I hate what super boosters have done to the community

The vet attacks appear to either ignore AT damage mods or work from a fixed set of damage mods (maybe pet damage mods?) They also ignore damage buffs/debuffs (as shown in the combat attributes window). However as far as I can tell they are affected by all other combat buffs/debuffs (accuracy, to hit, recharge, etc) which is good since there is no way to slot accuracy modifiers in them.
I find the vet attacks are best in the following situations:
1) At low levels when you don't have a full attack chain and beginners luck makes up for lack of acc slotting
2) At high levels when you have a lot of +acc or +to hit from powers/IO sets and you need a ranged attack, etc.
3) on low damage AT's that don't have a lot of attacks, especially those that have some way of debuffing enemy def like controllers.
4) on super strength brutes/tanks when rage crashes. Nice thing here is that since the vet attacks ignore damage (de)buffs you get full damage but they are affected by to hit/acc buffs so you get the +20% to hit from rage.

That has nothing to do with why you can't buff their damage. That they ignore damage buffs is a different aspect of the power.
PS: I'm being derriere-puckeringly technical about terms here just to clarify what I meant. There's no real argument going on here from my perspective.

I get using "mods" to mean "modifiers" in the sense that damage buffs modify a power's damage. As a direct reply to what I said cutting out "AT", it wasn't clear to me that was what you were doing. I thought you were correcting me and/or mistaking the behavior of the vet powers as related to what mod tables they used.

Oh, I'm not trying to pick a fight, either Just wanted to reinforce that, other circumstances notwithstanding, veteran and temporary powers ignore AT modifiers and use their own static ones. Hence why they're comparatively more useful to, say, a Defender than a Blaster - a Blaster's own damage overshadows the power, whereas a Defender's low damage mod makes it seem stronger.

City of Data lists the Nemesis Staff as doing 175.63 Smashing damage for both Peacebringers and Warshades at level 50. I would be surprised if it weren't since Peacebringers and Warshades have the same mods for everything and are both listed as Kheldian in damage mod tables. Furthermore, the power is listed as doing 175.63 Smashing damage for a level 50 Blaster, as well. I lack level 50 Kheldians to test this with, but I'll see about throwing a few Nemesis Staff bolts from different ATs to check in person, when I get the time.

Perhaps you saw a difference when a damage resistance buff or a debuff was in effect against your targets.

On the other hand, we've had 11 optional booster packs (including the ones associated with the "GvE" or "Mac" editions) since Sept, 2006, so this is hardly a new trend.

2) That's not much of a rhetorical question... rhetorical questions are posed for their persuasive effect with no expectation of an answer. Your statement hardly qualifies as a question, let alone holding enough content within for a good persuasive effect. It seems the only thing that it does have is that you'd expect/hope it not be answered :P. (Also, it's "on the HEELS" ) (EDIT: just friendly ribbing, there Obsidious, no offense intended.)
3) As a possible answer: If the option is, "bring in extra revenue and offer additional cool stuff to those willing to pay for it" or "don't bring in revenue and curb development to fit our budget" then I gladly accept the option that gives me the option to pay extra for something I want and otherwise wouldn't get.
If I thought that they were sitting on a pile of money and just asking for more money, I'd be upset. With some understanding on the costs associated with an MMO (and the need to have a REASONABLE return on investment), I know that's not the case.
No the thing is we got money, so we can get them if we like it. I don't think there nothing wrong with Booster Pack. A lot of MMO make Packs like this, just to make a dollar or two. I see nothing wrong here with any of this, They do need to Market Stuff, in fact more just to keep things going, Sell T-Shirts, Key Chains, Action Figures. When a game become Free to play, what do you think keep there game going, Also Hiring and Paying there staff?

How it works is you get a message from a special contact that lets you know there is a special mission he needs your help with. Just like we get here about the Baby New Year, and the DJ Zero's Valentines Day Event. The difference here is that you can't do those mission all year long.
