Hmm, possible power ideas:
Time in a Bottle -- chug it and suddenly you're way faster than everyone else
Time Sink -- open one on the floor and every enemy in the area is suddenly way slower than you
Time Vortex (or Time Tunnel?) -- targeted enemies will be sucked through and land wherever you place the portal
Time's Cruel Trick -- you can turn anyone you target into the New Year's Baby

Slow Time - ST slow, -recharge, -def (Infrigidate w/o the fire debuff)

Maybe a rewind time for a rez.
Would be cool:
An aoe toggle that increases recharge and regen of all around them. Time goes by faster for your friends (and yourself) so they attack and heal faster.
Do over: Instantly recast last power.
Some power that causes a mob to relive the damage they just recived in the last 10 seconds.
A power where your future self goes back in time and tells you what the mobs are going to do giving you and your team a boost to Def. (think Mind link clone)
On the I wish, but never gonna happen list : a buff speeds up time for one person. It would have the effect that reduces cast time of your attacks so you can actually move and attack faster. +recharge is nice but if you already have a maxed out attack chain, more recharge does nothing for you.
I think there may be some sort of " enfeeble " type of power
where u would age your foe in to frailty -res , -end , - rech , -regen
+/- recharge, +/- regen, +/- recov, slow, hold, TP of any variations are all good guess of TM. I would say + def too with the underlying concept that you know what is going happen next and you aviod it. Self dublication would be a good thematic pet.
I might have an offensive power, or two, too in the form similar to Propel/Forcebolt or Wormhole.
I am also sad that the game already has 13 buff/debuff sets, and yet that is where a new set is being added instead of adding new blaster/dominator secondaries.

Probably because 1 new Buff/Debuff set adds 26* unique powerset combinations compared to 7 or 10.
[*26 assuming you don't duplicate Defender/Corruptor sets. If you do, there are 34 unique combos.]
Defenders and Controllers also haven't seen a new Buff/Debuff release since Trick Arrow and Sonic Resonance in August 2005, prior to City of Villains. Every powerset they have gotten since has been a proliferation from City of Villains (Cold, Thermal, and Traps). When Pain Domination, the new buff/debuff set did come out, it again was limited to villains.
Personally, I'm just waiting for the invasion of Time/Sonic defenders soon to be named "Generic 123 456 789" that we'll see within a day of this going live. >.>

The cynic in me says this will be a combination of Trick Arrow and Kinetics.
I'm hoping I'm wrong though.
Also I'd put a good bit of money on one of the powers being a version of Harbinger's time slowing aura.

You won't get the bonus for being subbed on the 1st. You'll get the bonus at the beginning of each billing cycle that starts after the 1st. So if your account renews on the 3rd, you get nothing on the 1st and bank 400 points on the 3rd. If you instead let your account lapse, and reactivated on the 5th, you'd get the bonus on the 5th instead.

So someone who pays every 6 months and is only due to pay again in, oh, September (say, me) wouldn't get any points until then? Would I at least get 3 months worth (July, August & September) ? Would I get my points every 6 months, or every month?

Rad already has some toggles that simulate a level shift. Kinetics can +recharge/+speed. Empathy can accelerate healing and recovery. Numerous sets can slow. So what do we get with Time Manipulation that would be unique?

Well, the only thing that I can think of is having a lot of +recharge and -slow debuffs.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.

Good design is recognising what most players like... and dislike, and I'd rather struggle to choose my powers because all 9 are useful, than have a useless one, thats just wasted developer time!

Really really wanting to know what the set will do.
I wouldn't mind a self-phase, not an enemy phase. Would save me some pool picks .. and well it would be awesome.

I know! What we need is a new AT that uses dominator secondary sets as a primary and blaster secondary sets as a secondary. That way developing those sets has more impact. Brilliant! Brilliant! We can call them Blastinators!
