Technically the art is real life loot and you can't trade inf for that. Understandable, but sad.

I think a price cap of 2 billion should be put into place so that no one can sell the PvP 3% IO for more than that.

OP, I am a fairly casual player....and the best I can do is what some people suggested....I get the best sets I can and live with that....and I do agree....the same exact toon as mine, decked out with purples and PvP IO's is probably not all that greater.....not worth what it cost them, to me anyways. So I am content with my "ok" sets and grind the tips to make my cash.
So, if you ask me.....I agree with your timeline on getting all those "best" IO's.....so I will have to just say, in my opinion....guys like you and me are simply SoL! (unless you wanna play the market....cause that is the only way your gonna get that kinda cash)
Gonna have to learn to deal with it. But really, a SG friend has the same BS/Regen toon as me( his all purpled and PvP IO'd out) , as an example, and he face plants about as often as i do (with middle of the pack sets)....so let them have their 2bil enhancements.....get yourself some decent sets that you can afford, and just enjoy the game.

Seriously though, despite holding 50B infamy liquid right now, most of my toons are slotted with the lower cost sets like devestations, crushing impacts, red fortunes, and titanium coatings. Most of those sets can be 4-6 slotted for like 40M a set even at buy it NAO! prices. Anyone can make that type of inf pretty quickly just from selling drops with a little patience. I only see about a 5-12% difference between those toons and my main and namesake, Eris.....who would cost about 27B to slot at current prices (53 HOs, PvP uniques, purples....and all).
Doesn't matter how fast your car can go if you don't know how to drive.

Soo....did B_C really leave now? I was finding this HIGHLY amusing! Considering my 2 perma domis, one of which solo'd the RSF, my S/L capped, perma DP invul brute, my S/L capped WP brute, my 30 or so lvl 50s....How's a man to make monies?!

I haven't read all 40 pages of this, because it became apparent pretty quick which way it was going to go.
But for the record:
I dinged my first 50 in 2007, my stone/mace tank, 3 years after starting her up. I spent about 2 months over the summer of 2009 purpling her out. (I filled in all the holes of -dam, -rech and -run that Granite Armor drops on you) I did so solely by following the advice of the market forum regulars and playing the market. I crafted and sold lvl 40 acc and rech IOs, flipped middling-rare IO sets at lvl 50, and then when I'd built up enough of a nest egg, bought 2-for-1 purple recipes of what I wanted and sold the second completed piece to keep the money flow positive.
I've dinged another 50 each year afterwards- a brute in 2008, a scrapper in 2009 and a MM this last September. This month, I just finished the final purple pieces of the purples/rares I want for the scrapper. I expect to start on the brute over the holidays, and finish purpling him out sometime around Valentine's Day. I built the MM around +def IO sets, so I don't expect to actually change the sets she's already got.
For all these characters as well, I have been using the advice of the ebil marketeers here, who make it so easy to join their club. Inf pours out of the sky like rain if you just listen to the people who know how to catch it.
Plus, I wanted to give a tip o' the Casual hat to Nethergoat, for quoting me in his sig. If I've amused him enough to be quote-worthy, it's little enough reward for his advice that funded my new, spiffy builds. My scrapper was the last one standing next to the tank while we pounded on Reichsman over the weekend and it was a blast!

Also: Six years of casual play begins to look an awful lot like one year of hardcore play.
There is no underlying logic in the world that justifies 2 billion per enhancer in this game economy.

Sure there is, Open Market Economy, that's all the logic that's needed to justify it.
Some people have LOTs of INF, and they think that what ever item is for sale, is worth that amount. If you DONT think it's worth that amount, find a different item to buy.
It's very logical.
