Thanks again for the observations..
I happen to love the look of all the water blast powers so that's why I've worked them all in..
I've swapped Stealth for CJ and made a few more tweaks (like working back in the Steadfast +3% Def that I lost taking out a resist shield.. d'oh)
I've now got soft capped Range and perma Hasten/AM (YAY!)
It looks feasible with the recovery pre-incarnate... I might go for Vigor or Cardiac for an alpha to give me more of a gap for using the debuff toggles... not sure about the rest of the incarnate choices yet.. but he's only 20 so i've got a ways to go til then

thanks for the replies.. based on the slotting comments (i was slotting dehydrate as a heal for me and missed that it's the same % as RA) I came up with the following which is 44.8% Ranged Defense and Perma Hasten/AM (no EPP/Patron because none of them really fit his theme).. Have I missed anything else?

I'm trying to work up a build for my new Water Blast/Rad Cor and am running into an issue..
Is it possible to build for Perma AM/Hasten and soft cap Range Defense?
I get close to Perma AM/Hasten but Hasten is either 3 or 10 seconds short (depending on how hard I push for the defense).
I also can't seem to get the Ranged Defense past 32%

wow I'm having flashbacks to a thread in the Tanker forum where someone claimed TANKS are primarily damage dealers and have been since I1.. Controllers are IMHO more support based than Defenders.. We don't get a blasty damage set (even a neutered one) hell my main controller is Earth/Emp.. I lock things down (even Rommy permanently durring the fight) and off heal when necessary.. unless my pet rock is out I don't really out damage even a Defender and they heal better..
On my Dark/Dark that I've started it's a huge toolbox of control so no Controllers aren't damage dealers and if you're wasting slots on anything but the pet trying to make us into one try a Blaster or Dommy..
Reppu you said you were surprised by Local's response that the ST imob is skippable? the ST Imob is the first thing that gets thrown out when power choices gets tight.. It's been that way for a long time..
Get down off that high horse and realize what Controllers are built to do.. CONTROL combat NOT DAMAGE!

So if we're going to call the super packs gambling then all collectable card games are gambling for the same reason..
as mousedroid said it's not really gambling since you're
a) using Paragon Points, which are a fictional currency that you can choose to spend real money on but it's not required
and
b) you're getting something of at least a minor increase value out of it.. gambling would have the possibility of a loss which nothing coming out of the packs are.. some people perceive them as useless but they are all usable.. -

I can tell you this when I fire off Overcharge and have Disintegrate working I can kill off a full group. It does not happen all the time but when it happens it is great. I don't see that happening with the low DPS output of AA IOs you have.
Though your resistance numbers are very, very nice.. I'm a bit torn between having Aid Self as it helps out tons being range capped. But I think maybe going your route and picking up Rebirth might be better.
I've replaced the stun set with 5 Posi's and still have hasten at 115sec so more damage and still perma-haste

You got perma-hasten, which is nice, but you gimped the powers that would most benefit from high recharge: Overcharge has crap damage and LRM Rocket has crap everything.
The whole point of getting high recharge would be to help those long-charging abilities get up faster, but it's not worth it if you end up neutering them. -
Ok so if Munitions can use the same guns.. and tweaking a bit i've come up with this that's capped to Range/E/N and perma-hasten once i get to my incarnates (i usually don't like relying on something so end game but there wasn't any other way to do it
).. took Stun over Piercing Beam as a set mule and put Absolute Amazements instead of Rags in Overcharge (both will hurt my damage output a bit but gets me recharge in both cases and more defense from Stupefy)

Ok so I'm working on a build for my Beam/NRG blaster and am wondering if i can improve his defense (ranged at least) without changing too much.. Do i NEED tough/weave to get to ranged softcap? Can I drop some of the LotG 7.5%'s for Def or Def/End to help? if i'm not chasing recharge do i need any of them? I'd like to keep him a purely ranged character hence not taking the 4 melee attacks in EM.. I'd also like to keep him Hover/Fly and if at all possible the Force Mastery also.. but that's negotiable

And what about the tanks/scrappers/brutes/etc that have defenseive sets that benefit from being surrounded? Invuln or Willpower users (i have multiple of each of these) NEED to be surrounded or their defense/regen drops.. otherwise i agree Knockback when used correctly can be of immense benefit solo or in groups.. it's just the lack of HOW and WHEN to use it that's the issue

ok i made some changes, partially based on your suggestions and some of my own.. Here's what i came up with.. I'm not sure why you had said i needed more recharge in Farsight since it was perma in my first build but it's definately perma in this one by almost 10s..

The performance shifters you changed lowered the HP total since they were there to give those set bonuses..Got a question about your build, glasswalkerny. It seems to use up a lot of endurance(2.37 out of 3.47); Do you have any endurance issues or find yourself popping and blues? Because with 11 toggles, if you keep them all up at once or for certain situations, I could see a problem.
I went back and replaced the performance shifter end/acc on stamina and quick recovery with an invention: endurance modification. Not sure if it will make a big difference or not, but it did increase the endurance recovery 9%.
I don't have a character like this but i have a Claws/SR that runs with a net gain of 1.84 end/s that doesn't have end problems short of electrical attacks and sappers. -
here's what i came up with for a nice S/L capped build.. it's a tad expensive even though there's no purples (kinetic combats aren't cheap)
Capped S/L even with suppressed stealth numbers
1 small purple will Cap everything else except psi (it'll be real close though)
603% Regen
2130 HP
1.77 end/s surplus and since claws is an end-light set is manageable
58.75% recharge
47.9& To Hit with 1 enemy in range
50% accuracy bonus
19% damage bonus
only problem i see is the lack of Defense Debuff Resistance.. Def Debuffs WILL cause cascading defense failure

But still.. is the only answer to a decent build "suck it up and break concept"? I even made a mistake in the build I posted and took super speed when I hadn't intended to... I'm not necessarily looking for complete uber build but anything that sacrifices my concept for this character is not what I'm looking for.. I have a fire/fire/pyre blaster in the works for that.. -
in that case since for this character the concept is more important to me than min/max'ing numbers can the build i posted be improved upon keeping him a "non-super"? Have I sacrificed too much in general in my failed attempt to get to R/S/L softcap?

I'm having a hard time trying to get to even R/NRG/Neg softcap on this build..
any suggestions would be welcome.. but please don't just say things are slotted wrong without explaining a better option.
for concept he's not going to have a "real" travel power (swift/hurdle/ninja run do fine for me) and i like the body armor/surveilance powers again for concept..
other than that i'm not married to the trip mine power since i've seen it only used well with teleport foe which won't fit the concept.
So how can i make him more survivable as i see most blasters trying for R/S/L softcap.

here's what i'd do.. It's one small purple inspiration from ranged defense soft cap and Consume is the only melee ranged power and that's only for getting endurance back (yeah i know it's slotted for damage but there's no end mod set that gives ranged defense.. besides at 20% of your end bar per enemy base you only need 5 to fill up)
