Hi,
This is my tentative plan. It seems to be what you are going for as well. Note that you can use the same weapons models for munitions mastery as well as beam, so I consider that to be the default choice, bar none, for beam characters.

I picked up Barrier to have some protection in the PBAOE area in fights. What I noticed is being high up I miss out on the buffs from team mates as well.

Ok so if Munitions can use the same guns.. and tweaking a bit i've come up with this that's capped to Range/E/N and perma-hasten once i get to my incarnates (i usually don't like relying on something so end game but there wasn't any other way to do it ).. took Stun over Piercing Beam as a set mule and put Absolute Amazements instead of Rags in Overcharge (both will hurt my damage output a bit but gets me recharge in both cases and more defense from Stupefy)

I'm just asking Glasswakerny, why need perma hasten ? Beyond the 10 second difference for overcharge I don't understand the need. Personally I am NOT a purple set player, I might add in one or 2 purple IOs in a build that are cheap but usually not full sets. That being said I would say that Rag IO would be the way to go. Your killing so much of your DPS with Overcharge slotted that way.
I can tell you this when I fire off Overcharge and have Disintegrate working I can kill off a full group. It does not happen all the time but when it happens it is great. I don't see that happening with the low DPS output of AA IOs you have.
Though your resistance numbers are very, very nice.. I'm a bit torn between having Aid Self as it helps out tons being range capped. But I think maybe going your route and picking up Rebirth might be better.

You got perma-hasten, which is nice, but you gimped the powers that would most benefit from high recharge: Overcharge has crap damage and LRM Rocket has crap everything.
The whole point of getting high recharge would be to help those long-charging abilities get up faster, but it's not worth it if you end up neutering them.

I've replaced the stun set with 5 Posi's and still have hasten at 115sec so more damage and still perma-haste

As I said above I've fixed the problem with Overcharge (5 posi's no proc) but what else can I do with the 3 slots in LRM? I can take them out and use them elsewhere but they're providing 1.88% Range defense that i don't think i can find elsewhere.. STUN is only in there as a set mule (and maybe an oh s$%^ button) I would've liked piercing shot with Posi's but THAT would lose me over 3% range defense.. unfortunately it seems that to get SOFTCAP to range I'd have to sacrifice the "theme" of a 99% ranged blaster or some damage somewhere...

It is just that LRM Rocket actually is a good ability and it makes me sad to see you gut it like that. You can alternate build up + LRM or aim + Overcharge on spawns to not be that bad. When you get judgement and can cycle that in, you basically have a nice powerful aoe on demand.
I also like plainguy's build if you want to go in that direction.

Ok so I'm working on a build for my Beam/NRG blaster and am wondering if i can improve his defense (ranged at least) without changing too much.. Do i NEED tough/weave to get to ranged softcap? Can I drop some of the LotG 7.5%'s for Def or Def/End to help? if i'm not chasing recharge do i need any of them? I'd like to keep him a purely ranged character hence not taking the 4 melee attacks in EM.. I'd also like to keep him Hover/Fly and if at all possible the Force Mastery also.. but that's negotiable
