That just the 30 day temp jetpack that you buy for $4.99 in the NCSoft store.
Its been around for a good while, just don't see too many in game.

My eyes arent as good as they used to be but do his gloves have a dark trim and does that white stripe on his pants have a thick black outline?

At least it was said at PAX that back details are coming. Just no very soon. I guess "in the queue" is better than "we think it's a good idea," "someday" or "no!"

The chest appears to be stealth. Pants are baggy, but the only strip pattern that matches is a solid color. That stripe on the pants is two-colored, which can't be done so it must be a new stripe, but I would guess that only one of those two parts of it are able to be colored.
Pants are Resistance tucked in, I think. Which has a stripe like that has a semi-outline.

D'oh, I forgot about the Resistance pants. *edit* I checked the CC, and while the Resistance Pants is the closes match, I can't replicate the black bordered white stripe in the screen shot, by other just choosing black or white as the second color option for the piece with no pattern, or using Thin Stripes 2 option either.
I checked the gloves though, and the Rough Leather option was the first one I went too. While its close, the screen shot doesn't really match that option. First, the gloves in the pic are too shiny (I run with ultra settings), and second, I checked the pose and the stitching should be perfectly visiable along the top of the forearm and around the wrist, but its not in the pic. It could be some type of aberation of the screen shot though, with the effects going off, causing the stick to disappear under the glare which causes the shine effect on the gloves, but I can't recreate it in the costume creator.
As far as I can tell from the I20 Teaser Trailer, the character in question appears to only be wearing red gloves and the effect we see in the first picture is just from the power effects.

Not sure if this was brought up anywhere else, but that blue and white dude is wearing IDF gloves and boots. He is however getting attacked by player looking characters so he might just be an NPC...an NPC with sexy gloves and boots.

That appears to be Fusion, from the new TF. Aka, Male Fusionette, partner to Jane Temblor.
So, given they use PC rigs for that, I do hope we get the parts too...David did say

I also am really tired of NPCs getting the nice new shinny costumes, and us being left in the cold. It is a trend in this game that it seems they want to change, but I am still waiting.

IIRC as well, the 30 day jetpack was actually available on GameTime Codes from certain stores...
I run with it (the store jet pack) on alot of my chars and yes it does look cool when you color cooridinate with your costume (aka the Rocketeer look). And its actually a payoff (for me anyway lol) when someone does ask were did I get it.

Hey I pay that extra 5 bucks a month for that jet pack and I dont regret it one bit. After all it's available for all my newbies (which makes traveling around a lot easier for lower lvls). And it gives my higher lvl's without flight something to have when they need it.
They could probably make more money by offering a $10 permanent version. I imagine that would sell quite well.

Look at the guy getting hit there. He doesn't look like IDF, and that jetpack looks colour-coordinated with his costume and I don't recognise the design.
Or is this old news that I've missed the discussion of.
