Animal Masterminds? I was hoping for a Lycanthrope AT!
Even if it's not a genuine 4-legged rig, it still opens up a few new things, like cosmetic cats and dogs scattered around the city, or even a Paragon City zoo.

The problem has never been making four legged critters, the problem was solving the compatibility problem with four legged critters and a mass of animation sequences that rely on a specific rig to make work. In fact, some two legged critters still don't have the same animation rig as players do and those things can't share animations with players either. There's like a couple hundred different entities with different animations specific to them, and most of them are special case critters with just a few animations designed for them, because those things do not have to be able to execute all the animations for every single power and emote. But player rigs do, and more to the point when you make a rig play an animation designed for something else, *something* happens but generally not what you think.
The problem isn't making a four legged dog: the devs clearly can do that. Its probably not that much different than making these in theory:
As long as it only does an extremely limited set of things, those things can be specially created by the animators. The problem is figuring out what's supposed to happen when a four legged dog tries to perform an Eagle's Claw, or eat a doughnut, or draw a set of dual blades, or juggle.

But you could keep things simple by not even bothering with attack animations, and making a 'Wolf Travel Power' that functions like Hover Board. You don't get to attack, your run-speed is greatly increased (jumping height/speed slightly less so), and (possibly) you gain access to a few select emotes that are only usable with that power active. All they'd need to make is a movement animation and a jump animation.
I know a lot of folks who'd buy that even if it was just a travel power, and I'm one of them.

Well the Kheldian squid-form already has like, no emotes or animations aside from swim-flying and attacking, and as far as I know, people still play them. Why would this be different?

I suppose I should clarify a bit. I didn't mean for the character to be mounted on a wolf, just that the power would function like Hover Board.
As far as the actual in-game effects go, the character would just change into the wolf model (possibly with some sort of transforming animation, or just a quick burst of light ala when you become a Rikti Monkey with Secondary Mutation). Transforming into a wolf would work for a lot of various concepts: lycanthropes, alien shape shifters, spellcasters, mutants, lupine-serum inventing scientists, etc. You can work it in to any of the origins we have in-game.
Riding the wolf...That wouldn't fit in the game world nearly as well, imo. The closest thing to a 'mount' travel power I could see easily working is various vehicles (cars, motorcycles, etc.). It's too fantasy-ish (yes, I know that isn't really a word) to mesh without feeling clunky and besides, there are other games that let you do that already.

It has 3 stances, and 2 main animations - it stands on all fours, then stretches out its front legs and paw the ground a bit, it lies down, and it also sits down and scratches itself with one back leg.
