The contacts need to be updated period. The less popular ones are just plain annoying. "UPS mission, UPS mission, Visit a PVP zone, Visit a contact in another zone, actual mission, actual mission, and another contact in another zone."

yeah it's been asked for a LOT.
However given that even though she's taken over as lead dev from Positron, War Witch still has her hands to with the whole 'new and shiney' thing that Positron started off until atleast Issue 21, probably 22 since the devs plan the Issues probably atleast six months in advance, if not longer than that.
I imagine once everything is sorted for Going Rogue, which means Issue 19 which is technically 'Going Rogue: Stuff we couldn't finish in time for it' as standard ala Issue 1 for heroes and Issue 7 for villains, we'll probably start to move more towards being old content upto the standard set by Going Rogue.
So it probably wont be until atleast this time next year we'll even get an inkling of updating old content...if they're even bothering to do so.
Currently here's my leveling pattern on heroes. Level 1-5 in AP, 5-8 in KR doing Radio's, 8-15 in the Hollows, 15-22ish in Faultline, Then Striga from 23-28, Croatoa from 28-35, Then RWZ and Radios from 35-40, then on to PI. I mean really....only the hazard zones are actually worth taking contacts in anymore!

My last character (a controller) went like this: L1-9 sewers, L10 KR, L11-35 TFs.
Going Rogue ---> all new level 1 through 20 contacts and missions.

One thing I think they could do is that since the devs have their hands full with 'new shiny', they could look at or commision some of the players to create arcs via AE. Once the best of these arcs were looked at and approved, the devs could make a few tweaks to take them out of AE and into the 'real world'.
While I realize that would take some time, I think it would take a lot less than creating from scratch.
I feel a lot of it is teething problems owing to incomprehensibly bad design, as in "I can't comprehend why this was done that way." The things most people complain about when they mention outdated content is either simplistically designed missions, time-wasting fed-ex missions or inordinately hard hunts. To that effect, there are a few things we can remove out of the game which should smooth out most of the truly major bumps.
1. Contact introduction missions requiring you to visit the contact. Gone. We don't need these. Replace them with a standard contact introduction or with a "So and so has called for you!" pop-up.
2. Security Chief missions. Leave those in the game for people who specifically hunt out Security Chiefs, but remove them from general missions circulation.
3. PvP liaison missions. Either remove them, have the info accessible via Security Chief or via trainer, or have the contact himself explain about the zone, rather than forcing you to travel to them.
4. Hero Corps Field Analyst visit. Remove those entirely and have the info available at trainers. Or better yet, make difficulty settings part of the tutorial, now that changes are free. Either that, or have a University-like special contact in Kings Row that pops up as soon as you come into the zone. Might not hurt to have one for Scanner/Paper missions, as well.
5. Mission rewards. ALWAYS give rewards for missions, regardless of what they are. Go visit Jim Temblor? Mission reward. Go chat with the PvP liaison? Mission reward. Go speak with your next teacher in the university? Mission reward. These aren't repeatable, so why the hell do they give NOTHING? Grant standard mission complete bonus for all fed-ex missions (they currently grant half) so that people may view them as free experience, rather than a waste of time.
I realise there are a lot of other improvements that can be made to streamline everything, but all the others are more specific. Do this, and we'll get rid of the major, most obvious irritations. Then we can fix the rest mission-by-mission.

I'd also look into why a generic door mission from a contact in Talos needs to be in an office building in KR, when an office building in Talos would work just fine.

villain side is fine except for a lack of variety, but the low level hero game DESPERATELY needs a thorough going over, regardless of what they're doing with Going Rogue.
In an ideal world, they'd junk everything that launched with the game and replace it with 'modern' content.
In a less than ideal world (comparatively) minor changes like going through each contact's mission list and eliminating fedex's and reducing the truly ridiculous amount of inter-zone travel would make the low level game much less tedious and irritating.

One thing I thought of for hunts would be to make the number needed random, but capping at 50 max, or maybe less - so technically, you could complete a hunt with just one defeat - but the number needed would still be hidden, so you'd just be told to question/investigate an enemy group for whatever info was needed, rather than be told how many you needed to defeat.

Incidentally, for someone with a better memory than I, what's the largest hunt in CoV? Personally, I can't remember a single one more than 10.

I am hoping they really re-do most of the older TFs. They just suck. I know Posi gets a new look. Synapse has to be next. That one is beyond the suck and the worst TF, IMO.
The old contacts also do need some attention but may not need to be a priority. Some TFs are fun but a lot of the old hero side ones are just weak. They didn't do much better with Khan either.

I would start with removing the "Talk with David Wincott" mission. Now if it actually gave xp like say 2-3 bubbles worth I wouldn't mind it so much. A better solution would be to make non xp generating talk to missions droppable without counting against your quota.

I agree wholeheartedly with all of these suggestions. I just made a new hero after playing mostly villains for a few months and was like 'im gonna do arcs and get merits!'. Good god heroside is annoying for this stuff. I can't even begin to get into the story because every other time I hoof it across IP or god-knows-where to talk to my contact, she sends me to meet another contact! or go check out siren's call or have you been to boomtown? AARRGGH! Come to find out, this contact doesn't even HAVE an arc!
I guess it's back to Striga/croatoa/TFs, I would really like to go through some of the COH stories though, I still don't know a lot of the original canon and reading it on paragonwiki isn't the same.
One ridiculously easy fix would be to give you the cell phone after one mission, or better yet immediately when meeting a new contact. That would make the endless fedex-ing and meet new contact garbage 50% less painful immediately.

While I'm just as tired of these missions as anyone, let me interject something. Think way back to when you were brand new to CoH. These missions did a decent job of sending you everywhere and getting a feel for the place, letting you deal with baddies in the streets that are in your way, learning which ones are where and how tough they are. We've all been into this long enough that we don't need it, but I think truly new players *do* need it.
But those hunt 50 carnies in PI missions, yeah, those can go.
While I'm just as tired of these missions as anyone, let me interject something. Think way back to when you were brand new to CoH. I've got 4 years in game now and I think I know where the Hollows is. I am keenly aware that there are PvP zones and Field Reps where I can go and change the difficulty of my mission. I don't NEED to have to run to each rep with every new character I create before I can move on. When I am trying to coax the Spelunker mission out of a contact in Steel so I can work on my ATlas Medallion the last thing I want is to have to run back to King's Row so the Field Rep can tell me that i have the option to up or lower the difficulty of my missions.. I KNOW that so let me earn my badge in peace.
Fact is more and more i am following the same route as someone else here described.
Atlas Park.. 1-6 or 7 I hit the Sewers
King's Row 6-10 Radio missions for my Raptor pack
Steel Caynon 10-20 and if I can find a Positron and Syanpse TF.. use those and avoid all contacts except the Midnighter club arc so I have it out of the way long before 35 when I can enter Cimeroroa
20-30 Sister Psyche, Moonfire, Citadel and (if I can find one) Hess TF
30-35 Manticore TF, radio missions and any other TF I can get on now thanks to the SSK system.. Include the First respec in here since it awards merits and is done in about 1 hour
35-40 Numina (and now I have TF Commander) more radios and missions in the RWZ for Vangaurd Merits.. add the Second Respec for the same reason as I did the first
40-50 Av missions, thrid respec, radios the ITF, Kahn, States and Lady Grey TF.
I don't even bother worrying about contacts with badge missions anymore since I can do those through the Ouro potral and earn merits for doing them along with added badges for doing time travel missions.
I like Sam's idea of a Hero 101 University in Atlas and Galaxy that sits you down and says "Here's a Field rep click on her. Notice she will allow you to change the difficulty of your mission and even ask to includes bosses in all missions. Hey you can even request to fight an AV as an AV when you solo through her! Neat huh?" Next.. "Hi my name is Dave Wincott and I hang out in the Hollows. the Hollows is one of many Hazard/Trial zones you will find around the city. Look for the red dots on you mini map and go to the gate to enter. You won't find many contacts in these zones, in fact in some none at all, and they don't have stores or hospitals either (Dark Astoria and the new and improved Hollows aside) so if you enter be prepared. you are ON YOUR OWN!"
At that point a brand new player has a way to learn all the things he needs to know about the game and the rest of us can get on with the game and stop the mandatory running around just to actually get to content we have seen countless times before.
I don't mind a Fed EX mission in a TF when it fits into the plot of the story. I just raided a Council base for Citadel and now have information.. take that to _____ so he can analyze it and let me know what it means. But these mindless talk to missions that do nothing but slow us down need to be addressed.

I actually think we might do well with a map and train training section in the tutorial. It seems a lot of newer players don't seem to know how to use the map. I still get odd questions for returning players, like "Hey, is Crey's Folly off Brickstown or Founders' Falls?" The City Map tells you exactly that, but few players seem to know it even exists. Not many new players know about the train, either. I was introduced to it by a team-mate back in the day.
How about, instead of Coyote "teleporting" us to Atlas Park or Galaxy City, he directed us to the station so we could take a train there?

Dear Devs,
I hope one of the devs reads this. I love City, I've tried many other MMO's, and yet here I still am. The one thing that really bothers me is tho is the old CoH main zone contacts. (KR, Sky, Steel, Talos, etc...)
Right now I am playing my level 12 elec/elec scrapper, and all the main zone contacts want to give me are a "Go hunt in Perez" mish, or a "Go talk to the Boomtown Security Officer" mish (which will result in another hunt mish)
I just made a DP/Kin Cor on villains side, have done nothing but contacts (and just the papers needed to get a contact in PO and my Jetpack) reached level 12 in about 5 hours play, and have not gotten a hunt mish yet! (Except for the kill 5 snakes one in Mercy)
I know that the devs standpoint is "new shiny" as opposed to "making the old stuff shiny again", but seriously...the game could be make SO much better if you'd just go back and give all the contacts good story arcs! And remove the duplicate contacts that give you the same mishes!

So please....reconsider your viewpoint here....rework the level 5-40 contacts in CoH!!! Give us some good missions and storylines to play!!!
