Lvl 35 DM/SD scrapper -- can I soft cap?

Hi, I'm running a level locked scrapper through AE in order to get more mid-level recipes and enhancements in the system. I may end up going up to 40, but I'd like to stay at 35 for awhile.

Any suggestions on this build? The real bear is slots, and I know it would get a lot easier even going up a level or two, but I'd like to stay here. Stamina is probably a must, and a travel power is optional but preferable. Here's what I'm looking at now, but I'd like to get into the low 40s on melee defense. This gets me to 39ish, and since the default IOs are lvl 50, I doubt it would even get there. It saws lvl 34 for some reason, but the 35 power is Shield Charge.

I'd probably go with something like this. It's softcapped vs. Melee(45.5%), and 32.3% vs. Ranged and AoE. You can use Combat Jumping + Hurdle for travel, or Hurdle + Nunja Run, if you have NR.

Don't slot kinetic combats and reactive armors for a defensive set that's based on positional rather than typed defense, when there are better, more suitable sets available. What you are doing is extremely sub-optimal and way more costly than if you slotted sets that gave you positional defense.

I hope this isn't your live build, otherwise I hope you have plenty of respecs available.

Nice defense numbers, but it's very endurance hungry. Also, Accuracy is quite low. Even discounting those issues, you skipped MG... I really wouldn't do that.

Thanks for the inputs -- definitely some food for thought. I didn't run the numbers on Active defense to see I only needed one recharge. I think I may tweak my original build based on your thoughts. I'd rather give up Shadow Maul than Shadow Punch, but I'd need to find another mule for Obliteration. And I wouldn't want to give up True Grit for a little more defense -- that 12.7% resistance helps survivability -- and I'd want to watch endurance needs closely. Blues don't always drop when you need them.

FYI, I used Kin Combat because of the fewer slot usage as well as because I have a ton of those lying around the base. Respecs are a dime a dozen, so I'm not too concerned about making horrible sub-optimal mistakes.
