Elec/Shield Scrapper build

Ok, so I'm now working on an Electric/ Shield scrapper and I am nearing my end game with it. So It's time to start thinking IOs. I played with the build and got it to soft cap Melee/ Ranged and 40% AoE while including Aid Self (which has been extremely useful) I'm posting the build up here to see if I am missing anything. A better recovery would be nice but I don't think it's possible to add in Physical Perfection without losing something else.

Also how does Phanlax Fighting work exactly? I think Mids has it buggy Cause it seems almost as good as weave but the numbers don't match at all.

Thanks guys

yes Mid's a bit buggy on that one, fix is eg. in here:

Fix was (iirc)
Options --> Advanced --> Database editor
--> Main Database Editor
--> Select Scrapper_Defense (left side)
--> Select Shield_Defense (middle)
--> Double click on Phalanx_Fighting (right side)
--> Click on Effects tab (3rd from left)
--> Double click 3.75% Defense (Ranged)
--> From the Affects: dropdown menu, select [none]
--> OK
--> OK
--> Save & Close
--> Close

Anyway, here's a build suggestion:

Xandez! I like this build. Fixed the recovery issue in the OP build (2.5% to 4%) as well as recharge (42.5% to 62.5%). LR and SC now recharge in 25.5 secs versus 38.7 secs in the original build. With Aid Self in there, hopefully won't need OWTS. Soft-capped pretty much (ranged only at 41.9% but meh). I have a level 30 elec/SD going now on Victory and this is my new template. Thanks!

P.S.: Oh! Forgot to mention.... NO Purple sets! A very affordable build. If you are a boss, Lt, or minion standing in a large group, you should probably start singing your death song now.

And its even sofcapped to ranged, fix for Mid's Phalanx Fighting bug in my above post. (PF should give you 3.75% positional def, but Mid's only shows it for melee and AoE w/o that fix)

Very solid looking build.....might switch the doctored wounds to numinas since you already have five 5% recharge bonuses

Edit: My mistake, you are fine on recharge bonuses. I was thinking mako's bite had one

Hmm, theres something odd about that quite high recharge values... have to check

There is...it's only 62.5% not 162.5%.
The Force Feedback chance for +recharge is in Thunder Strike and turned on.

The recharge on SC and LR are really only 35.7s not 25.5s.

*edit*
As Vitality said, the 100% too much was there... however, did some minor adjustments to get more recov. into the build
Took Physical Perfection in this one... dumped buildup. If you like to get buildup, you can dump eg. PP to get it, but... with /SD buildup is imo not needed.

Am I looking at a different build or something? I see the recovery to be 2.67, not 4%

Thanks for clearing up that bug problem. Just wondering, Does Build up even affect LR or SC? Somewhere I think I read that they were pet powers.

I do like the build but I'm actually debating now if I want to drop Build up for Havoc Punch as I am actually used to having 5 attack powers (Not counting LR or SC) for anything that doesn't die right away.

Ok, I tweeked the build a bit and tried different things. Basically I got to soft cap, kept 5 attacks, and got PP. In the end it came down to build up or PP but I think the end was worth it. Here's the build:

Check this one, has some nice info

http://boards.cityofheroes.com/showthread.php?t=196370

So, (quoting BlazingBlue)

Chain Induction > Charged Brawl > Fire Blast > Jacob's Ladder

Recharge requirements;
Chain Induction: 4.356 seconds / 222% recharge
Charged Brawl: 0 / 0%
Fire Blast: 4.092 seconds / 47% recharge
Jacob's Ladder: 3.696 seconds / 117% recharge

Imo, if you do get the 5th attack, its easier to make a fluent attack chain, however... i have Elec/SD with only CI, CB and FB... and i really havent missed a fluent singletgt attack chain (yet)

Changed a few things in Xandez's build, in Aid Self I wouldn't advise slotting for interrupt it has a .5 second interrupt which is already incredibly small slotting to shorten that would be unnoticed. Kept the same endurance consumption but raised your endurance gain. I'd suggest slotting Active Defense with Membrane Exposure as it really helps with your defense debuff resistance. If you really want to lower your endurance consumption I'd suggest spending some influence on a few Enzyme Exposures and replacing your Luck of the Gamblerefense/Endurance with those. They enhance your defense and endurance usage by 33% rather then 26.5% and 15%.

Isnt it 1s and not 0.5s (atleast according to Mid's) *shrug*

Personally, I can't imagine not having build up but you are right that you can get along without it with this set. After LR+SC most minions and Lt's are dead.

not to mention that six slotting it with an IO set can get you another 2.5 to all positional defenses.

I thought it as very good too, until i read what Umbral wrote here:

Which isn't to say that Build Up isn't a great power. DPS is improved, but a possibly bigger benefit is burst damage. And let's not forget the 20% to hit when you're dealing with to hit debuffs or defense. I've never skipped it yet.

Umbral explaining why he didn't take Build Up in a specific build is probably not the same as him recommending that people skip Build Up in general. Note also his comment, "I don't really bother using it all that often." I click mine almost every time that it's ready unless I'm saving it for my alpha strike in the next spawn, so I'm getting more benefit.

Yes but if i want to get JL and same time keep fireball in my Elec/SD/Blaze, i will have to skip something and... so its down to weave, hasten or buildup really. Dont want to lose softcap so down to hasten and buildup and maybe its time for buildup to go... dunno.

Does it affect to LR & SC btw?

Reading Umbrals comment kinda opened my eyes, since i've always thought buildup is one of the "nonskippables". And maybe it is, but im not so sure anymore
(heh).

I think it's skippable. It's a great power, but you won't be gimping yourself if you skip it. Without looking at anything specific, Weave is likely better than Build Up on a defense build, and Hasten is likely better than Build Up on a build that needs a lot of recharge. I'd try to find a way to fit everything in, but that doesn't always work out.

Build Up does impact LR & SC significantly. My level 45 Elec/SD scrapper with BU and AAO can allow me to alternate between LR and SC per mob. Once Fire Ball is added.... whoa boy. Your Def may not be that big of an issue cuz the mob will mostly be dead. If you are planning to fight AVs then that might be a different story. Frankly, I would keep BU & hasten. I would try to decide between weave and a lower lvl ST power to skip. But my guy is built to farm.

Hehe... i think my next respec will be without hasten, but maybe with BU... not sure yet, many times it doesnt seem to increase my dmg (i guess its capped already? with reds ofc) but sometimes its nice... (+its a good mule for gaussian set )

You know I didn't think about hitting the damage cap. If you are already there then BU isn't going to be beneficial. Need to check that out as I hit 47 last night and am about to respec into an IO build. More homework...
