge in damage, but the knockdowns and stuns in War Mace give it a lot of mitigation that Fire/ doesn't have, which is nice since /SD has no healing besides Rebirth, Aid Self, and green insps. -
I don't see how checking the store at 12:01am Tuesday morning to see what the new item for the week is, and then buying it when you see that it's a highly-anticipated item that no one knew the release date for, can be even put in the same category as an exploit. Yeah, the devs could've deleted or locked their characters, I guess, but there was no real need to, especially since it was only 12 people.

If you fight only non-Trial enemies that don't have tohit buffs or def debuffs, and don't target any holes in your defense, yeah. Adding in any (or all!) of those things will move the break-even point closer to the resist side. In actual play, I've found that softcapped def alone really doesn't compare too favorably to moderate def and moderate resist. Especially because a character with def in the 30s can use one small purple to softcap, but a softcapped character needs several oranges to get decent resists. A tray full of purples lasts 20 minutes if you only need to use one at a time, even if you don't get any insp drops at all.

For a scrapper, I would prefer /EA personally. Scrapper /Elec doesn't have a taunt aura, so things run away, and it can run into the res cap a lot with Power Surge and its innately high energy resist. On the other hand, /Elec probably benefits more from Defensive Sweep if you plan to use that.

So we could add yet another thing to the list of IOs, accolades, and incarnate powers a character must earn before feeling "complete"?
That said, there actually was talk from the devs recently of giving us 3 more slots (by giving 3 slots instead of 2 at 25, 27, and 29, I believe), although it caused a lot of severe bugs and so they've had to revise their plans for it indefinitely.
I'd prefer they not be earned from a trial, though. -

Titan Weapons: 10 (maybe I'll feel differently in a month when the novelty wears off, but for now, I'm totally loving this set)
Dual Blades: 8
Chain Link Melee: Maybe 5?
Hard to compare a hypothetical set with only descriptions to existing sets that I've played, but even just on concept, huge devastating weapons, or nimble paired blades is more appealing to me than swinging a chain.
Kind of a minor nitpick, but there is no such thing as mag 2 knockdown. Knockdown is just knockback with a magnitude less than 1. A mag .6 or .8 stun or immobilize won't affect even a minion. Mezzes are generally mag 2 ("only minions"), mag 3 ("minions and Lts"), or mag 4 ("minions/Lts/bosses"), with mag 3 being the most common.
If the set's supposed to be able to represent things besides chains composed of metal links, call it something other than Chain Link Melee
Lastly, this really, really belongs in the Suggestion forum. -
I recall there being a "Tropes Are Not Bad" page on tvtropes, but now I can't find the link. The point is, a trope is not always (or even usually) a cliche, nor bad storytelling.
And as Agent White points out, this isn't even an example of that trope. It's just an example of a recurring character, which I'm not sure even qualifies as a trope so much as a basic feature of normal human life.
ANYWAY, on topic, I liked the old CoH comics, although I never got to read them when they were in print, only much later from the website. An encore would be cool. -
The Radial t4 pets have a recharge of 10 minutes, instead of 15 like like the other ones. However, the boss also only lasts 3m20s instead of 5m, so overall you can still only have the boss out 1/3 of the time You might find 3-minute bursts more or less useful than 5-minute bursts, YMMV on that.

Yep, this was the subject of a lot of feedback in beta, but apparently the devs are satisfied with Titan Wiffle Bats :/ Possibly the only thing about the set I dislike.

Is it possibly the Wings piece under Full Masks, Detail 1? Those are small Cap-like wings.
