The Whitmoore Apartments, in a heartbeat. Located just northwest and down from the south tram in Steel Canyon. One good super jump can get from the roof of the tram to the roof of the apartments.
And the first thing I'd do when entering would be to give Mr. Green a hug. That doorman has put up with a LOT from the tenants over the years.
I'd be held captive in a secret Longbow facility beneath Galaxy City. When Galaxy City was destroyed, my prison would break open and I would be free to... uhm, ah.. nevermind.

I have a lakefront Hunting Lodge deep in the woods outside Croatoa/Salamanca.
There are 9 suites and a separate private cabin, so feel free to come pay me a visit if the crime in the city proper gets to be too much for you.
St. Martial. Fun times all day long.
An apartment in Atlas with a view of that giant statue I'm going to miss so much.
And a houseboat in Independence Port for weekend Giant Squid sighting-parties. Also I love those bridges.

I adore Croatoa, but probably Talos.
Ouroboros!!!!! And build a house on the floating islands, and become another epic time traveler along side Neme-- I mean mender silos :3
Then use the ouro portal to go and get food n stuff... Maybe bring some animals to populate the islands and make a fence so they don't fall off
That floating island with the waterfall in Ouroboros. It's a cool spot and it's in one of the few zones not overrun with criminals.
Of course I'd need my own helicoper or at least a jet-pack if I lived there. |

It would be a toss up between:
Talos, Spanky's Boardwalk. Beachfront property and the Cap'n Krak'n Jumbo Seafood restaurant near by.
St Martial, penthouse of the Golden Giza. Play poker and EZ Bac daily.
St Martial, Fortune's Wheel. Circus folk are crazy and fun.
I am answering as if it were me the player, and not one of my characters. To answer, I first have to assume the world wouldn't be crawling with bad guys the way CoH is. They could exist, but if they were all over the streets the way they are in-game, I wouldn't even live in Paragon. (If I was a Rogue Islander, I might not have any choice in the matter.)
Hero-side, Talos seems nice. I think I might like Founders Falls, especially near the university and the main plaza, though I think it might also be a bit boring. The north end of Peregrine Island is pretty nice, but I don't think I'd live there, because of the proximity to Portal Corp. (It'd be nice to live in if you worked at Portal Corp, though...)
Both old and new Atlas Parks had their appeal, but the war wall divisions for it make the zone too small.
I think the only villain side I'd be up for would be Saint Martial, down in the residential area in the southwest corner. Parts of Cap au Diable are OK, but it's still kind of grungy off the main city area. (I'm not much for living in high-rise buildings, which is basically all that's in the nice section of cap.)

It varies depending on the character .. and I have a lot of them.
Big Bad Bud is my Mutant Brute combining Street Justice attacks with Will Power defenses. His Bio states he grew up in Kings Row and after returning from a tour in the military beat up an entire chapter of the Skulls that had forced his youn ger brother to join the gang. He'd purposely live in Kings Row just to keep an eye of the Skulls and taunt them.
Operative Tessa is my Crab Spider and a Rogue who has faced off with just about every AV out there (good or bad) inluding her former Boss Lord Recluse. She's extremely rich (close to 2 billion in INF) and had many awards and accolades (she's my badger with over 1100). About the only place in the Rogue Isles she might feel comfy is St. Martial but my guess would be she'd find a place in Founders Falls.. nice rich neighborhood and she can really tick off recluse by not living anywhere near him.
I have a number of characters into Martial arts and I think they'd seek out someplace that would allow them to meditate and reflect.. Locations like the Shadow Shard or even the outer islands (floating) of Ouroborus offer up very beautiful views abd solitude unfortunately they don't seem to offer up any sort of shelter LOL. Fortunately they are all 50 levels so I could imagine them living in Steel Canyon which would offer easy access to Perez Park. PP does have some very pretty sites and at level 50, Kraken aside, what on earth is going to mess with a 50 +3 level Staff Weapons/Willpower Brute?
There is a temptation to locate characters I see as leaders in Atlas Park so they'd be close to the Mayor's office and Police Headquarters but who wants to live where you work?
I could definately see a few of my magic based characters finding a place to live in Croatoa. I always liked the look and feel of the zone and one character is particular, Doc Tenebris, actually has it in his bio that he is a professor there. So buying a house there would make it possible to walk to work every day.
Now villain side most of my characters long ago went Rogue so they could take a place on either side but if they chose to stay in the Isles the only two locations I'd consider would be St Martial or Nerva. Mercy is a war zone and LOOKS like it was bombed. Port Oakes has a small residential area but its more of an industrial area and who wants to live near that? Sharkshead? Nothing but warehouses, The main factory and the PIT. Nerva has some interesting scenery and no huge areas that are devestated and St M is like living in Las Vegas.
Of course I have a couple characters that would probably be such workoholics they'd just set up a room in the SG base and only leave to buy groceries or fight crime

If the question is where would my characters live, that answer would vary even more than if I'm answering for myself.
I like the music as one enters Faultline from Skyway South or Pocket D the best though the music around Blyde Square is a close second. I also really like the mall and buildings around where Mirror Spirit stands.
Cimerora apart from all the traitors/Romulus' troops is also really pretty and appealing, if rustic. At least I could go fishing there and go to the store without getting mugged. I bet the surfboarding there would be awesome! Hang ten!
Redside, St. Martial's without question, especially if I could afford luxury suites in the Golden Giza!
Yeah, Manticore's mansion is likewise gorgeous. Always hoped we could get some of those room details for our sg bases.
Given the prevalence of crime, I'd likely prefer to live in one of the SGbases rather than live in Paragon City proper and would visit the Midnighter Club often, provided I got to the point where I was no longer misusing the subjunctive case when speaking Latin.
Imperial City would also make a good home. It's way pretty with a fab night sky and has far less crime. Studio 55 is there and from which I can get to Pocket D. I'd probably think Emperor Cole was our personal savior, drink Enriche lattes and wonder why the Resistance even existed. So as a Hapless Citizen, I'd settle in Imperial City.

I'm changing my mnd. It's beautiful throughout, varied and (at present) has a zero crime rate!

Unfortunately it doesn't do too well in the next set of storylines, being overrun with DE and all. If Imperial City somehow survived and Hami was defeated, I would totally want to live there.
