It's probably due to the fact that my playtime has been really late.
Usually between 12am to 3am central. But I always see her.
Every. Single. Time.
I'm usually the only one in the zone though.
and as was mentioned before, always on a toon with the badge.
I'm sure if I needed the badge she'd be in hiding.

She spawns like every hour in a series of spots that encircle the lower island in the lake, plus a spot just east of the War Witch. Easy to find.

When Croatoa launched wasn't there a 'Save Sally' campaign?
IIRC at 1st she was considered a 'threat' but we Heroes didn't feel right harming a defensless lake monster. So they changed some text to make it seem like we're just petting her.
That and she was on a really long timer. Meaning, if someone petted her at 8pm, don't expect to see her again that night.

Or like Manipogo (Monster of Lake Manitoba); Named in a similar fashion to the Okanagan Lake monster (Ogopogo).
Although we don't really shorten it's name to anything. So there's not much to base any arbitrary gender assignments from, unless you want to call it Mannie.

Both shortened names sound quite feminine. Therefore, both creatures default to feminine.
