Elec/SD End Recovery Question

I have my Elec/SD scrapper almost to level 43 and am starting to note end issues. No IOs at the moment. Figured I'd wait until 47 to start the IO process. Been putting some finishing touches on the build on Mids. The question I have is what % End Recovery should I be aiming for? I don't know if I will end up with room for Physical Perfection. I was hoping 4% might do it?

A net gain of ~3 end/s should be sufficient. But it does depend on your build and also with your personal pref.

If you have the money, the miracle unique caps at level 40, so there's plenty available on the market you can use at your level. Plus the numina unique and performance shifter procs act exactly the same no matter what level you are, so if you do see one available at a lower level, there's no reason to wait for a higher level one... again, assuming you have the money.

I have the PerfShift proc and have had no end issues, except in prolonged fights. (Usually when I try to herd the entire room of +2/x6 Spawns). That is with running Deflection, Battle Agility, Against All Odds, and Weave with 36% end redux in each attack and toggle. Not sure how your slotted other then a lack of IOs.
