Well for farming and fighting elite bosses and smaller, ive found the single tgt dmg of my ELM/SD/Blaze to be quite sufficient. Ofc its not very good, but as pointed out, its mostly about AoE anyway... However, ELM is not all about firing your big cannon every 30 secs (imo)

Hmm... wouldnt it be more beneficial to get the E/N and F/C closer to softcap and let the S/L be ~40 (i mean, invuln has big resists to S/L, so...)

Nothing much to add, but:
1) Fiery melee is not bad.. it hasnt got a heal nor the AoE compared to /elec, but the single tgt dmg is very strong and if you like flames... aaah -
If you like/ can handle the clickies, then regen is nice. But, WP is a "fire and forget" mode and it surely doesnt need any heals
(I made a /wp recently and even if still is a lowbie w/o IO:s, i feel quite powerful with it at times...) -

imo, your 3 slotted active defence is very easy to doublestack --> plenty of DDR and hence no need to stack defences so high... but this is just me and my ideas
Lowering defences, still softcapped but now a tad more regen (47%) and some extra recharge (+72.5% vs your builds 57.5%)... also some more accuracy (40% --> 52%). However, dmg was lovered 5.5%... Some tradeoffs ofc, hopefully you get some useful ideas out of it!

So, in the case of /SD you would need to get atleast 45% in melee, ranged and AoE defense to be "good". -
Actually, im still using the 1st build from my thread i posted above (i think i added a numina unique into health, but other than that)
Imo, its pretty cheap and does its job decently. Regen (and recovery to some extent) is poor, but i can solo +2/8 missions with it (insps are nice).

Came out with this... slight improvements in some departments, added Haste and took out Grant Cover (havent really missed that one, but if you want it, just change it back (and rm Haste) and slot it with 2x LotG and place the kismet back in Phalanx Fighting).
Also took out the Mako's from CI, since it had 5.2s recharge and iirc to be able to run the singletgt chain of CI-CB-JL-CB, CI would need to be recharge in ~3.96s (this is from my memory, so could be off)... so 5.2s vs the 5.33s imo is irrelevant in this case (again, i might have missed why you slotted in the Mako's)

Oops had wrong exposure in Active Defense... ment to place the +def - recharge in there (seemed to have the +def -end redux).

Hmm...
Worked it a bit, replaced OwtS with Chain Induction and boxing with kick, some slotting were changed too... a tad more expensive, but not too much imo and has got some more regen, HP, recharge and recovery atleast, althou def is a little lower, but... sofcapped nonetheless. Accuracy got down from 51% to 43% thou... Oh, and i changed Havoc Punch to Charged Brawl too (better DPA with CB) and slotted it with dmg instead of +sleep...

Just to comment a little further, when I saw the thread title, my immediate thought was "All of them." All scrappers solo well. They have different strengths and weaknesses, but they all solo well. The primaries and secondaries are very well balanced, and there simply aren't any bad combinations, nor any combinations that are clearly superior (at least in PvE). You'll find a vast variety of scrappers being played, even among the min-max powergaming crowd.
But if i had to choose one, maybe Willpower is easiest to begin with. -

And i really dont understand your slotting, but... *shrug*

Not too bad, but... no softcap which imo is "blasphemy"
Anyway, thats because of my Kat/SR "background"... and that i dont really farm.
Some suggestions :
Take out the 4th LotG (Def/end/rec) from some of the toggles to remove the redundant +9% accuracy capping and move it to eg. health. I would also slot True grit with 3x Numinas (and try to do that in health also, tbh). Get some more Hp and health that way, your gonna need it since not in the softcap

Hehe... i think my next respec will be without hasten, but maybe with BU... not sure yet, many times it doesnt seem to increase my dmg (i guess its capped already? with reds ofc) but sometimes its nice... (+its a good mule for gaussian set )
