For a scrapper, I would prefer /EA personally. Scrapper /Elec doesn't have a taunt aura, so things run away, and it can run into the res cap a lot with Power Surge and its innately high energy resist. On the other hand, /Elec probably benefits more from Defensive Sweep if you plan to use that.
Ya know, EA also has an endurance management tool, and it gives you +def. And at level 35 just like Power Sink.
I prefer /ELA on a Brute tho, although I like it just fine on a scrapper.
If you're looking to go Scrapper, go EA.
If you're undecided between Scrapper or Brutes (or even Tanker), then go EA for Scrapper and ELA for Brute/Tanker. 
That's from a purely numbers perspective tho, which includes things like 90% Energy Resist and a taunt aura.

I went /energy aura on my tw brute. It does fine.
I kind of stay away from resist armors on scrappers due to their lower resist hardcap so if you were thinking scrapper vs brute I would avoid elec.
However, there are those out there who argue that its easier to build up def on a resistance character than it is to build up resistance on a def character (which is a true). I just play to an armors strengths and build for HP, recharge, acc.

I was wondering which would be better. TW/elec, or TW/EA. I've heard TW has some endurance problems ( Yayyy -.-) and elec would help out more when it comes to that. Also, TW needs a lot of recharge? Which both sets can provide. But, I just don't know which one to choose. I'm experienced in both Armors. But, I would like to hear you guys opinions on which would be "better"
