My scrapper gets hit by fear often enough that she wishes she had fear protection.

Build looks nice. The only change I'd make is to swap the defense IO in Divine Avalanche for a lysosome, which happen to be pretty affordable.

Spiritual will also buff the +hp from true grit and OwtS, and regen from health and PP. Moar recharge also means more double stacked AD, not sure how necessary that is for DDR on a tank.

The problem is that crabs have so many great powers available to them, you can't squeeze 'em all in. Combat training: offensive is commonly skipped. Tactical training: leadership is often skipped since additional accuracy is seldom necessary on an IO build, but that's not to say that it isn't a good/useful power. Omega Maneuver is another power that lots of folks pass over due to its 6 minute recharge. Again, that doesn't mean it's not a good power if you can fit it in.
The hardest part of planning a crab build is deciding how you want to focus it. -

Your blue bar is gonna be in rough shape. You're barely endurance sustainable- standing still, just running your toggles. Add to this very little end redux in your attacks, and your blue bar is going to plummet faster than consume can fill it back up.
No caltrops in a farm build. Baddies already have an aversion to being set on fire. Fleeing baddies are not good for saturating target caps. Mu mastery might be a decent alternative for the AoE immob to keep stuff in melee range.
The pshifter +end will not return end to you in consume.
Cap your fire resists.
Build that follows hits 32.5% fire defense (small purple inspiration from softcap. set up your inspcombine binds to combine everything but purples into reds), caps fire resists, and is end sustainable (burn time of around 100s, more than enough to sustain you between consumes. with CP, you may not even need consume- letting you focus on dealing damage). Concealment powers are LotG mules only. I didn't fit in Mu mastery, honestly it just now occured to me and I'm tired of looking at this thing. Added bonus, it's an order of magnitude less expensive than the build you posted. Spiritual alpha will improve performance, but still doesn't quite get this build to perma-hasten. Getting the level shift at t3 also helps. Note, I turned on the accolades to figure out end consumption numbers. You may be able to get by without them, but it's basically free hp and end. Final note, the build won't be very good except to fire farm. If you're looking for something for PvE -not this. A PvE focused SO build might actually perform better

You'll benefit more from a standard heal IO (or numi heal, or miracle heal) in place of the harmonized proc in health.
Here's another take on your build, I'm not sold on spring attack due to its 2min base recharge, but it fits well thematically so I left it in there. One less attack to slot would open up some more slotting options, though. I lost 20 hp and a little regen, recharge improved (+17%), recovery also improved. Cost may be a little higher thanks to the oblits, fewer lotg enhancements should balance that a bit. I dropped maneuvers for OwtS.

Compared to the batman's build, this one loses 14% global rech and 6hp. Improved recovery and regen. I dropped maneuvers for hasten. This one also makes do without the 2billion inf glad armor IO. OwtS has a bit less resist in it, but all the attacks are slotted up.

WoC is kind of a crummy power on its own. It's a bit better with the Coercive proc in it. Most take it as a set mule for the cheap purple set.
Psy Shockwave is a great attack. Do not slot it for stun.
Your set bonuses are kind of all over the place. There are a few schools of thought on how best to build for defense. 1)build for smash/lethal (or smash/lethal/energy) 2)build for ranged (and learn to 'joust' your melee/pbaoe powers) 3)get a mix of ranged and aoe, use inspirations to softcap. (I'm not sure both ranged and aoe can be capped without making some major sacrifices elsewhere in the build, but it's bound to be expensive if it is possible).
I threw together a budget oriented s/l capped build (energy def at 32.7, so small purple insp to softcap that). The health procs could be skipped, and the posi's blast sets if your budget is really tight. I started on a fresh page, but tried to keep the flavor of your build. Should be quite a bit less expensive than yours, as well. (4 pieces of kin combat will empty your current budget).

I agree that finding a set you'll enjoy is the most important consideration here. As the others have said, any blaster will cruise thru content at -1x0.
Having said that, rad/em has the ability to stack stuns by level 20, and /em has several nice utility powers. (actually, /em can stack stun all by itself by level 20)
Ice blast has the ability to stack holds by lvl 26. Paired with /em, you'll have quite a few mitigation options.
Ice/Ice is very easy to solo as well. -
the rectified reticles provide typed defense, /sd is a positional defense set. Meaning they're not adding anything to the build. (They're not particularly cheap, either).

I'd replace the dam/rech with the proc on a build with this much recharge.
I agree with the previous posts on the other stuff.
I'd drop the hecatomb dam or dam/end for the proc as well.
Your accuracy is capped vs. +4s without Focused Accuracy. Hit points are capped with DP. You're really only gaining 5% runspeed, +perception, and to-hit debuff resistance. I'd consider swapping to tactics to get you protected to fear and confuse effects, while keeping the +perception. A couple rectified reticles for some s/l def, or 2 adjusted targetting for a small +dam bonus.
Superspeed or sprint will take a celerity +stealth for complete stealth PvE.
Integration is not affected by heal enhancements in Mids. Is this a goof, or does it work that way in game, too?
You don't need the -kb io in Resilience, and don't really benefit from the hit point bonus.

Actually, I'd like some feedback on a planned respec.
I'm not interested in Shadow Meld. I love fireball too much, as it is I barely use MoG, having reconstruction up every 16s, over 50% uptime on IH, and the monster that is DP. SM's 3s cast time is a bit of a turn-off as well. Moar fire fits thematically, too.
MoG looks underslotted for recharge- an extra recharge enhancement here is only worth 7s or so.
Tactics to be used situationally.
The main change from my current build is dropping QR for Resilience. I'm still torn on this... I may have to start using MoG as a recovery tool.
T4 Barrier should have me pretty close to capped for s/l.
Kind of wish this were a brute, but I rolled this a while ago.

SD/DM/Soul should be right up there, too. Not sure if it would exceed an FA/SS/Soul but it's sturdier.

Build looks pretty good.
I'm not a fan of the gaussian's set for typed builds, maybe swap this for 2 rectified reticles (and some end redux if you plan on actually running FA). You might also consider swapping FA for tactics for a bit less end use.
I'd want 12pts kb protection, ymmv. A BotZ in SJ would get you 4 more pts, you'd have to grab a slot from something else for the rest. -
With all due respect, that build is pretty bad. Enough so that I hardly know where to begin... Stupid reply thingy would boot me before I was done typing anyway.
I'd recommend 2 builds, 1 for farming and 1 for PvE. Unless you're going to build an SS/Fire, in which case don't bother with a farm build. For farming, build for recharge, recharge, recovery, end redux in your powers, and recharge. Maybe sneak in fire defense if it's convenient.
For PvE, build for typed defense. Either s/l only, or s/l/e/n. I tossed together a quick example, I wouldn't call it a budget build by any stretch of the imagination; 80M should buy... well, maybe the rectified reticles. I tried to save a little by using smashing haymakers in place of kinetic combats. Upgrade these to KCs as your budget allows. I tried to keep the general flavor of your build, but dropped Mu for leadership powers to get defense numbers where I wanted them. A word on tactics: I'd use this situationally, as it's end drain you don't really need. Mostly a set mule, but useful in certain circumstances (BAF prisoner phase, high defense baddies, etc).
some highlights: decent recovery, 40% s/l once you've upgraded to KCs, build as is will cap s/l/e/n with a small purple insp. 12 pts kb protection, acceptable accuracy without tactics on.

I tweaked it a little, but... still not good lol. End recovery is pretty bad, defense is not great, gave up some recharge... hehehe. Help!

My Rad/MM blaster is one of my favorite toons, capable of feats I wouldn't have imagined possible. I'm currently using a high recharge s/l def build, and I'm pretty satisfied with its performance...
But I'm leaving some damage on the table. A couple of powers are 5 slotted with decimations, so not ED capped for dmg, and I'm not taking advantage of rad's abilities to use procs.
So the build that follows is something I'm looking at for a 2nd build. I didn't want to throw defense out the window, as I spend a lot of time in melee range. Goals were middling defense numbers (I'd be willing to go with a little less than I have here if it means gaining significant dmg or recharge), ED capped dmg in my attacks, high recharge (I'd like more of this than what I managed, but don't see where I can get it without giving up dmg).
edit to add: main goal is more damage. budget is pretty high
My ST chain is C.Burst-XRay-Mind Probe, ranged ST chain of CBurst-XRay-NBolt. My AoE is typically dispensed as Irradiate-NBomb-PSW.
I was hoping to get some more eyes on this before I pull the trigger, as it's not an inexpensive build. Also had some Q's, and wanted to hear people's general opinions.
-I procced the heck out of WoC. These should have a chance to fire every 10s? I assume they'll need to do an accuracy check to hit? I've got quite a bit of +acc in the build, but I've considered trading a proc for an acc IO. I'm not totally married to this slotting arrangement; would these be better spent on a numi +/+ or 4th pshifter in stam? or elsewhere? DP gives me pretty good recovery in most situations, and those rare situations where I can't get a target for DP I'm also not typically blasting continuously.
-I considered trying a +dmg build. I'm still really torn between t-strikes and devastations in my ST blasts for this reason. Any thoughts on pursuing more +dmg, or where I might reasonably get it? 4 slots of coercive persuasion in WoC gives a nice buff, and also recharge at 5 slots. Better than the procs in the long run? (I don't think the ranged/e/n bonus is worth it on this particular build. edit: well, maybe it is if a swap out the t-strikes).
-Any other concerns I might be missing?

Build looks solid.
Nothing 'needs' to be changed, but I'd make a couple of changes. Ymmv and all that.
-build could use kb protection. swap a BotZ runspd/end for a BotZ -kb in CJ. one is fine for most blasters, but since you wouldn't really lose anything by doing it, i'd replace the BotZ runspd with a -kb in both SS and SJ for a total of 12 pts. most sources of kb in the game are mag3, more rarely mag10, end extremely rarely far more.
-caltrops doesn't benefit from accuracy enh, and in practice doesn't benefit much from dmg enhancement due to the fear. baddies don't stay on it for the full duration unless you immobilize them there. there are some nice bonuses in the set, but 1.88% ranged def for six slots isn't that great. I'd use one slot in caltrops (common recharge IO), and shift those slots somewhere more useful. 6 slots of trap of the hunter in web grenade (for 3.13% ranged) is one possibility, I'd most likely 6 slot Weave with Red Fortunes and move the extra slot to stamina. 3 pieces of pshifter will give more recovery and a bigger hp bonus, 2 endmods and 1 pshifter proc will give the best recovery.
edit to add: the Ragnarok proc is also fun for a single slotted 'trops.
-i don't find LRM rocket to be that useful due to its 5.87s (!) cast time. I rarely have 6 seconds to aim at something unless i'm solo. However, it's very high dmg and looks awesome. Ignite, while also marginally useful, might make a better 'one slot wonder'.
You can see your defense numbers with stealth suppressed by going to options-> configuration-> effects & maths and clicking the box 'attacked' on the far right. -
some thoughts on your build-
You're going to be sucking wind in a hurry...
Oblits are a poor choice for blazing aura, due to the fact that it's a high-cost toggle, and the set has only 18% endredux. It's a good set for burn, thanks to burn's low end cost.
FA is another high cost toggle- do you plan on running this or is it just a set mule? Might consider switching to tactics
Gaussian's are great for positional builds, a less effective use of slots for a build focusing on typed defense. Maybe 2 rectified reticles (and some end redux if you're planning on running the power).
If you're not planning on running FA, accuracy is pretty low in several of your attacks, I'd use the slots gained from dropping the gaussian's set to shore these up.
I'd move at least 1 slot from superior conditioning to stamina.
There are very few situations in which mag8 kb protection is more useful than mag4. The most common kb attacks are mag3 or mag10. Either build to 12, or 4. (There are also a few situations in game for which mag12 isn't even enuff -eff you, mary mac- but they're so rare and so extreme that they're not really worth building for)
