I have been developing a toon for primarily team support. I haven't seen much discussion about Illusion combined with Thermal but forged ahead anyway. So far I am liking the toon at 22. My initial build had CJ/SJ as well as hasten but I then thought Hasten/SS and CJ would be a better combo. With Group Invis + SS I figured to stealth some TF missions. Maybe I have that wrong? Anyway, I now have two builds identical except for travel powers. The wierd thing is this, one shows PA to be near perma (65 secs recharge) but the second shows an 80 secs recharge for PA. Maybe I had mids set wrong in the second build? I can't find the difference in settings. Is hasten not being accounted for in the second build posted below?
As usual, any build advice would be appreciated.

Awesome guys. Thanks so much for the input. I'll tweak this guy to incorporate your advice (as soon as they get the markets working again). I'll 6-slot DP for sure. I am playing the posted build now (except for the Gladiator Def unique - just another Def IO in there now, again with the markets). He can solo mobs pretty good at +2/8. Now with mobs wandering and spreading out more in i17 it is a little more difficult but the high ST damage helps. On teams, this guy is just hilarious. On to Mid's for some tweaking now. Thanks again. This was just the tweaking I needed.

I mainly went for s/l defense and recharge. I figured to play this guy at blapper range. I know the build is expensive but I have the influence saved up. Thanks in advance for the input!

I have seen master builds that had hot feet IOed with 20% damage procs and those with a standard set such as Oblitsx4 plus end red x 2. Has anyone seen both? Is one better than the other?

When I was building my Elec/SD/Pyre scrapper, I was seeking exactly what you are: capped Def in all 3 spheres and perma Hasten. In one of my posts, someone off-handedly posed the question as to whether soft-capping was really necessary as there would be few left to harm me soon after my intial attacks. So on a whim I gave it a go without capped Def and guess what? I am very survivable. I only die when I forget to click Active Defense and get stunned (rare as it is usually stacked X 2). My build is a mob-killing farmer fighting at +2/8, usually no bosses as they slow you down. ST damage is not that great but that's not what this primary/secondary is all about. This build may look moderately expensive but I got the LotG +rech IOs from merits on flashack missions. I have no purples. Once I acquire purples, may include bosses in my farming but idk. Please note the FF +rech proc in Thunderstrike which gives 100% recharge for 5 seconds (10% chance). I farm freaks for drops, fun and profit at the above difficulty setting with no problem. The first mob gets BU>LR>SC (no survivors) then afterward run into the next group, allow them to gather around me taking minimal damage, TS (usually FF proc fires)>Chain Induction>Fire Ball. By then BU/LR/SC are up so that wipes the mob again, rinse, repeat. The freak rezzers often follow me to the next group where they breathe their last. I could fight at a higher diff setting but +2/8 seems optimal for speed, influence, and drops. I am running at 46% Melee Def, 41.8% Ranged, 40.6% AoE, 290% regen, 189% (3.48/s) EndRec, 76.3% recharge. I have also been using the buffing station in my SG base to get Increase Attack Rate buff (20%) but honestly I don't notice any difference. Here's my build. While I am sure it could be bettered on paper, I am crushing all set in front of me.

I have a Fire/Kin and a Elec/Shield scrapper. The scrapper is faster for farming hands down and so much easier to play. BU+Lightning Rod+Shield Charge=completely dead +2/8 mob. On my non-purpled but heavily IO'ed/Lotg'ed build, that trio is up every 30 secs if not sooner. So it goes enter mob, draw aggro and gather them around you, take the alpha and beta strikes easily, BU+LR+SC, move into next mob, ThunderStrike, Chain Induction, BU+LR+SC, rinse, repeat....accept compliments from team, console fire/kin because he doesn't have time to get off fulcrum shift and you don't need it.... you get the idea.

The 3 epic blaze powers have turned out to be set mules to boost regen, rech, acc, and def. Body mastery may be in this build's future. The build is not too expensive and it is incomplete with still some SO's in it. Will add some Miracle's and Numina's in heatlh and Miracles and Steadfast in True Grit for a little more recovery and regen/HPs. But honestly, as is, he's awesome and appreciated on any team. Team member comments like, "OK, we'll just stand over here then?" "Wow. That's.... Wow." and "I think we can raise the diff now." will be common for you. Anyway, here's a not too expensive, incompletely IO'ed build that rocks whether I am farming or on door mishes. Power selection was influenced by my need to do a lot of FlashBack TF's for merits as I am poor compared to some of you guys. That's how I got 5 LotG +global recharge recipes in about 2 weeks. No purples (yet).Goals for the build were quite naturally 1) soft capped def 2) global rech 3) regen and 4) recovery. [code]

You know I didn't think about hitting the damage cap. If you are already there then BU isn't going to be beneficial. Need to check that out as I hit 47 last night and am about to respec into an IO build. More homework...

Plus the numina unique and performance shifter procs act exactly the same no matter what level you are, so if you do see one available at a lower level, there's no reason to wait for a higher level one... again, assuming you have the money.

I have my Elec/SD scrapper almost to level 43 and am starting to note end issues. No IOs at the moment. Figured I'd wait until 47 to start the IO process. Been putting some finishing touches on the build on Mids. The question I have is what % End Recovery should I be aiming for? I don't know if I will end up with room for Physical Perfection. I was hoping 4% might do it?

Xandez! I like this build. Fixed the recovery issue in the OP build (2.5% to 4%) as well as recharge (42.5% to 62.5%). LR and SC now recharge in 25.5 secs versus 38.7 secs in the original build. With Aid Self in there, hopefully won't need OWTS. Soft-capped pretty much (ranged only at 41.9% but meh). I have a level 30 elec/SD going now on Victory and this is my new template. Thanks!
P.S.: Oh! Forgot to mention.... NO Purple sets! A very affordable build. If you are a boss, Lt, or minion standing in a large group, you should probably start singing your death song now. -
Just FYI: It's not cheap anymore. They run about 100 mill per recipe. Still relatively inexpensive compared to some other purples but cheap? No longer.

At least they aren't hitting me while they are stunned now... I don't think. Still died on fourth group. Oh well. Respecing to add defense soon. Thanks for the confirmation about the crazed. It's almost like they don't want me to farm...

Maniac Slammers. Just went back into mish. Something is VERY wrong. Had all the group stunned, only six of them. No other bad guys around. I was still getting hit by some unseen force almost in sync with my imps hitting them. Just for good measure I threw Cinders, all assumed choking posture. Hit multiple times again and... died, again. This is messed up.
