Elec/Shield Scrapper build
Build Up does impact LR & SC significantly. My level 45 Elec/SD scrapper with BU and AAO can allow me to alternate between LR and SC per mob. Once Fire Ball is added.... whoa boy. Your Def may not be that big of an issue cuz the mob will mostly be dead. If you are planning to fight AVs then that might be a different story. Frankly, I would keep BU & hasten. I would try to decide between weave and a lower lvl ST power to skip. But my guy is built to farm.

i have been doing missions set for 8 since shortly before hitting 40,and only started adding in the good IO's(besides steadfast) at 47.as long as you are 1 luck away from the soft cap,you can always have lucks to use to keep you at the soft cap.
i am thinking about focusing on recharge bonuses for a farming build,and not worrying about hitting the soft cap at all.
as far as farming goes,soft capping with IO's is not needed at all.

Not too bad, but... no softcap which imo is "blasphemy"
Anyway, thats because of my Kat/SR "background"... and that i dont really farm.
Some suggestions :
Take out the 4th LotG (Def/end/rec) from some of the toggles to remove the redundant +9% accuracy capping and move it to eg. health. I would also slot True grit with 3x Numinas (and try to do that in health also, tbh). Get some more Hp and health that way, your gonna need it since not in the softcap
(hehe)
My current build with only Melee 0.6% from the soft cap. Higher recharge than the other builds there too.

Does it affect to LR & SC btw?
Reading Umbrals comment kinda opened my eyes, since i've always thought buildup is one of the "nonskippables". And maybe it is, but im not so sure anymore
(heh).
Your best bet is to keep BU and six slot with Gaussian's set for the %2.5 to all positions IMO.
Level 50s: to many to remember at this point
