Who is the DCU's Mystery Woman?
She's their "Out" for if/when the reboot sputters out. Basically, the next big event.
Perhaps the new Spectre?

I noticed her in a couple issues, though it seems she's most popular in issues I didn't buy. Curious.
She's Escape. If things start to go bad for the new DC world she'll be the one to set them back on the right path. If things go well she'll "escape" and disappear from the new worldset perhaps with some kind of comment about "Now they will be ready...for the future...."
I really shouldn't comment since I haven't bought or read a new comic in many years now and didn't read much DC even back then. This DC reset though hasn't made me want to get back into them all that much though. Perhaps it's all because of what others have said....Too many major multi-book events.
Harbinger, perhaps?
Goodbye may seem forever
Farewell is like the end
But in my heart's the memory
And there you'll always be
-- The Fox and the Hound
I've been thinking the Female Time Trapper.
She was always kind of an odd dangling plot line they never picked up on, someone might have figured "Hey we could use her"
She's Batman... in drag
Ms. Machina. Deus ex Machina. She's the living incarnation of a punch in reality.

You know it would be all shades of hilarious if it was Raven.......
Waldo's wife.
My theory.... the new version of Void from the WildC.A.Ts
She is the DC version of Where's Waldo.
The first step in being sane is to admit that you are insane.
Mrs. Phantom Stranger? Mrs. Specter?

Her name is Bernadette. She's actually an intern at the Omniversal Operations Preparation Schema. They're the ones who work at setting up the world slightly ahead of the present. All OOPS employees are supposed to clear out of the setting at least 5 seconds before the present reaches it, but her Transitioner wasn't calibrated properly and she ended caught in the present instead being at least 5 seconds ahead of it. The present is sort of like a pressure wave/temporal surface tension, and once caught in it it's hard to get free. Crews are trying to set up a Chronal Arresting Gear system, but it's tricky since they have to avoid catching the wrong person and the present is an ever-moving target.
Also, Chronal Arresting Gear's temporal signature tends to attract and aggravate Langoliers, so you can't set it up too long before, or leave it active for too long after, the present passes by.
