As to when the token might show up, I'm afraid I can't help. You can ask customer services about it, but to be honest they seemed to be as confused as the rest of us.

I do know that it's now the first and still no Paragon Points, despite my billing date being the first.
I personally do not hold any illusions that this will ever be fixed or at the very least consistent. I asked Ghost Falcon in another thread about it and this was his response (dated: 12/13/11):

And an answer that does nothing to explain the screwed up awarding of annual Vet badges bug that arose at the same time as the new system was implimented! It is now 3 months since I sent in my first report about that and still no resolution! Wonder what he will use as an excuse for that delay?
Edit to add: sorry forgot to be relevent so I have just received my December points and transfer (due on the 1st of December) on the 28th of December with none of the date movements towards the actual dates that we were told was happening. My due date and actual awarding dates have not moved at all since the system went live. Still nearly one month behind. VIP service, I think not.

make the date for stipend and token be the same for everybody for god sake, as it first was!
It was simple, fair and logic...

Well, it's the 2nd now and still no PP for me. Despite my billing date being the first of the month. Wonder if they are going to use the Winter Event as the reason for the points not being there?
Edit - And didn't even realize it, but my VIP sub came due yesterday as well. They were more than able to charge me for that, unsurprisingly.

My account has never lapsed and my billing date is the 29th of December. It is now the 4th of Jan at 5pm in the evening. I have not gotten my points or my reward token yet.

Oh here is the best example for why we needed the same date for everybody, as it first was.
Rhiana is waiting for December stipend, while Dark one is waiting for january stipend...
so Dark One will have 400 points more than Rhiana.
Why? Why in the hell shoud Dark One have more point than Rhiana? What did Rhiana wrong?
Yes i am in the same boat than Rhiana. I bought the game late in the month seven years ago... So i have less points than people that bought it early in the month... five years ago...
It shouldn't be the same day for everyone, it should be the day your account is billed. For both the points and reward tokens. In theory, you should've gotten your Paragon Points on your billing date. Why this month they're late with it...*shrug* who knows. Mine finally came on the 3rd at some point.
Or your billing date the first time and then the 1st of the month thereafter.
It's pretty low on the priority list, so ask for w/e the hell you'd like--not gonna matter anyway.

why?
first stipend was given the same day for everybody, not on billed date... so changing the date after that create inegality among players...
Explain me why you should have more point than Rhiana?
And don t tell me it s an exception... she is billed on 29 and you are billed on 1st... so you always have more points than her 28days a month. The actual delay just put the light on this issue.

Beginning in October, it should have been on your bill date because that's when you pay for the perks. The appearance of having more than someone else is superficial. If I am billed on the 1st and you are billed on the 30th, then it looks like I have more points than you for those 29 days; but the fact of the matter is that if we both cancelled our subscriptions on the day after our respective bill dates, we'd end with having received the same number of stipends. You just receive the perks when you pay for them. That is how it was described at first and that is how it should be.
The way it is now, with none of the dates tied to anything in particular it's hard to even keep track of if you've received everything on time because it's not clear when you should expect to see it.
Additionally, the way it stands you only have access to some of the benefits you paid for for part of the month. If your bill date is the 30th and you don't get your reward token until the 23rd then you only have access to whatever benefit it gives you for 7 days out of the month that you paid to have it. That seems a bit odd to me.
I sincerely hope that somewhere there is still effort being made to resolve this so that it all falls on the bill date like they originally said that it would.
Yay! I got my paragon points on my billing date this month instead of the 10th-ish. My vet awards always came 10 days earlier on the anniversary of when I started the game as opposed to the anniversary of when I started paying and that seems to be the same with my tokens.
But I still think they should try to merge times for tokens and points and give both out on the billing date for the upcoming subscription month. Keeping track of time played pre-Freedom for tokens vs time paid for points no longer makes sense in a game where anyone can play for free. Once the two are merged to the same day it should be simpler to start awarding tokens in advance when time is paid in advance and then we'll have everything we were originally promised.

I take it then that you would/did have problems with the old veteran reward system, since it was based on billing date rather than a set day per month? Billing date is what makes sense since it's one day and they've already shown that they have the capability to award stuff based on that day, rather than putting out random and unrelated dates.
The reward token and the 400 PP's arrive together, yes? I received my points yesterday, but I still have not received my token. My bill date was one full week ago. Should I contact support or give it another week to show up?

Annnnd according to supposrt I received my points on the 20th (I got them 2 days ago...) and received the token the same day, (uh, did not.)
I had 2 tokens last month from buying extra PPoints, but that was all. Alas, I never took screen shots so I really can't prove anything. Guess I am out a token this month though they claim my account was awarded one.
*shrugs* I'm not one of those that'll raise a stink so I guess I'll just grumble quietly to myself and try not to look at how close I was to the celestial armor.

An interesting turn of events...
Yesterday support claimed that I received my points on the 20th, which is false. I received them like...2 - 3 days ago. They also claimed that I got my token around the same time, they were adament that my account had everything that it should. I logged in last night...still no token.
I got an e-mail a few minutes ago, telling me that maybe I earned it while playing (wha...?) and that it awarded while I was online, to go check now and to see if I had it.
I log in and whaddaya know...a token. The very thing support told me yesterday had been granted the 20th of December, which obviously was utter BS. I log in and play every day, multiple times. I have been checking each time for a token. nada.
This is the first time I feel that I have really been screwed with by support.

Brand new player here.i started in November the 27th I'm ViP ..I have been eagerly awaiting my December token I received my stipend on the 28th no token..
came to the forums found this thread figured i would wait till the end of the month(today) got a server transfer no token.. Came back to this thread to find even you vets have no idea whats going on! I Do think i got a token on the 23rd when i used some Christmas money to buy PP, I wish there was some way to track tokens along with stipend! But -if- i received my monthly token on the 23rd( which im still not sure if that was it or not.. then there does in fact seem to be some magical significance with that date!
I do enjoy CoH very much if i did'nt i would not have subscribed, how ever i want my tokens! cuse as i stated before i am new so i'm eager to get the fun goodies from the rewards tree! It is just a bit frustrating when i ask about it and even 7 yr vets throw there hands up and say " I onno"
