To the OP: Are you looking for uncommon pairings or poorer performers (which is often the reason they're uncommon in the first place).
Energy/Electric Blaster is a great combination, but rare. It's rare because 99.9999% of Energy Blasters go Energy/Energy.
Electric/Devices Blaster is rare because it simply isn't a great performer (it isn't as bad as its rep, imo).
Both rare, but for very different reasons.

There are a lot of combinations, and to be honest the most fun I've had on a character has been my main ice/fire dominator. I RARELY see other ice/fire doms. I think I did once or twice? I had a buddy roll fire/ice dom and that was a fun one too.
One combo I've heard about not working well makes me want to try and make it work: Elec/Storm controller. I don't know how well it would play, but it would look very flashy and cool thats for sure...

Soft cap your ranged def, and the knockbacks and the caltrops keeps you safe. KB sets are really cheap too.

i have an Earth/TA Controller in the 40's who is very effective at layering soft controls and debuffs to the point of neutering most enemies.
i've been considering trying an Elec/Rad Corruptor, and i don't recall seeing many of those or the Defender equivalent.

Ones I can think of that I rarely see/have never seen.
Psy/Devices Blaster - Just because they're probably the two least popular blaster sets.
Sonic/Radiation Defender - I just don't think I've ever seen one. I also can't think of any compelling reasons to play one, which is likely the reason I haven't seen any.
Gravity/Sonic Controller - See Psy/Devices Blaster. Also, I expect that Singy wouldn't give much solo mileage out of Disruption Field at all.
DB/Elec Stalker, Brute, or Scrapper - See Sonic/Rad Defender.
Having Vengeance and Fallout slotted for recharge means never having to say you're sorry.

Bots/TA. Late blooming primary combined with a late blooming secondary.
I have yet to see another 50 Bots/TA on Protector, besides mine. So I guess it makes the combination rare.

my very first char was a gravity/empathy controller. i would guess that's still rare due to most people like to actually kill a mob in less than 10 min lol
good for groups but near impossible to solo
Play an energy/energy blaster that doesn't irritate the crap out of every team you join, that's a seriously rare combo right there.
